Determination: Study Required
A site inspection of the property has confirmed a lot developed with a single family residence.
The western and northern portions of the lot slopes down steeply. On my observation, this slope
appears to be greater than 40%.
Based on the above findings, it is determined that there may be a Steep Slope critical area on or
adjacent to the site and a Critical Areas Study is required to confirm this condition. In this case,
the Critical Areas study is for a topographic survey map that indicates the top and toe of the slope
and what the slope is between the two. A Steep Slope Critical Area is defined as any area with a
slope over 40% and a vertical rise of over 20 feet. If the slope qualifies as a Steep Slope Hazard
area a 50 foot buffer is required from the top or toe of the slope and a 15 foot building setback
from the edge of the buffer. The 5 0 foot buffer can be reduced down to 10 feet upon the review
of a Geotechnical engineer who will certify that no additional potential for soil movement will
occur with a reduction of the 50 foot buffer. No permits will be issued for this site until the
Critical Areas study has been completed. Also, tree cutting or land clearing, which would
normally would be exempt from permits on a single family lot like this, will require a permit and
completion of the Critical Areas study.
If the property owner wishes to apply for a specific development permit which they feel would
not impact the Critical Areas located on the site, they may submit their proposal to the Planning
Department for review. If the Planning Department finds that the proposed development permit
will not adversely impact a Critical Areas or its buffers, a c nditional waiver may be issued on a
project by project basis.

Dear Mr. Schmaus:
As requested by you and in response to the City of Edmonds letter dated July 16, 2009,
Associated Earth Sciences, Inc. (AESI) is pleased to provide this letter presenting our
recommendations and opinions regarding the impact of demolishing the existing house on the
steep slope located on the north side of the lot. AESI has reviewed ECDC 23.40, 23.80,
18.30 and our reports prepared for the site for preparation of this letter.
The house to be demolished occupies the south half of Lot I and a portion of the southeast
corner of Lot 2. The house is set back about 10 feet from the top of the steep slope on Lot I
and about 30 feet from the top of the steep slope on Lot 2. The house is slab -on -grade or
shallow foundation construction and does not have a basement.
In our opinion, demolishing of the existing house will not adversely impact the stability of the

steep slope provided the following recommendations are implemented: M
1. All building debris be directly loaded into trucks for hauling away from the site. If
temporary stockpiling is necessary, the stockpile should be located no closer than
20 feet from the top of the slope and should be removed within the work day.

2. Areas of soil disturbance around or within the footprint of the house be covered with a
minimum of 2 inches of straw once demolition is complete.
