Mr. Wallis revi d the application and showed slides of the site.
Don Finnigan was in the audience. fie went over his proposed plans with the Board.
He said they will pave the alley, divi.,rt any drainage to a catch basin and then
drain it to 'laple Street in order to protect the buildings at Milltown. fir.
Finnigan said the building viould probably be stucco. They do not have their land-
scaping plans as yet, but will do this developr�ient according to City specifications.
Mr. Finnigan said most of the excavating has been done already. He asked the
Board for preliminary approval. fir. Finnigan said when the final plans are com-
pleted he will come back to,the Board for approval. The concern now is that the
plans are moving in the right way.
fir. Wallis said the staff had made preliminary analysis and that, it meets the
requirements of the City.
Don Burton who lives directly to the east of tnis development on Maple Street
was,concerned on how the building was measured fir. Wallis said the building
height had been measured after excavation not ')efore.
J. Ward Phillips said he was concerned about tne proposed entry from the Finnigan
building on the alley adjacent to his concrete ..iall. He said the alley was only
15 feet and for a car to come out and turn could be a problem. fir. Phillips said
the wall is 70 feet by 15 feet and has a hulge in it from the original pour.
fir. Finnigan said he could close that, openinq to the all(-y as there was sufficient
dcdess to the parking areas'.
Mr. Finnigan said the roofing would be a composition and Mr. Rizzuto asked why not
shakes instead. Mr..Finnigan said shakes are now imich too expensive.
Mr. Latourell said this was. a large p�ominent building and he was interested in
a landscapinq plan. lie said he wanted to he sure there would be trees of stature.
lie asked about lighting the exterior of the building also. 4r. Finnigan said
there would he coach lights, ctc.
Mr. -Phillips said he wanted to compliment Mr. Finnigan in asking for preliminary
approval of his development.
Mr. Latourell said he also �ished to thank Mr. Finnigan as it is easier for the
Board to work on preliminary plans rather than final development plans.
Mr. Latourell thanked the audience for their attendance and their participation
in the hearing..

SUBJECT: PARKING COMPLAINT ON MAPLE STREET FROM FIFTH TO
SIXTH
Judge Goulder, who now lives at the Laurintine Condominiums east
of Milltown, called to complain of the all -day parking congestion
on Maple Street. We made a field investigation checking liden'se
plates at various t'imes of the day. We found people parking
from 9:30 a.m. to 5:00 p.m. on both sides of Maple from Fifth
Avenue easterly to mid -block. It is obvious that employees in
the business area are parking at that location.
Judge Goulder's specific complaint was the lack of guest parking
on the street. We find that the residential development behind
the commercial strip along Fifth Avenue will continue to have
this problem with the increase in business district activity.
By placing parking restrictions on this street the problem will be
shifted to other residential streets due to the lack*of available
off-street parking. This situation may then be a case of living
with the problem as it is inherent in an area developed the way
Edmonds has evolved. This situation, therefore, has more far
-reaching implications in regards to the parking problem.
It is requested that your office review
to off-street parking requirements and
in the central business district.

construction and operation of the drainage system, unless, releases of

affected by said drainage. Any drainage problems created by change of contour
during development must be corrected.. prior to occupancy permits or release
of performance bond'. Final approval (or re. -lease of bond) will be withheld
until.actual drainage as installed has been inspected by the City Engineer.

Dear Property Manager:
I have reviewed your account and will allow a credit for the billing period between
August 4, 1999 through October 6, 1999 in accordance with our City policy. The policy
states that the customer will be billed at the retail rate based upon the average water
consumption for the same period during the previous year. In addition, the excess water
lost from the leak will be billed to customer at the City's whof6sale rate with a 15%
surcharge added for administrative cost. Only one leak credit will be granted in any three-
year period.
