Hopefully, the City of Edmonds will. not ignore our complaints which are as follows: First of all, the said owner of this property refuses to cncpergte with the residents of this neighborhood In regard to ridd-ing the premises of numerous "junk" automobiles, ' Dlus old and dete7iorqted auto parts, plus odds and edds of junk that litter the yard.. He also keeps a dog penned up, 24 hours a day, and, the poor animal Is obviously there for "watch dog purposes" only. The poor animal Is confined to the pen, never gets any exercise, and in our opinion is sadly neglected. There have been reports of rats attempting to reach the dog food, placed In the pen, and of a neighbor resorting to the use of a pellet gun, in order to keep them under control. I witnessed a rat crawling up the stairway, which leads to a rental unit, which is also located on his property, at 540 Pine. I reported this incident to a City employee and was dismissed with: "Oh well, Ed.mond.s does have a rat problem." We are also questioning the legality of his having rental property on a single family lot. I questioned, the employee in regard. to this matter, and was informed that he was granted a permit by the City of Edmonds Building Dept. There surely must be some misunder- standing. Perhaps he was granted a permit to construot q Carport over his junk automobiles. I really feel that the existing conditions warrant an Invest.1gation on the part of the City of Edmonds. This Is a neighborhood of well manicured lawns, and well aRred. for homes. Call It Pride In Ownership, or whatever. It Is shameful and deplorable that one person must be so uncooperative,and refuses to respect the rie,,hts of other's. We do not feel that we are creating a Ilh-9rdship" on the p-qrt of the City of Edmonds, by requesting a totql investigation of this problem. His "Rental" located in the rear is a typical "shanty" and its' occupants use the roof of the carport for a deck, complete with weight lifting equipment, picnic table, benche.s, etc. There are no rails, as a safety factor,...Would this meet the requirements of.the Building Dept? We find the "view" very offensive, as do the neighbors who un- fortunately have not had any success In dealing with Mr. Olsen. I have been informed that they are willing to cooperate In signing a complaint in order to force h1m.to "clean up his act." In fact, I have been contamplating "wallpapering" our kitchen window, In order to blot out the offensive "view." This morning, I contacted Animal Control, and requested a Complaint Form In regard to the dog. The dog Is relatively quiet during the".. day, but starts barking In the evenings and continues until 6:00 AF.1 Needless to say, we get very little sleep,and are up hourly shouting ."Q U I E T We then attempt to get*back to sleep and then ' he starts bar�ln*g again. The treatment of this animal should be reported to the Humane Society. We sincerely Invite you, or a member of your Staff to ga,ze in ifecstasy" at our "fantastic view" of the "Edmonds Junk and. Auto Parts Yard" Inconveniently located at 540 Pine St. (Rear) Most assuredly, I could continue calling the Bld.g. Dept., Health Dept., etc. etc., but to no avail. No informative answers or Information Is offered. It Is somewhat disheartening, therefore why not "go tothe TOP" which Is you, Sir. Hopefully, you will be able to supply som; of the answers. Mainly, did Mr. Olsen receive a "special dispensation" In order to have multiple housing on his property?
