NWS (New World Systems) CAD (Computer Aided Dispatch) which is to go into effect
June 2015, 1 have attached a spread sheet of corrected addresses for the City of
Edmonds. Theseaddresses were corrected due to an audit check by Snohomish County
for even and odd addresses to be on the correct side of the street. The spread sheet
contains parcel, owner, old address and new corrected address.
Owners have been notified through a separate mailing.

Snohomish County will be implementing a county -wide advanced technology system in June that will vastly
improve police, fire, and emergency medical emergency responses through the 9- 1 -1 system. In preparatioA
for this event, Snohomish County Enhanced 9-1-10ffice is validating all addresses located in the
Geographic Information System (GIS) for emergency responses throughout the entire county. A recent audit
by the county has identified a considerable number of buildings in the City of Edmonds whose addresseeare
not consistent with the approved protocol for addressing buildings, which could result in delaye d emergency
responses to those locations. The current address above has been identified as one of these. In an effort to
cooperate. with Snohomish County, as well as Fire District 1 and the Edmonds Police Department to improve
fi re and public safety for all types of emergency response, the City of Edmonds. will be changing the above
address to:

The main purpose for this particular change is to properly align odd and even address numbers on opposite
sides of the street, and ensure they are in -proper numerical sequence.
We understand that this change may cause you some inconvenience, and even some financial expense, and
we apologize for that. However, please understand that the change will provide additional assurance that
police, fire, and public works services are quickly able to find your address during your emergency. For your
convenience, we have enclosed a USPS addressing kit, which will help you make the appropriate
notifications to your utilities, creditors, insurance companies, magazine subscriptions, etc.
In order to be prepared for the upcoming upgrade to the E911 system, we anticipate that this address change
will need to* take effect by June 8. 2015, the date when Snohomish County E91 I will implement the new

As I mentioned on the telephone, I had been asked by Mr. Bruce Hawkins to resolve some
drainage issues related to his property on Magnolia Lane. He indicated that there were two
items to be considered --first, an analysis of the orifice diameter of the downstream detention
system, and second, the capacity of a 4-inch PVC storm drain pipe to adequately deal with
additional flows. It is my opinion that the existing Yates Addition detention system restrictor
is adequately sized, and that the existing pipe is adequate.
Detention System. Mr. Hawkins had provided me with a copy of my original calculations he
had obtained at the City. These were not the final calculations, and had been revised on January
11, 1990. 1 could not find my copy of the revised calculations, but reconstructed them based
on those provided, on the design drawings, and on information on transmittals to the City dated
1/4/94 and 1/11/90 (enclosed). A copy of the reconstructed original approved calculations is
attached. (Yates Addition Calculation --Attachment A)
The proposed change includes the addition of 3500 square feet of impervious offsite contributing
basin. This offsite area will be served by an individual detention system, which should flatten
the peak runoff rate of the design storm. The individual system has a 3/4-inch orifice, and an
approximate design head of 46 inches. The calculated discharge rate through this system is 0.03
cfs, as indicated on the attached table. (Attachment B)
The Yates Addition calculation was revised to add the 0.03 cfs to the allowable flow for the
purpose of calculating the diameter of the restrictor orifice. This increased the allowable flow
from 0.755 cfs to 0.785 cfs. The orifice diameter was increased from 3-13/16th to 3-15/16th.
Since the original orifice was sized based on 1/8th inch steps, and the size was 3-7/8ths, a
change in orifice size is not indicated to be necessary.

It is also noted that approximately 75 feet of 12-inch diameter pipe is acting as detention storage,
which was not accounted for in the original calculations. This would indicate that about 5
percent of the existing detention system was excess to City requirements. The revised
calculations are attached. (Attachment C)
Pipe size. I inspected the site today and have estimated runoff rates and pipe capacities based
on my observations of the installed pipe system. The attached calculation shows the pipe to be
adequate for at least the theoretical 25-year storm. (Attachment D)
Please let me know if you have any questions'regarding this. It is my understanding that Mr.
Hawkins needs quick resolution of these issues due to the timing of his financing on this job.
