Four years ago all.were at the City Council meeting to complain., and som.e were irate, like the neighbor that had a vehicle that had jui#ped the curb, and ended up in his living room, meanwhile destroying the parked vehicle in front of his home. Today, I recieved notice that our FULL COVERAGE, insurance through Ohio Casualty is cancelled as of Sept.. 23.. Due to last claim, which did not end up being a claim.because after I found out that the woman that hit my truck was uninsured, I went Attorney, and the husband gave me a cashierls�check for damages., made out ot Edmonds Auto rebuild and Mary Duke. Sdi there was no claim. But'Insurance agent got letter stating that they cancelled due to number of accidents, HIT AND RUN,ETC. I HAVE NEVER HAD AN ACCIDENT, I HAVE NEVER GOTTEN A TICKET. I AM 53 years old.. been driving for over 30 years. Athe accidents were not of my doing. Do I have to sue the City? Have been told that a first class -Law suit could become a reality. This is,my town,, I'm an old timer, I loveethis town,, Why in the bejabbers is it not possible for RESIDENTS to be protected?17 Law enforcement is denied us, I told you before that all the ordinances.are not worth the paper they are written on, due to NO Law enforcement. Our Street is DANGEROUS. This has been going on- for years and years. Time to halt it. My neighbor across the street just got increas,ed insurance rates, same deal. We are the victims and by all that is holy, SOMETHING HAD BETTER BE DONE, OR I WILL SHOW UP AT A COUNCIL MEETING, AND LET LOOSE* IN FRONT OF EVERYONE. I have problems with a husband that had Cancer surgery,. the roof leaks., and no money for a new roof. IRS just sent notice that I erred in. figuring out disability claim for husband so we owe them V16.00, and I don't have that either, now the vehicle insurance is cancelled. So I am. in. a very dangerous state of mind. I cannot take anymore, So something had better be done, to HELL with the State Highway department. Edmonds, WA. 98020 Dear Mrs. Duke: LARRY S. NALIGHTEN MAYOR I received your letter dated August 7, 1984 with the attached petition. Police Chief Prinz stated that the Police Department will continue to enforce the established speed limit., and I will assure that the traffic signs are maintained. When the paving was completed on State Route 524 (Casper, 9th Ave. and Puget Drive), we requested the State Department of Transportation (W.S.D.O.T.) to reduce the speed li_m:!�t� on the high- way through the City. We also asked them.- ma e a study to determine what traffic control devices, stop signs, traffic signals, etc. were required. They determined that the speed limit on Third Avenue, north of Edmonds, could be reduced from 35 miles per hour to 30 miles per hour. The City adopted this change, and the new speed limit was posted. W.S.D..O.T. determined that no additional stop signs or signals were required on Third Avenue. I have again asked that W.S.D.O.T. consider reducing the sp ' eed limit on Third Avenue to 25 miles.per hour. I hope to hear from them soon regarding this request. Since this is a state highway, the City does not have jurisdiction over the speed limit or stop signs. Washington State Department'of Transportation retains this authority. We are required to place the authorized signs'and enforce the speed limit. I am forwarding.a copy of your letter and the petition to the Department of Transportation Traffic Engineer. At 12:15 p.m. , I arrived at Mr. Mork's residence to make a visual inspec- tion of his stoppage. The toilet was full as well as the floor of the shower stall. I then went and checked the manhole that serves the Mork property approximately 150' to the south. There was a small amount of flow in the manhole comina from the direction of the Mork property. I then checked the neighbors property to the north and south and they were experiencing no difficulty with their sewers. I advised Mr. Mork to call Roto-Rooter to deroot his line. At 3:00 p.m. the Roto-Rooter company arrived and beaa ' n to deroot the line from Mr. Mork's clean out -inside his house. The company rodded approximately 150' and found no obstruction that would cause the problem and left the Mork residence at about 4:45 p.m. The Mork property,was still backing up, but the Morks had not used any water. It is my opinion that the s 1) to,pace then was past the property to the south.- 431 3rd Avenue North. The City's responsibility ends at the southeast corner of the 431 3rd Avenue North property (see attached drawing). I then called two other employees, Jim Jensen and John Koyles, to assist me with URit 40 and we rodded from a manhole on Second Avenue North through that manhole approximately 40-45' and hit a stoppage of toilet paper and sludge. That broke loose and Mork's property drained immediately. The stoppage was on the City side. (See attached drawing to indicate direction roaded by City and approximate location of stoppage). Normal flow to the line was re-established at 8:30 D.m. and I then checked the Mork property to double c.heck that his sewer line was running at a normal rate.. Mr. Mork asked about a reimbursement for his Roto-Rooter charge and I advised Mr. Mork to go to the City Clerk's office and file a claim for damages form for processing. I left the Mork residence at 9:15 p.m. and returned to the shop.
