The policy states that the customer will be billed at the retail rate based upon the average water consumption for the same period during the previous year. In addition, the excess water lost from the leak will be billed to customer at the City's wholesale rate with a 15% surcharge added for administrative cost. Only one leak credit will be granted in any three- year period. P. 0. Box 2008 Edmonds, WA 98020-3163 Dear Mr. Waite: I am writing to protest the bill I received on February 13, 1998. On January 28, 1998, 1 was informed by your department, via a green tag left on my front door, that there was a leak in my water system. Up until that time, I did not have knowledge of a leak as it was not in the house and my water pressure in the house was fine. it was determined that the leak was from the water meter to the house. In researching for a plumber to put in a new line you cannot know my exqffleration! The first plumber wanted $4,000 to repair the line, the second one wanted $1800 plus $350 to replace a $40 - $50 valve. At this point, I called your office and left my name and number but you never returned my call. I wanted to let you know what I was experiencing and ask for suggestions or references. To make a long story shoM my kids did the trench work, digging and filling, and a plumber put in the line for $715. Since I was unaware of the problem, I don't feel I should be charged for extra water usage up to January 28, 1998. Also, since the line was broken from the meter to the house there was no extra sewer usage so that should be at normal charge. I wish I could have had the line repaired sooner but $4,000 was unreasonable and research was needed on my part. I do take responsibility after January 28, 1998. 1 feel I am an avid conservationist and regret that the incident happened. I await your reply.
