In,odoing so, all of our four parking spaces along the curb wel-E! aliminated, This did not seem fair to us and I believe it was in November that we contacted Bobby Mills. We expressed our displeasure and gave him our reF-soning. He promised to look into the matter and as yet we have heard nothing more 11'1-om him since our initial. call. There is a residence property and a crosswalk immediately to the south of us on the East side of Fifth Ave. 3. There is also a vacant lot immediately to the north of our street frontage. It would soem much more logical and appropriate to us if the bus stop could be moved in either direction so an not -to hinder the parking which always has been available to our clients in front of our office. ECDC Section 20. 10.010 describes the scope of the AD13 review. That code section does not include change of building colors. ECDC section 20.10.020 states that no person shall substantially change a development until the proposed development or change. ECDC Section 20.10.070 states that colors are elements of design and "should avoid. excessive brilliance or brightness except where that would enhance design." In this particular case the proposed paint colors are not excessively brilliant and therefore appears not to be a substantial change to the building or building design.
