Thank you for your letter dated August 22, 2006 regarding lighting on Main Street
between 5th Avenue and 6 th Avenue. ; Yes, Michael Plunkett mentioned your concerns and
desire for additional pedestrian lighting at our recent Citizens Advisory Transportation
Committee meeting.
City Staff is presently in the process of preparing the 2007-2008 budget for the Mayor to
submit to the City Council. At this point, because the lighting proposal is not identified
as a project in our adopted Capital Improvement Plan (CIP), our 2007-2008 capital
budget submission does not include funding for pedestrian lighting on Main Street. To
add your requested pedestrian lighting project would require that the City Council add
your project to the City's adopted CIP and identify a funding source for the project.
Because the City's CIP does not have any unallocated funds, this would most likely
require the deferral of one or more other high priority projects such as street overlays,
walkways and bikeways, ADA curb ramps, school zone improvements, roadway
stabilization, downtown crosswalk repairs, or traffic calming projects.
For your information, the Public Works Department and Parks Department are planning a
project soon to remove and replace street trees on the south side of Main Street between
5 1h and 6th Avenues. Although it is preferable to combine projects (such as tree
replacement with street light installation), as I noted above, funds are not presently
available to include your request without "bumping" other projects. Noel Miller and I
have discussed your requested project with Mayor Haakenson, and he has decided that
because it is not currently in the CIP, he cannot include it in the 2007-2008 capital budget
submission to the City Council ahead of the other priority projects that have already been
identified. Including your project for funding in the budget would req'uire a City Council
action.

I understand that you have also approached the Planning Board with your request. While
the Planning Board is not in a position to take action on your request, an appropriate
avenue for you would be to address your request to the City Council during the budget
review public hearing process during the next few months. The City Council has the
ability to amend the CIP and add projects into the capital budget they may consider to be
a higher priority than those that are already identified.

Greetings to you Dave. I recently was talking with Michael Plunkett
concerning the need for lighting on the East Main area of the Edmonds
business district. I believe he mentioned our situation to you at the last
transportation meeting in Edmonds. I spoke at the May meeting of the
Edmonds City Council about our lighting issue. We (the business
owners and landlords) formed a group and have had two meetings
regarding this matter. I brought this matter to the council's attention at
that time.
Since May, I was able to get an approximate bid for the lighting costs in
our particular area. This includes the purchase of lights and the costs to
install. Noel Miller assisted me with these quotes: $25,000 for the cost
of 10 lights; 5 to go on one side of the road, and 5 to go on the other side.
Another $50,000 was estimated to install the lighting.
I also spoke at the last meeting of the planning board, about this same
issue. We are in dire straits going into the winter months without
proper lighting in our area!! With all the new businesses filling the
East Main block, and above 5th Avenue, we need to address this issue for
safety and retail concerns. Our concern is that someone will fall and be
seriously injured. Our other concern is that our businesses are
supported with lighting to encourage customers, not just now, but in the
winter months, when it is dark at 4 pm.
Are you going to put our bid into the coming 2007 yearly budget? We
believe it is a great need for the people in our community.
