INTRODUCTION
This report provides the basis for the detention design for improvements proposed for
the subject property. The design is based on the City of Edmonds Storm Water
Management ordinance No. 3013 effective 3/31/95. Due to the level of redevelopment
proposed for this project, the code requires that the entire site comply with the new
standards.
Since the site eventually drains into Shellabarger Creek, the ordinance requires
postdevelopment runoff rates to match the predevelopment runoff rates for the 2-year,
1 0-year, and 1 00-year 24-hour storms. By the code provisions, the assumed "existing"
condition for establishing allowable release rates is meadow with an average SCS
curve number of 85. The soil type is assumed to be hydrologic group C, based on the
SCS soil survey.
The project area is about 0.71 acres. The proposal includes 190 feet of 24 foot wide

The total impervious cover (CN 98) is then 0.36 acres. The remainder of the developec
site is assumed to be grass lawn (CN 86). The site is flat, and although portions of the
yard area will be bypassed around the detention system, some limited offsite areas
north of Pine Street and above the site will drain into the system. It is assumed that the
net effect of the swapping bypass and offsite tributary areas is negligible. The times of
concentration assumed for the predeveloped and postdeveloped condition are
assumed to be 30.2 minutes and 15 minutes respectively.
Rainfall characteristics include a hydrographic shape of an SCS Type 1A storm, and
total precipitation (interpolated from SCS isopluvial charts) as follows:

Calculations were performed using an SCS-SBUH method to estimate hydrologic
performance. The software used is WaterWorks release 2.8, a commercially available
program designed for this purpose. A pipe configuration was modeled in the
Waterworks calculations, but an attached spreadsheet titled "Detention Pipe and Orifice
Sizing Calculations" provides more detail and allows fine tuning of the design. The
printout from the analysis follows the summary tables.

The final detention pipe size and release orifice diameters have been adjusted to fit the actual
site conditions and constraints, but have been designed, to meet the performance goals
calculated above. Waterworks cannot account for the volume of ancilliary sturctures, such as
the C13's and stub pipes. The attached spreadsheet ("Detention Pipe and Orifice Sizing
Cakulations") gives greater detail.about the actual pipe design.
Although water quality treatment is not required for projects this small (per DOE page IV-1-6, it
is proposed to retain the existing swale in the f proposed lot 3, and use it as the

As wc discussed, I have revised the pipe calculation for this project to show an 8 foot length of
48-Inch pipe added on the upstream end of the detention pipe. The new pipe length will be
M7 feet. THI"s—w-11Fallow the overflow to be lowered to elevation 138.21 without any lose of
detention storage. There will be "dead" air space in the top of the pipe at overflow,
See the attached calculation. With this change, Tom Belt should be able construct his houses
with surface drainage input to the system no lower than elevation 138,70. Any part of the
system must be fightlined below that elevation. Foundation drains should be allowed to
bypass the system directly to the downstream ditch.

the concerns expressed regarding the elevation of proposed structures.
In the 'bowl' area of Edmonds obstruction of a property's view is a serious issue,
materially affecting the value of that property. While we acknowledge that whatever scenic
views we currently enjoy are not guaranteed, we have a legitimate expectation that they not
be lost due to development beyond the current zoning restrictions. I am glad this has been

Dear Mr. Mahmoud:
Thank you for meeting with me on Friday, November 8,
1996. When I met with you I expressed my concern over the
height of the water collection drain on the property being
developed. I assumed that fill dirt would be brought into
the property to raise the northwest part of the property
approximately 4 feet. The ground would then be
approximately at the height of the drain collection tube.
You determined after talking to the builder in the afternoon
of the day we met that this is indeed what he intends.to do.
You also surveyed the property at this time.
I would assume that this is being done to solve the
water problem known to exist'at the location. I would like
the City of Edmonds 4ritten assurance that if this property
is filled as planned that the height restrictions guidelines
are strictly adh ' ered to, If 4 feet of fill dirt were
brought -in, Xou confirmed that the maximum height for the
structure would be 21 feet.
I have taken videos and still pictures from 8 points on
the compass. All these clearly show the existing ground
levels relative to the surrounding structures and roads.
I am asking that the builder strictly adhere to the
known and accepted height restrictions. By copy of this
letter to my neighbors, I am making them aware of my
concerns.
it is my understanding that you are checking with -the
planning department and will get back to me as soon as
possible. I will communicate with you frequently during
each phase of this development.
