Narrative
En ine 17 was dispatched at 1126 hours (in place of Engine 19) for an odor of smoke at
Refliable Floor Coverings, Inc., 542 Main Street, Edmonds. E17 arrived to find a two story, wood
framed, commercial building with nothing showing. An employee was at the front door of the
business awaiting our arrival. Upon making contact with the employee, Ms. Betty Paul, she
explained that she and other employees smelled an odor of smoke originating near some track
lighting that had been repaired by an electrician about a month ago. While investigating, an
electrical panel housing the circuit breakers for said lighting was discovered nearby and all
breakers were in the untripped, operating position. All breakers in the panel were then turned
off. A thermal imaging camera was used to search for excessive heat around the panel and
lighting. None was found. A walk through of the entire business was conducted and no other
odors or hazards were detected. E17 advised Ms. Paul to contact the electrician who had
worked on the lights previously and have him check for problems. Ms. Paul was also advised to
contact 911 if any problems occurred prior to the arrival of the electrician. E17 returned to
service at 1146 hours.

Humility doesn't become you -knock it off. The building assessment is NOT a professional
structural evaluation, only an evaluation of a worker experienced at the product they are
viewing and able to view.
The building is over 100 years old. Shape of sawn wood overtime changes as moisture leaves
the members (and ignition temp drops). The tension and compression members of trusses
(and beams) all tighten up. The structure "settles" to coin a common term. Doorways twist. And
seismic events help in "settling", sometimes collapsing.
Do not minimize your concerns for the structural integrity in this or other buildings, hence my
emailed caution label on the structure and occupancy itself. A structural evaluation can be a
costly and invasive process. For this one and others, there are historical considerations that
may play in.
Keep your eyes open remain alert and respond accordingly.

Thank you very much for following up on this. The dip and all of the displaced door frames on the second
floor looked very suspicious to me; but obviously there is a difference between the analysis of a dumb
fireman and a professional structural engineer. I am very glad that the building department had a chance to
take a look at it.

Out of curiosity, did anyone from the building department explain the reasoning for the structural changes?
I ask without doubt in their analysis, but with hopes in improving my own eye. I questioned an employee of
Reliable Floor Coverings during my latest inspection and he said that the cracks in the door frames and the
sag in the second floor were significantly worsened by the Nisqually Earthquake (February 28, 2001).

Building Dept evaluated structural and found no cause to require structural report.
The building is on the Washington Heritage Register. Constructed in 1891 for
Independent Order of Oddfellows (10017), the. lower floor was used as a community hall
and showed first motion picture here in 1909. The high gabled portion is the original
structure and the other wing was added in 1927. Exterior wood siding covers original
brick.
The lower floor is fire loaded with shelved & rolled carpeting, scraps, polyurethane foam
rolls & other combustible coverings. The upper floor is the showroom and business
office.
C side fronts alley and limited access to a 30 yd. dumpster.
As no structural system is designed specifically for weightbearing during a fire incident
and with the South Carolina collapse event, all IC personnel should carefully evaluate the
risk and benefits of internal rescue and firefighting in any structure.

Last week, I had the privilege of attending an exceptional fire inspection class from the Fire Marshal of Albany,
Oregon. The purpose of the class was to teach prospective company officer to begin looking beyond simple inspection
issues (like the three E's, exit lights, extension cords and extinguishers) during their fire inspections. Anyway, I was
reminded of an issue pertaining to 542 Main St. (Reliable Floor Coverings), in which I inspected a few years ago. First
of all, I believe that this structure is somewhat of a target hazard, considering the fire loading. This being said, I also
recall what I believe to be signs of structural failure. I am not a Structural Engineer, nor have I been trained to observe
a building in that way. However, on the "C" side of the main building there is notable southward tilt and I have a funny
feeling that the building wasn't built to incorporate it. There may be some sort of logical answer for this, but if this issue
makes the building unsafe for occupancy or creates an additional collapse hazard when exposed to fire, I would want
someone who knows more than I do to take a look at it.
