Re: 543 Main Street
With regard to our recent telephone conversation, enclosed is a
letter from Group Four to Mr. David West of QC Development outlining
the options which they are considering for handling the storm drainage
at the above site.
We will also consider the option you mentioned concerning collect-
ing the storm drainage in a dry well system, if this proves to be
feasible.
If you have any further questions, please call.

Our File No. 81-3129
Dear Mr. West:
This is to inform you of the general storm drainage situation
regarding the subject lots. The nearest system in City streets is'
in 5th Ave. N. midway between Main St. and the alley to the north,
approximately 370-feet away via the alley and 350 feet in Main
Street.
There is a storm system in the condominium development known as Bel
Eyre to the northwest. This system is accessible if proper
easements are either existing or can be obtaineo. Using this system
would entail an analysis of their engineers calculation to see if
any modifications would need to be made if you were to connect to
it.
If you have any questions regarding the above, please call.

ENVIRONIENTAL CHECKLIST
Introduction: The State Environmental Policy Act of
1971, Chapter 43.21C, RCW, requires all state and local
governmental agencies to consider environmental values
both for their own actions and when licensing'private
proposals. The Act also requires that an Environmental
Impact Statement (EIS)'be prepared for all major actions
significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies
involved determine whether or not a proposal is such a
major action.
Please answer the following questions as completely as
you can with the information available to you. Where
explanations of your answers are required, or where you
believe an explanation would be helpful to government
decision makers, include your explanation in the space
provided, or use additional pages. You should include
references to any reports or -studies of which you are
aware and which are relevant to the answers you provide.
Complete answers to those questions now will help all
agen.cies involved undertake the required environmental
review without unnecessary delay.
The following questions apply to your total proposal,
not just to the permit for which you are currently
applying br the proposal for which approval is sought.
Your answrs should include the impacts that will be
caused by'your proposal when it is completed, even
though completion may not occur until sometime in the
future.- This will allow all agencies involved to complete
their environmental review now, without duplicating
paperwork in the future.
NOTE: 'This is a standard form being used by all state
and local agencies in the State of Washington for various
types of proposals. Many of the questions may not apply
to your proposal. If a question aoes not apply, just
answer it "not applicable" (NIA) and continue on to the
next question.
