Homeland Avenue (Mestrich Property) Denver Dear Mr. Chave: This letter provides a proposed plan for revegetation of a steep slope adjacent to a tributary Edmonds of Shellabarger Creek near the end of Homeland Avenue in Edmonds. This past spring, the home owner, Mr. Mestrich) cleared the area of non-native invasive plants (mostly English ivy, Hedera helix) that were believed to be harboring rats. Following the clearing, Mr. Mestrich reseeded the area with grass, which by mid J_uly had become well established. Based on a citizen complaint, the City identified this clearing as in violation of the City's Eureka critical area ordinance and has required Mr. Mestrich to develop a revegetation plan to include trees and or shrubs that would provide some buffer function to the stream. Setting Jersey City As noted, much of the area in question is very steep, sloping from Mr. Mestrich's driveway to a culvert that carries the creek under Homeland Avenue. The total area in question is small, approximately trapezoidal in shape, and approximately 30 feet in width along the driveway at the top of the slope and 15 feet at the bottom around the culvert. Approximately 20 feet separate the top and bottom of the slope for an estimated area of Long Beach 600 square feet. Plantings Because of the time of year and the dryness of the summer, we recommend that the Portland plantings be installed after the first of October. All plantings should be in place by in early spring 2005. The planted area should be watered to provide the equivalent of an inch of water per week during the remainder of the fall dry season. Plants should be also be watered during the summer and fall of 2005. Any dead plants should be removed and replaced with the same species, or with one of the other planted species that has been seen to be more successful in this location. One of the major parts of the program is reducing the volume of flow into our treatment plant. A major item contributing to.this problem is the infiltration of stormwater runoff from roofs, drains, etc. into our sanitary sewers. A series of tests were completed by an independent engineering firm. They pumped smoke into sewer lines and recorded where it was escaping, thereby locating the stormwater infiltration sources. Your property has been identified as having a roof drain connected to the sewer and the City requires, per the Community Development Code, Chapter 18.10, Section 18.10.030, that this problem be corrected. Please contact myself or Everett Akau of our Water/Sewer Section by July 24, 1987 to provide you with further information and to answer your questions.
