LU 0! present. _J u0i rk) (a �' John Bissell presented the staff report and explained that this application is for a new seven -unit LUI apartment building on property located at 546 Walnut, zoned Multiple Family Residential, and large Cn U. enough to allow a maximum of eight units. A SEPA checklist was submitted by the applicant and the City has issued a Determination of Nonsignificance. < Mr. Bissell explained that dryvit siding will be used for the gray and white building and the gray LY) 3 composition shingle roof will have hip ends and gable dormers, and modulation on all faces as required. Ui I A wide variety of landscaping will be used throughout the site, including ground cover, lawn, shrubs and trees. The landscaping on the street side and on the east side appears to provide effective screening of i— 0i portions of the proposed building. No signs are proposed. Pedestrian and vehicle accesses are separate W LW with pedestrians entering from the strec#otpthe east side of the building and lighting installed along that walkway. Vehicle access will be from the west side of the building and fourteen parking stalls, as well as one barrier -free space, will be located under the building. John Bissell read a letter received from Linda Beck, 550 Holly Drive, Edmonds, which was entered into U. the record as Exhibit B. Ms. Beck expressed concern about the new building replacing and impacting single-family residences in the area by removal of large amounts of earth to facilitate construction at the maximum height allowable. Ms. Beck urged the Board to make a site visit to the proposed property prior to making a decision on this application. She stated that if much grading is to be done on the south side Z of the property, a substantial retaining wall will be needed to keep the much higher Holly Drive property from collapsing during winter rains. Mr. Bissell stated that staff is recommending approval of this proposal because it appears to be consistent with the requirements of the Comprehensive Plan, is consistent with the bulk standard and use requirements of the Zoning Ordinance and appears to be consistent with the requirements of the criteria _J of ECDC Sections 20.10, 20.12 and 20.60. Rob Michel added that as many of the existing plants as possible will be saved. In addition, if allowed, trees in the sidewalk area will also be retained. He explained that this site will contain a much larger 0 amount of landscaping than on the site next door, where he is currently constructing another multi -unit building. 0 * Dwight McGrew pointed out that the same outside surface material will be used on all sides of the building to maintain integrity and meke a more pleasing appearance. 0 Boardmember Sullivan asked for clarification concerning the square design as shown on the site plan versus the elevation sheets which indicate more modulation, Rob Michel stated that the site plan primarily outlines the footprint of the excavation for the garage and foundation. Boardmember Sullivan confirmed that there will be more modulation protruding on the outside of the building above grade, and asked for details about how far out the modulation would project. Architectural Design Board Meeting Page 3 June is, 1997 1�1 LIJ Dwight McGrew explained that the chimneys extend out two feet and the gabled areas extend out approximately six inches. The roof would extend out further than either the chimneys or the gabled areas. Boardmember Chalupnik asked for clarification about the size of the proposed building and the possibility that it may extend outside the buildable area allowed. Mr. McGrew indicated that if the building extends outside the buildable area, the entire face would be pulled back six inches to accommodate the modulation which projects out. John Bissell explained that both lot coverage and setback requirements would need to be in compliance prior to a building permit being issued, and suggested that if the application is approved, these items would need to be included as conditions in the Board's motion. He clarified that staff feels these modifications do not have significant impact on the design of the project. Boardmember Pierce asked for clarification on the landscaping plan regarding where specific types of plants will be placed, particularly along the eastern side of the building, and requested that all plants be named in each landscaped area. He also asked about the rockery proposed for the southeast comer of the building. Dwight McGrew explained that vinca ground cover along with rhododendrons and azaleas will be planted in the area along the eastem-side of the building and that ground cover will be used in the rockery area as well. Boardmember Pierce also asked if the existing plants would be relocated, and if so, at what time of year. Mr. McGrew indicated that the existing plants would remain in their current locations. Boardmember Oaklief questioned the wrought iron hand rails shown in the plan. Dwight McGrew explained that there is a four -foot double door exiting onto a narrow balcony which the hand rails would surround. Rob Michel added that the door would actually be recessed so that the balcony would not protrude into the setback. Pamela Giles, 535 Holly Drive, Edmonds, stated that her backyard would border the south elevation of the property being developed and she expressed concerns about the excavation process and erosion of the soil on her property; about the box -like design of the proposed building which, along with the additional building currently under construction by the applicant, creates a canyon -like environment; that the six- foot fence does not provide sufficient privacy; and the potential for a noise level which would diminish the quality of her lifestyle and that of her neighborhood. She explained that there is no natural barrier or transition area between the proposed building and her house. Board Chairman Young requested that John Bissell comment on the conditions placed on construction of a building by the City. Architectural Design Board Meeting Page 4 June 18, 1997 0: 1: rr 7, John Bissell explained that construction concerns she expressed are not issues governed by the Architectural Design Board and he recommended that she discuss these with the Building and Engineering Departments to identify their requirements for construction. He pointed out that the State of Washington establishes and maintains OSHA requirements that must be adhered to during construction of any building. He also pointed out that there are certain impacts which would require negotiation between the two property owners involved, and in which the City and state would not be involved. cc 21 U 7101 Board Chairman.Young stated that the ADB does not have control over the number of units being proposed, as long as the application is consistent with the Zoning Ordinance. Board can, however, consider various impacts on neighbors and encourage designs which may help (A U. mitigate those impacts. 0 John Bissell clarified that for purposes of Board discussion, considerations need to revolve around the ti U. < reduction of privacy, which is a Comprehensive Plan issue, and the concern about the appearance of the Cn 0 building, which is a Design Guidelines issue. Uj Z I-- Boardmember Chalupnik advised that there are certain responsibilities placed on builders as to construction practices, and there are steps which impacted neighbors can take when these practices are LUI not carried out responsibly. Boardmember Rubenkonig requested clarification on the elevations, particularly with regard to window OS2 C) I-- treatment planned on different sides of the proposed building, and the impact those plans will have on neighbors' view. U. Rob Michel explained that most of the windows are looking toward the west to maximize the view potential of the tenants. He stated that they have attempted to minimize the number of windows on the east side of the building which would overlook a common space. On the east side, the building will be Z below grade. It will also be below the property to the south, particularly toward the east end, and the rockery will be placed in that location. Mr. Michel pointed out that the Building Code stipulates that windows must be included in all habitable rooms. Bedroom windows will be oift the south side of the building and should not pose a significant privacy problem for A neighbors. He also stated that all parking will be under the building which should reduce the noise impacts. Boardmember Rubenkonig asked if the Board ever requires an applicant to angle windows to reduce privacy impacts on neighbors. Board Chairman Young indicated that there have been applicants who have proposed angled windows to 0 take advantage of view situations, however, it has not been a requirement of the Board. Boardmember Pierce asked what the average yard grade elevation will be. John Bissell referred the Board to the staff report and engineering sheet. Boardmember Chalupnik asked about the accuracy of the vicinity and zoning map. John Bissell stated the map is relatively accurate, and explained the mapping and lot line adjustments for the original plat of the City of Edmonds. Pamela Giles asked about what will be located on the southeast area of the building. Architecture! Design Board Meeting .0 Page 5 June 18, 1997 I Dwight McGrew explained that on the second and third floors, there will be deck areas and on the first floor, there will be a bedroom window. z Curtis Gunthrie, 545 Holly Drive, Edmonds, stated that when multi -family facilities are built next to single-family residences, the single-family residents become apartment dwellers because they are sharing I- UWJ the closeness of the multi -unit dwelling and the same apartment life. He expressed concern about the cc 2, elaborate set of windows and balconies which will face toward two homes, as well as lighting on the side of the building closest to his house, and the impacts of the planned excavation. W Us J., Xi. Board Chairman Young explained that the ADB can only enforce sections of the ECDC for which they _J I - CA U. are given authority. U.1 0 Rob Michel stated that no exterior lighting is being proposed for the south elevation except at ground level. The bedroom windows will be tinted and there will be down lighting only by the deck doors. U. T) Earl Lavery, 556 Holly Drive, Edmonds, encouraged the ADB to consider the issues raised in the letter Vz, received by Linda Beck, and asked about the requirement of the retaining wall, the amount of dirt that 1.- 0 will be moved and the monitoring process which takes place to eliminate failures. Z �� Ui ui� John Bissell explained that if a retaining wall and rockery is being required by staff, and not made a part U) of the application, the applicant would have to return to the ADB for review. The structural design of a those elements are reviewed by the Building and Engineering Departments during the building permit UJ process, and this system has been effective in keeping failures from happening. He stated that when th X e l`_ grading plan is submitted it will be reviewed by staff and decisions will be made at that time as to U_ whether any mitigation is necessary. Ui U r- Vicki Simpson, 535 Holly Drive, Edmonds, asked if members of the public were given an opportunity to 0 express their concerns or request a site visit by ADB. z John Bissell outlined the ADB review and hearing process and explained the public notice procedures. Vicki Simpson asked if the existing fence will be retained and what landscaping is being planned along the south property line of the building. Dwight McGrew explained that there will be tall evergreen juniper trees and fencing along the south property line, as well as a dogwood at the comer and some rhododendrons where the rockery area drops down. Additional juniper trees will be placed next to the building and grass and ground covers will be used in the remaining areas. Boardmember Pierce asked if the applicant plans to construct a new fence or retain the existing one. Rob Michel clarified that the proposal includes a new six-foot cedar fence along the entire south property line. Boardmember Sullivan noted that the east -west section and the north -south section are liagrams showing basic topography rather than specific construction details. Rob Michel explained the grading planned for the property, and that the grade of the parking area will be very close to the grade of the property located at 546 Holly Drive. The grade adjacent to Vicki Simpson's property will also be close to the current grade and will remain level as it continues east� which will require the rockery for retaining purposes. Z F] Boardmember Oaklief asked for clarification regarding the size of the recessed balconies. Rob Nfichel explained that they will be recessed approximately six inches and the railing will be six inches out from the face of the wall. Boardmember Oaklief acknowledged the concerns outlined in the letter submitted by Linda Beck, but stated that this project appears to be within the boundary of the current Code. In order to restrict construction to single-family residences in an area, it must be a single-family zone. He suggested that there may be ways to gain more modulation and agreed that a fence on the south property line is necessary. He also agreed that having the parking area underground should eliminate most of the noise impacts on the neighbors. Boardmember Pierce stated that in order to support any motion for approval at this meeting, he would require that a completed landscape plan, specifying all plants and their locations, be submitted for staff review. He explained that on the east elevation there is a large unbroken wall with little vegetation, and suggested that vine maples be used in this area. On the south elevation, he suggested that if the rockery were ' placed closer to the building, it would be possible to provide additional screening, above the six- foot fence. Mr. Pierce questioned the use of Mountain Hemlocks as a vegetation screen between the two buildings, on the west side, and suggested that another type of plant may be more effective for that use. Boardmember Sullivan stated that the building needs more modulation to fit the criteria of eliminating long, unbroken monotonous walls. He explained that it would fit the criteria if more texture and modulation were added. Boardmember Chalupnik stated that the elevation is ajapaling but expressed concern that it is not consistent with what is shown on the plans. He acknow�Oedied that it is difficult to effectively design a building which utilizes all the lot space, and agreed with Boardmember Sullivan's comments regarding the need for additional texture and modulation. John Bissell clarified that both building roof eves and chimney boxes are allowed to protrude into the required setbacks up to 30 inches, and would not be counted into the total lot coverage maximums. Boardmember Rubenkonig suggested that the applicant look at the impacts of different buildings on the entire street, and consider using increased modulation to make certain that this building fits in well with the neighborhood, creates additional variety and eliminates a canyon -like environment. Board Chairman Young summarized the issues outlined by mombers of the Board as well as from the audience. John Bissell suggested wording for the Board to consider in making their motion. The building was previously an office and retail space and changing the use to a restaurant required installation of a hood, vented to the exterior, over the cooking facilities. Since the ventilation equipment is on the roof, screening is required and a new parapet wall, finished to match the building, was necessary on the alley side and was.approved by staff. -New colors for the Frances Anderson Center John Bissell explained that the colored rendering has not yet been submitted. He will present it to the Board when it is received. 0 Board Chairman stated Thae he would prefer that the Board review issues of this size and nature before approval is given by staff. John Bissell explained that the Code does not require staff to bring these matters to the Board for review, even when the size and scale of a building is larger than usual, but can choose to do so in order to obtain 81 public input.
