I own a building located at 548-3rd N in Edmonds. On September 9, 1990

I stopped by your office and spoke to ypu regarding a water problem

that was occurring on mg propertg.'Ti6e culvert located Just east of mg
property line on the corner of ha Wag and 6th North flooded twice
during the minter months. It flooded to the point that water flowed over
the curb and onto the property in such volumes that it cascaded into the
crawl space through the vents. Remnants of that water were still evident
during an inspection of the property in April and again in late August.
During our visit you suggested that there mould be a crew taking a
look at the culvert with the possible intention of a major cleanout or
perhaps a recommendation of some other action. I was wondering if you
have had a chance to look into the matter and if so what you have
discovered.

We are aware of the drainage problem existing at 6th Avenue
North and Aloha Street, causing the problem at the subject
address. We have taken several corrective measures to relieve
this problem over the last two years and they have included
the following:
1. Placed check valve (back -water valve) in man-
hole on 6th Avenue.
2. Completely sealed the manhole on 6th Avenue.
3. Placed larger catch basin and built a curb inlet
at 6th Avenue and Aloha Street.
4. Placed curb inlet at mid block on 6th Avenue
between Aloha Street and Daley Street.
5. Placed asphalt berm by catch basins on 6th Avenue.
Although the above work has been accomplished, there is too
much runoff for the present system to handle; therefore, the
Engineering Department is preparing the design of additional
storm sewer facilities. It is anticipated that this work will
be done by City crews within the existing budget with completion
by early summer.

This letter is in response to your request
regarding the letter from Councilman Gould. (Copy
attached.)
The flooding actually occurs from the north end
of 6th Ave.\ North, at the back yard of the subject address.
(At "A" on the attached map.) Investigation initiated by
Councilman Gould's letter of August 28, 1980 revealed that
material had collected in the manhole at point "B" on the
map. The resulting flow constriction was judged to have
caused water to overflow from the storm drains at point
"C". From this point, it flows north on 6th and then onto
Mrs. Olson's property, causing the damage. Our response
was, of course, to clean the storm drain system.
A recent storm again caused flooding. Again, the
water overflowed from the system at point "C" for two
reasons . . . First, the pressure and turbulence of the
storm water caused older material in the manhole to be
dislodged and created a hole around the manhole. Even
though we have a locking lid on the manhole, water escaped
from the structure failure. A second reason for the recent
problem involved a check valve in line to the manhole from
a catch basin in a private yard. This check valve
apparently did not close as water moved out of the private
catch basin. ' This water flows back to 6th, contributing to
the problem (at "A") .
Work that has already been done to address this
somewhat persistent problem included:
1) Re -constructing the manhole at "C";
2) Addition of two curb inlets at the north end
of 6th North to provide additional inlet capacity as a
backup for any future overflow at point licit.

Additional work which we have started includes:

to disconnect the private drain in favor of an alternate
drainage system (to avoid any check -valve problems);
2) Re -clean the pipes from "C" to Shell Creek
when the new root -remover is received by the City.
Work which is being studied further includes the
following:
1) Installation of a contoured concrete bend
inside the catch basin at "C" (this is contingent on Item 1
above.)
2) Installation of pipe at "D" to relieve some
of the flow in the pipe going north on 6th. The water
would still reach Shell Creek (via 3rd Ave. & Casper St.).
This project needs to be checked carefully, however, to
avoid creating other problems en route.
We hope this report explains our problems in
addressing this drainage problem. A series of causes,
rather,than one particular cause, appears to need
correcting. This problem will receive our continuing
attention until it is resolved.

In response to your letter of August 28, 1980, we
have again investigated the subject flooding problem. As
stated in Mrs. Olson's letter, the City has tried to help in
the past. It appears -that continuing attention to this pro-
blem will be needed until it is resolved due to the special
nature of the problem'.
The storm drain that should carry water from-6th
Avenue.North to Shell Creek becomes plugged at the creek due
to siltation in the streambeds, especially during storms.
When the outlet is Plugged, stormwater ov�erflows north on
6th Avenue causing the subject flooding.
lie will redesign the outlet at the creel-, so as to
minimize the possibility of plugging. As an emergency backup,
we will install a special inlet for an existing stormline in
6th Avenue located north of the"overflow point, but upstream
of Mrs. Olson's property.
,le would like to thank Mrs. Olson for her coopera-
tive and constructive help in this matter. We will continue
direct contact with her in this matt'er.

resident's problem to a rapid conclusion. If this City does not
intend to correct the situation, I think you should tell 11-Irs. Olson
that is the case. I'm.sure this long term problem.is upsetting to
Mrs. Olson and she certainly has tried to get it fixed by following
regular channels.and procedures.

MEMO FOR RECORD
On February 1, 1982 contact was made by phone with
Mrs. Virginia Olson,./548 - 3rd Ave. N.',,She had a problem
with water flooding her house because of the overflow from
6th Avenue and Aloha.
I explained to Mrs. Olson the steps we had taken to
relieve this problem, and told her that Engineering is now
working on rerouting the water. I informed her that the
correction would be made this summer, and that funds were
available.
Mrs. Olson was pleased with this information and under-
stood our time frame. I told her to call me if she had any
.further problems.

Dear Harve:
Virginia Olson of 548'- 3rd Avenue North in Edmonds has recently
asked me as a City Councilman to help her find resolution to a long
standing problem regarding' storm drainage overflow onto her property,
thus, damaging the foundation of her home.
Virginia indicates that the City has tried to help in the past,
(involving some catch basin work) and refers to her letter of November
5, 1978, which is probably kept on M-e at Public Works.
Inasmuch as the problein still exists and certainly appears to be
a bona fide situation, I'm asking that the Public Works group have
another go at it. Your help and direction in this matter would certainly
be appreciated both by Virginia and by me.
