Engineering withheld writing requirements for the subdivision until
resolution of the right-of-way issue could be agreed upon. The appeal
was made based upon code requirement of 18.80.010. Engineering staff
believes some compromise of 18.80.010 can be workable. This
compromise, presented as testimony for the Hearing Examiner, was thirty
(30) feet of right-of-way or twenty-five (25) feet of right-of-way,
together with a five (5) foot pedestrian easement.

Drive. We must reiterate that the narrow roadway must be maintained
clear of obstructions at all times.
