HARRISON MAYOR The City of Edmonds is currently experiencing a serious storm water problem. Our sewage wastewater treatment system is being overtaxed by large volumes of storm water from roofs, drains, driveways, and parking lots. If this water is not eliminated from the system, the sewage treatment plant will require expansion much sooner than it otherwise would. A series of tests were completed, identifying your property as one of the infiltration sources. This storm water must be removed from the sanitary sewer system as soon as possible. The attached drawings indicate several solutions to this problem, one of which should be applicable to your property. The City has established this as a top priority project, and your cooperation is urgently needed. One of the major parts of the program is reducing the volume of flow into our treatment plant. A major item contributing to this problem is the infiltration of stormwater runoff from roofs, drains, etc. into our sanitary sewers. A series of tests were completed by an independent engineering firm. They pumped smoke into sewer lines and recorded where -it was escaping, thereby locating the stormwater infiltration sources. Your property has been identified as having a roof drain connected to the sewer and the City requires, per the Community Development Code, Chapter 18.10, Section 18.10.030, that this problem be corrected. Please contact myself or Everett Akau of our Water/Sewer Section by July 24, 1987 to provide you with further information and to answer your questions. Member of the staff will be glad to advise you as to your best solution. Your assistance in disconnecting this source is requested no later than August 7, 1987. HARRISON MAYOH SUBJECT: PRIVATE WATERLINE5AT 538, 546 &550 HOMELAND DRIV E Relative to our phone conversation on June 18, 1980, 1 have received our attorney's opinion on your request to replace the waterline on private property that serves your residence and two nei-hbors. 0 It appears that no one is sure exactly who installed this waterline. Supposing that the waterline was installed by the City, there is no requirement that the City continues to provide service over private property. Under Section 6.16.070 of'the Edmonds City Code, the City will lay its connection from the main toward the premises for a distance equal. to the distance from the main to the curbline, the distance in no case to exceed forty feet. Therefore, even assuming the City did install the waterline in question, the City would not be under any obligation to replace this line now. To eliminate your existing problem of volume and pressure drop, will necessitate the property owners to lateral their private water service lines to the curbline and then the City will relocate the meters on to City right-of-way. Mitchell Water/Sewer Superintendent 200 Dayton Street - Edmonds, Washington 98020 RE: Waterline at 538 Homeland Drive Dear Jack: From the information you have provided me in your letter of June 16, 1980, it appears that no one is sure exactly who installed the waterlines in 1958. However, even assuming that the waterlines were installed by the City and the City did have an easement, there is certainly no requirement that the City continue to provide the customers with service over private property. Under Section 6.16.070 of the Edmonds City Code, the City may only extend the waterline a distance not to exceed 40 feet from the main. If the waterline is extended to private property, the City must require advance payment of the costs. Therefore, even assuming the City did install the water- lines in 1958, the City would not be under any obligation to extend the lines that far now unless the property owners tendered payment of the estimated costs. Otherwise the City would be required only to go as far as the street and require the property owners to lateral their lines from their property to the main.
