Since we are unable to attend the Public Hearing on February 6th, the following comments are submitted relative to the above Me. We are Eugene and Phyllis Hochwalt and reside and own the property at 544 Searnont Lane, Edmonds, Washington. Seamont Lane is a dead-end private road and we are one-third owners of the lane. The applicants, Tom Pinkham and Don Homer, are asking for a Conditional Use Permit for an "Accessory Dwelling Unit" within an existing single-family residence. We object for the following reasons: 1. The single family property upon which the accessory dwelling unit is located has not been owned and occupied by the present owner for the required two-year period as stated in paragraph 1.f. under Application Procedure for Conditional Use Permit. 2. The Accessory Dwelling Unit is a detached structure and was enlarged extensively and converted from an unoccupied shed to an occup*d (since August 1996) separate dwelling without the benefit of permits or inspections by the City of Edmonds. Under the Criteria for Accessory Dwelling Units, it states "In no case shall an accessory dwelling unit be permitted in a detached structure such as a guest house or garage." 3. It appears, at least at the time of construction, the addition to the existing garage or shed is no more than one to two feet from the adjacent property line. 4. In accordance with the Table of Street Standards in EDCC Chapter 18.80.0 10, only 1-2 units are allowed on a 15' street with a 12' pavement width. (Seamont Lane is a 15' lane and in most places has only 12' pavement with no sidewalks or curbs). Seamont Lane already has 9 homes using the lane. Only two areas of the lane reach 20' in paved width (directly in front of the Hochwalt residence and Rees residence, 544 and 550)
