In lookiniz at the history of the parcel, the Mariner Apartments were leggly constructed as two buildings in 1964 under budding pqrmit number BLD-1964-0220. Building A (533 Alder) contained eight units and Building B (555 Alder), nine. The parcel was zoned R-6A at construction which allowed the construction of multiple Law ly dwellings. At some ppint after the originA j 17 units were constructed in 1964 and prior to when The Mariner was incoromted as a condomWum in 1974, the additional unit was added to the basement of Building B without a building permit. The City was unaware of the additional dwelling unit until the pre -application for remodel was received in 2008 prior to auglication for buildintz permits to complete the remodel work (BLD-2008-0456 and -0457). Due to the length of the use and the inability to establish when and how it was created, the unit is considered to be a Iggal non -conforming unit. It will be allowed to continue subiect to the Homeowner's Association hiring a mgistercd architect to Perform a life -safety inspection to 2006 IBC dwellinp urfit codes and submittal of a report to the Buildinp Official for ieview. If the repoirt calls out building code life -safety issues, the HorneQwner's Association will be mquired to obtain a ponit to correct the deficiencies - This determination was made based an the following Information and documentation: The onginal building pennit for the structures was reviewed (BLD-1964-0220) as was the zoning code applicable at that time. The Condominium Plan for The. Mariner from 1974 was also reviewed. Date Annexed: NA Date Constructed: Zoning at Time of Aenezatl6n: NA _Occupancy Group- NA No.ofStories: Building B (Three olus basement) o. of Units: 10 units irk Buildine B This determinationt is made with the understanding that the states of the parcel may be altered by amendments to the Edmonds Community Development Code (FCDC) adopted subsequent to the Issuance of the determination and provided that the City shall net be liable for damages for Its action to amend. the. ECDC affecting this determination. Thb determination Shan be nun and void if any activity, action, or emission as fisted In ECDC Chapter 17.40 occurs which would terminate the nonconforming status. This includes, but Is not limited to, alteration to the nonconforming use, building, lot or sign not in accordance with the requirements of the Edmonds Community Development Code, including required approvals and permit& I.Ast Attached Documents: Building pgmt (BLD-1964-40220) for the construction of the Mariner Apartments and the CmdQmjnium Plan for The Mariner indicatinp the extra unit (B9). The roof drainage area is divided slightly unequally, with the south side having more drainage area. The calculation will be done for the south side, and scupper sized equally at the north side. South side drainage area (SF) - 1368 sq. ft. GPM = (.0 104) (1368) (3.3) = 46.9 Per table A7-1, a scupper with a width of 18" is capable of draining up to 53.4 GPM. An 18" scupper will be used with a 5" downspout at these locations on the north and south of the roof deck. 4049 WR ,,'ISTERED TO RICILVIER TE OF VVASHINGTO .-Citv.,of.Eonco, RIGHT-OF-WAY CONSTRUCTION PERMIT Permit Number.
