It has been brought to our attention that there was a recent article in the Edmonds Beacon about the
Center for Creative & Humanitarian Endeavors using the residence at 555 Main Street as a commercial
building. Currently 555 Main Street is approved for use as a Single Family Dwelling only. Commercial
uses mentioned in the article such as for seminars, public tours, cooking demonstrations, classes,
weddings, rehearsal dinners, birthday celebrations, community meetings, retreats, etc. are not permitted in
a single family dwell ing and must cease until anew Certificate of Occupancy is issued and City Business
License obtained.
To utilize the building for such commercial uses first requires a Change of Occupancy Permit (IBC 3406)
to meet minimum State and local adopted codes for fire, life -safety, sanitation, accessibility, accessible
parking, parking stall size, zoning, ti-affic, trash enclosure, etc. We understand the objective of your
organization and need for fundraising activities., however you and the building owner must first take the
necessary steps to obtain the required permits and approvals to change the occupancy of the building.
We highly recommend that you hire an architect to assist you through the design and permit process to
look at various ways to meet minimum State and City codes, while still achieving the organization's
desires for the building. We also recommend that you and the building owner schedule a Preapplication
Meeting (see enclosed handout) to go over the various aspects of the project with City staff, Frequently
these meetings are used to determine feasibility of a project and potential code issues that will need to be
addressed through the permit process. This will help your organization and the building owner better
determine die costs involved in making such an occupancy change to the building.

Permit Application for the City of Edmonds prior to
his/her submittal of the application to the City.
The purpose of the Checklist is to enable City staff to
determine whether any potential Critical Areas are, or
may be, present on the subject property. The information
