SUBJECT: J OHN HODGIN - '590 HEMLOCK 1--JAY
Bobby and I met'with Mr. Hodgin regarding his complaint
about the stream overflowing in his back yard.
The stream overflows the existing channel during
heavy storms.
He wants the City to provide the labor to place rock on
the.channel walls.
I told him we cannot do the work because the City does
not have the right to be on his property.
He said he might go to the Mayor for help.

July 20, 1981
On June 26th 1981, at 12:30 p.m., the resident from 590 Hemlock
called regarding,the creek flooding and washing gravel into her yard.
The crew checked the creek as it had not rained and no other problems
had been reported. While checking the creek they found it had been
plugged on the'east'side of 6th avenue south between Pine and
Hemlock. Upon investigation it was evident that kids had placed
plywood in front of the culvert causing the creek to back up two
+ (2 +) feet deep. When released it caused minor flooding down-
stream at 590 Hemlock. They went back to 590 and reported to the
resident the aparent cause.
