For your information, based on the approximate elevations shown, this building should probably be classified as a three story building. Therefore, the review will be based on the following: Occupancy: R1/B1 Construction: 3 Story Type V-1 Hour This does not appear to have any affect on the plans as submitted except for item 6 below. However, this should be specified on the title sheet. 2. The garage appears to be used only for private motor vehicles. Therefore. a two hour occupancy separation should be provided between the B-1 garage and the R-1 apartments. I do not believe that TJI's are approved for two hour construciton. See NER 200. The only wood construction two hour floor/ceiling assembly that I am aware of uses solid wood joists at 1611 o.c. See the attached drawing for the exact construciton. 3. The floor drain in the garage should be provided with an approved oil spearator or trap. Section 702 (b) . 4. You should approve of the method of venting the garage. Section 705 exception. There appears to be a number of openings in the exterior walls of the garage. 5. The handicap unit adjacent to the garage should be provided with conditioned air under positive pressure. Section 705. 6. An approved fire alarm system should be provided. Section 1202(b) . J 00i TYPE OF CONSTRUCTION 1. The elevator shaft in the garage level should be of two hour fire resistive construction. The door opening should be protected with a 1-1/2 hour listed assembly. Table 5-13, Section 1706. How are the main vertical supports for the guardrail attached to the decking? Section 1711. Show detail. 4. All wood exposed to the exterior should be pressure treated. 5. Draft stops should be provided in the attic areas that are in line with the walls separating the units and in line with the stair enclosures. Section 2516(f) . 6. This would also apply to the flat roof area where there is a space between the upper and lower framing. See section A sheet A7. 7. The draft stops should extend to the outer edge of the enclosed overhangs. Section 2516(f) . B. The brick veneer should be provided with ties supporting no more than 2 sq ft and #9 gauge horizontal joint reinforcement. Section 3006(d) . 9. The roof covering on the flat roof area should be a class A or B fire retardant assembly that you approve of. Section 3202(b) . 10. The 3-1/21' diameter holes into each joist space does not appear to be adequate for the roof ventilation. The exact amount of required and actual ventilation should be shown on the plans. Section 3205. 11 ' . An attic access should be provided for the trussed roof area. The location should be shown on the plans. Section 3205(a) . 12. If a single attic access is provided then a self closing access panel should be provided at all draft stops. 13. The location of the exhaust ducts for the kitchen and laundry area should be shown on the plans. A detail should be shown for protecting the one hour assemblies where the duct penetrate these assemblies. Section 4303 (b) 6. 14. The one hour floor/ceiling assemblies should be enclosed where the factory built chimneys penetrate the assembly. Section 4303(b) . 15. All beams within the floor/ceiling assembly that supports load from more than one floor should be individually fire protected. Section 4303(b)6. See the attached. Provide details on plans. 16. The continuous vents should be deleted from the bottom side of the deck area at the first and second floors. This should be part of the one hour (two hour on first floor) rated assembly. The location of all safety glazing should be clearly indicated on the building elevations. Section 5406(d) . EXITS 1. The stairways are required to be enclosed. All doors into the enclosures should be one hour listed assemblies with a maximum 4500 F end point temperature. Section 3309(c). 2. The elevator should be separated from the stair enclosure. There should be no openings into stair enclosures except exit doors. Section 3309(c) . 3. There should be no enclosed usable space beneath the exit enclosure. Section 3309(f) . The storage area in the garage beneath the stairway should be deleted. 4. Additionally, the door between the elevator and the rated corridor should remain. A note on the plans seems to ind;ca.te that the el'evator door should be provided with smoke and draft gaskets. I don't know of any elevator door that will meet this requirement. MECHANICAL 1. If the water heater has a non -rigid water connection and is over 41 in height, it should be anchored or strapped to resist horizontal forces. Section 504 UMC.- 2. The bathroom and laundry areas should be provided with a mechanical ventilating system capable of supplying 5 air changes per hour. Section 1205(a). 3. The heating and cooling load calculations should be submitted prior to the issuance of a building permit. The size of the HVAC equipment should be shown on the plans. Section 407 WEC. 4. See the attached sheet for additional Energy Code comments. ST RUCTURAL 1. Roof Trusses: a.. The truss shop drawings and calculations should be submitted for our review prior to fabrication. The truss fabricator should be one you approve of and their trusses should be manufactured under a quality control program of an independent third party. The trusses should bear their quality control mark. Section 2510(h). c. Approved hangers should be used at all connections of rafters, jack or hip trusses to the main girder truss. d. The non -bearing walls should be held down from the truss bottom chord with an approved fastener (such as Simpson STC) to ensure that the truss bottom chord will not bear on the wall. 2. There appears to be some disagreement between the structural plans and the architectural plans as to how the roof is framed. The structural plans show tapered TJI while the architectural plans show TJ1 with 2x sloped members. This should be clarified. 3. It is difficult to tell on the plans which walls are used for bearing walls on the roof plan. Are both corridor walls used? This should be clarified. 4. The location and size of all Post SUpports should be shown ori the plans. These should be carried to the garage level. 5. The beam sizes over the dining area in unit 304 should be specified. Likewise for the span over the stairway. 6. What size is the beam over the kitchen of unit 306 that supports the 3-1/8" x 13-1/211 glulam? 7. Show a connection detail for the intersection of the 3-1/21, glulam and hip trusses with the girder truss over unit 307. What does the girder truss connect to? 8. The minimum depth of the TJI joist. on the roof framing should be specified. 9. A note should be added to the roof framing plans indicating the minimum size of all headers not shown. 10. What is the beam size over the kitchen area of unit 202(see sheet S3) ? 11. The bearing wall adjacent to the handicap unit in the garage should be 2 x 6 or 3 x 4 at 16" O.C. 12. The cross bracing in detail B/S4 should be provided with 2x member at the bottom and top. 2. Detail A/S4 should be clarified that TJI blocking should be used between the TJI joists. These should also be attached to the trusses. 3. Detail R/S5 (or similar) should be used where the W21 x 68 beam intersect the elevator shear wall on sheet 22. 4. The concrete shear wall in the garage along the north wall should be justified. The load to this wall is approximately 53 kips. Engineer and I.C.-B.O. Plan Check Analyist, confirmed September 21st, that garages should not be sprinkled in small multiple buildings. This decision is based on the fact that U.B C. Code doesn't require sprinklers in small (3 story or less) mul;iples. When local jurisdictions dictate guide lines that are more stringent than Standard U - B - C. Code, then the specific areas requested are enforced but all the aspects of large "commercial" U.B.C. Codes are not mandated. In other words,- small (5 to 15 unit) multiples which have been required by council votes should not trigger all the U.B.C. require- ments for larger and higherMultiple/Commercial buildings. Edmonds has severe building height restrictions which will always dictate "low"' building profiles and basement garage parking. With the new ex- tensive I hour parking garage protection requirements, adding a "Dry Commercial" garage sprinkling system is unnecessary. Edmonds should enforce N.F.P.A. (13 R) rules for our low and small multiples, but not go beyond the normal residential protection requirements. U.B.C. Code (13) requires parking garages in large and or 4 story buildings to be sprinkled along with crawl spaces, attics, and small storage areas. These N.F.P.A. (13) rules are considered as 11commercial" applications, they are extremely expensive, redundant, and are not being required by I.C.B.O. analyists. Another area that needs to be addressed with these "small" multiples is the water service line. Separate 4" minimum water lines are required by Edmonds and Code (13) for private fire protection systems with huge back flow valves, vaults, trickle meters and stand pipes. Again the small residential projects (13R) should be served off the primary 2" domestic water line. The Fire Protection system inside the building taps off this primary water line with a double check backflow valve. The Design Engineers have to certify that this type of system has the water volume, pressureP etc., to pass all codes; but (13R) doesn't demand a separate water line. Additionally, Creekside Condominiums have a fire hydrant on the entry corner and a second hydrant just north on 7th. Please feel free to contact Mr. Haigh (I.-C.B.O.) The hydrant location. Section 10.301 UFC c. Sprinkler plan. Chapter 38 d. The fire alarm system. Section 1211 OCCUPANCY AND TYPE OF CONSTRUCTION 1. A two hour occupancy separation should be provided between the dwelling units and the B-1 garage. Table 5-13, Footnote 3 and Section 503(d), Exception 2. A detail of the assembly should be provided. See the attached for one approved assembly. 2. The structural pains and the architectural plans do not agree on the method of constructing the projecting decks. If the decks are supported on columns at the garage level (as shown on the architectural plans), then the 2 hour occupancy separation at the garage should be carried to the outside of the deck framing. If cantilevered (as indicated on the structural plans), then you may want to consider this as a projection. In this case, the occupancy separation could be terminated at the underside of the deck sheathing at the exterior wall line. 3. The walls separating the entrance lobby /stairway /elevator lobby should be of 2 hour fire -resistive construction. This would also apply to the wall of the second stairway that is common with the garage area. 4. If two hour walls (with 1-1 /2 hour door assembly) are provided between the garage and the storage areas, the two hour ceiling assembly could terminate at these walls. A one hour floor/ceiling assembly would have to be provided between the storage areas and the dwelling. The exact location of the separation should be indicated. 5. The doors from the garage into these areas should be 1-1/2 hour listed assemblies. Section 503(c)3 6. All beams in the garage ceiling that supports loads.from more than one floor/roof level should be individually protected as required for 2 hour construction. This would include the glu-lam beams and multiple joist beams. 7. It may be difficult to provide the 2 hour protection of the steel beams with gypboard since we would not permit the joists to penetrate the protective membrane. Detail 4, Sheet A8 appears to be incorrect. The type of joist hangers used should be specified. In our opinion, the saddle bracket type (Simpson FD) should be used. Actually for the two hour assemblies shown in the Fire Resistive Manual, by the Gypsum Association (see attached), only BM 2221 appears practical since the others require complete separation from the beam itself. 9. We are of the opinion that penetrating the fire protection of the wood beams is not critical. Where the joists are perpendicular to the wood beams, standard joist hangers could be used. 10. The steel columns shown in Detail 5/A8 should be protected as required for 2 hour construction. See the attached details. 11. A detail of the typical exterior wall assembly should be shown on the plans. This building is required to be of one hour fire -resistive construc- tion. .12. Since this is a three story building, an automatic sprinkler system should be provided. Section 3802(g) . If the architect elects to do so, the sprinklers could be used as a substitute for the required one hour construction. If this is the case, then the type of construction specified on the front sheet should be "Type V-1 hour with sprinkler substitution". 13. Since this is a three story building, all penetrations of the floor/ceil.ing assembly should be enclosed in a one hour rated shaft to the exterior of the building. Section 1706. A detail should be provided. The locations .5hould be clearly indicated. 14. Regardless of whether sprinkler substitution is used, the walls and floors separating the units should be of one hour construction. Section 1202 (b) . Penetrations, such as exhaust ducts, of the ceiling membrane should be protected by fire dampers. 15. Natural light and ventilation should be provided for all rooms. The walls between the kitchen and the living/dining areas should be at least 50% open (25 sf minimum). Section 1205(a) 16. The den in the center unit does not appear to have any natural light or ventilation openings. 17. You may want to require an additional smoke detector adjacent to bedroom 2 in the upper right corner unit. Section 1210 18. A manual and automatic fire alarm system should be provided. Section 1211 19. The garage is classified as a B-1 occupancy. Mechanical ventilation should be provided at a rate of 1.5 cfm per sf.unless you determine that the unobstructed openings in the exterior walls are sufficient for the necessary ventilation. The locations should be shown on the roof plan. 22. Installation details should be provided for the masonry veneer. The anchor ties should support no more than 2 sf of veneer. A #9 gauge horizontal joint reinforcement should be provided at each tie. Section 3006 (f) 23. How is the veneer supported over the garage door opening? 24. The roof slope should be a minimum of 1/41' per foot. Section 3207 25. The -location of the attic access for the trussed roof area should be indicated. Section 3205(a) 26. The exact amount and location of the attic vents should be indicated. The location of the required draft stops should be considered. 27. Skylight details should be provided. The glazing and frame should support the snow and wind loads. If the skylights have been evaluated by ICBO, The Evaluation Report number should be specified. Section 3401 28. If the.skylights are glass, the inner pane should be laminated and the outer pane laminated or tempered. Section 3402 29. The factory -built fireplace and hearth should be installed in accordance with their listing. Section 3705 30. The elevator shaft should be vented. Section 5104. The size and location should be indicated. 31. All glazing within doors and within 1211 of all doors, sliding doors, shower and bath enclosures, should be labeled impact type per UBC Standard 54-2. Section 5406 EXITS 1. The rated corridor on the second and third floor should not be interrupted by the elevator lobby. (exception) does permit a door to be installed in front of the elevator door provided it can be opened from the car side without key, tool, or special knowledge or effort. Some door manufacturers provide doors for this purpose. 3. The opening in the lobby area should be restricted to one floor level. Section 1706, exception 1. An alternate would be to include'the lobby as part of the stair enclosure. The wall (on all three levels) between the lobby and the elevator lobby would have to be of one hour fire -resistive construction. The door in this wall should be a one hour listed assembly with a maximum transmitted temperature end point of 4500F. Section 3309(c). Optionally, the door and wall on the second and third level between the lobby and the stairway could be deleted. 4. The glazed panels adjacent to the entry door of t ' he units should be 1/4" wired glass set in steel frames. Section 3305(h)2 5. The required separation of the two exits appears to comply with Section 3303(c), exception. The actual travel distance along the corridor is approx- imately 631. 6. One of thehandrails for the stairs should extend at least 23" beyond the bottom and 12" beyond the top of the stair run. Section 3306(j) WAC 7. The nose of the treads should be rounded and sloped back at 600. Section 3306(m) WAC 8. Complete stair details should be provided, including tread and riser dimensions, handrail grip dimensions, firestopping at bottom of stringers, structural connection of stringers to headers, guardrail dimensions and connections of guardrails to resist 20 plf lateral load. Sections 1711 and 3306 (c, j) MECHANICAL COMMENTS I . The location of the dryer vent should be shown on the plans. Section 1903 UMC 2. If the water heater has a nonrigid water connection and is over 41 in height, it should be anchored or strapped to resist horizontal forces. Section 504 UMC 3. The bathroom and laundry room should be provided with a mechanical ventilating system capable of supplying 5 air changes per hour. Section 1205(a). The sizes should be specified on the plans. The size of the heating equipment should be shown on the plans. Section 407 WEC 5. See the attached sheet for additional Energy Code comments. STRUCTURAL COMMENTS 1. Roof trusses: a. The truss shop drawings and calculations should be submitted for your review prior to fabrication. Section 302(b) b. The truss fabricator should be one you approve of and their trusses should be manufactured under a quality control program of an independent third party. The trusses should bear their quality control mark. Section 2510(f) c. Approved hangers should be used at all connections of rafters, jack or hip trusses to the main girder truss. The type should be specified on the plans. d. The nonbearing walls should be held down from the truss bottom chord with an approved fastener (such as Simpson STC) to insure that the truss bottom chord wi!l not bear on the wall. 2. Assuming that the deck joists are cantilevered, the 4 x 10 header over the 8' sliding glass door opening appears to be overstressed. 3. What size bolts are used in Detail F/S6? 4. How is the masonry veneer supported, particularly at Section Q/S6? 5. The connection of the concrete wall to the floor diaphragm should be designed for a minimum of 200 plf. Section 2312(h)2 I Ov) (page 157 of 188 code) would require straps in addition to the plywood nailing. This would apply to both Details B and C. Sheet S7 6. The.maximum allowable height of the retaining wall shown in Detail Q/S6 should be indicated. 7.- � A connection detail should be specified for the connection between the 4x beams and the girder trusses. 8. The minimum slope of the roof should be 1/4" per foot. (See occupancy comment 24.) The longest tapered area of the roof is 62'. This would require tapered joists approximately 15111 deep in addition to the 2 x 12 framing. Trusses would appear to be more practical for a portion of this length.
