Orn Place Homeowners' Association Board of Directors Meeting August 5, 2002 Olof Strandell. called the meeting to order at 7:00 p.m. in the clubhouse. Present: Board members B. Ahnemiller, L. Bleitz, R. Ericksen, L. Gordon, M. Lewis, C. Swenson; and secretary/treasurer B. Bower. Chairpersons H. Bower, Architectural; L. McManus, Clubhouse/Social; and G. Riedinger, Grounds, were also present, as were guests V. and P. Noeddelund. COMMITTEE REPORTS Architectural R. Swenson, Lot 20, made a request to complete the remaining half of the paving of their patio. They will use the approved paving matprials. The Committee recommends this to the Board for approval. The Board reviewed and approved the request. Decision was unanimous. D. Neilson, Lot 35, submitted five requests. Drawings and photos were submitted. After review and looking at the site, the Committee recommendations are as follows: 1. Enclose the covered deck at the southwest corner of the house and add Anderson winsows to make this space part of the family room. The Committee recommends this to the Board for approval. The Board reviewed and approved the request. 2. Replace the existing kitchen window with a larger Anderson -type window. The Committee recommends this to the Board for approval. The Board reviewed and approved this request. 3. Enclose the uncovered deck at the northwest corner of the house and add Anderson windows to make this space part of the living room. This was reviewed in light of Article 4.5 of the C.C.&R.'s with respect to the new roof affecting the impact on Lot 36. This was reviewed with Lot 36 owner and there is no impact as a result of this request. The Committee recommends this to the Board for approval.. The Board reviewed and unanimously approved this request. 4. Install a 16" satellite receiver dish on the southeast side of the roof. Since due to federal law the Association is not able to prevent this type of installation, the Committee recommends this to the Board for approval. The Board reviewed and unanimously approved this request. 5. Enclose all the roof overhang soffits with solid tongue and groove wood so as to conceal the exposed rafters. Since this is not the standard construction of roof overhangs in Elm Place, the Committee does not recommend this for approval to the Board. M. Lewis moved to accept the Architectural Committee's recommendation to not approve the soffit enclosure request. C. Swenson seconded. Motion passed. All approvals are contingent upon D. Neilson obtaining the proper permits. A bid of $800 was received -'from T.L.D. Painting Co. to paint the interior of the clubhouse. B. Ahnemiller made a motion to accept the bid and have painting done before October 31. M. Lewis seconded. All in favor. The Clubhouse Committee will determine the color and will inform H. Bower. G. Raugi, Lot 20, replied to a letter from the Architectural Committee regarding debris under the house. This is being taken care of. The painting of three homes has been completed. Touch-up work will commence in the middle of the month. REMINDER! CITY OF EDMONDS Board Meeting - August 5, 2002 Page 2 Clubhouse/Social Lynne McManus reported on this committee's meeting of June 22. Their recommendations to the Board include cleaning the carpet every other year (-$175); cleaning the clubhouse four times a year (3/1, 6/1, 9/1, and 12/1) -$60 x 4; washing windows in the spring (4190) and late fall (-$80). Spring cleaning to include pressure washing the deck, cleaning the gutters and front door. The following Changes to the Condition of Clubhouse Use Guideline are recommended and submitted for Board approval: Fee change to a flat fee of $35 (regardless of attendance); clubhouse to be checked by prospective user at least 3 days ahead of event for cleanliness, etc.; contact the Social committee if any problems. Increase heating thermostat to desired temperature (68-700) on day of event; lower heat to 550 afterward. Remove all food from the refrigerator. M. Lewis made a motion to approve the program presented to the Board, and to increase next year's budget amount accordingly. Fee increase effective immediately (current reservations excluded). B. Ahnemiller seconded; all in favor. Grounds G. Riedinger read the August committee report. Grounds Committee met every 3 weeks in the 2 nd quarter of the year. Trees have been trimmed, planted and some removed as necessary. Small common ground gardens have been renovated and planted (Lots 15, 16, 17-19), bark spread behind Lot 2 and along 7 1h Avenue. Ginny and Pat Noeddelund bought and planted the flowers for the kiosk and bought the flowers for the front bed which Somerset planted. The committee received bids for redoing the entrance garden and additional planting behind Lot 20, for which they selected Shades of Green Co., and the committee is awaiting bids for stump removal. Ginny walked the grounds with the AAA Spraying entomologist who identified problems. Additional tree pruning will be done in the fall. The Irrigation Committee was contacted and watering time has been increased. Ginny walked the entire grounds with Ken from Somerset regarding weeding common areas. Somerset will work 1/4of the grounds each week for weeding and individual requests. Please have any plantings on common ground okayed by the Grounds Committee before planting. Pre - approval by the committee is necessary for reimbursement. The Ahnemiller (Lot 30) "Garden Area" was assessed as required in the Covenants (Section 3.7) and approved by the committee to be so designated. This is a common ground area in front of Lot 30 which is being considerably improved by the Ahnemillers, including new fence, rockery, plantings and revised sprinkler system. The common area at the southwest corner of the same lot is also being extensively improved and has been approved as a "Garden Area." The committee recommends these designations for Board approval. The Board accepts and approves the committee recommendation. All in favor. Irrigation L. Bleitz reported that this committee is fine tuning the irrigation system and trying to control brown spots. 0. Strandell emphatically expressed the need for coordination between the Irrigation and Ground's Committees when outside contractor's or anyone is digging in the ground. We need to reduce the number of voluntary man-hours. The Irrigation Committee will try to identify buried pipes and will flag heads. Maintenance R. Ericksen reported that the project of filling in the hole behind Lot 19 along Elm Street will be completed in the fall. They will evaluate the bids for a new fence behind Lots 1-4. The additional cost for a pipe installation will be requested from Premier Fence. Final decision in September. Curbs near Lot 22 are in the process of being painted, indicating "No Parking." With regard to the issue of an Elm Place property owner building a fence with Board approval on adjoining common property and that property then becoming the property of the owner building the fence through adverse possession, the owners of Lot 30 are required to present at their cost either a written confirmation by a bona fide real estate lawyer that adverse possession does not apply in this case, or a properly worded and executed document signed by the present owners of Lot 30 that forever renounces their right to claim ownership of the property within that fence, and this document be recorded in the Lot 30 property title records. Lewis made a motion to accept the Amendment for changes in Article 4.4 (Page 11 of the C.C.&R.'s) regarding leases as presented by Alan Tonnan, Association lawyer. Larry Gordon seconded. All in favor. NEW BUSINESS The Annual Meeting will be Monday, September 23, at 7:00 p.m. in the clubhouse. We urgently request the attendance of all members. This is a very important meeting in which the Leasing Amendment will be discussed and voted on. L. Gordon will convene the Nominating Committee to select two nominees to replace the outgoing Board members.
