Dear Mr. Hanvey,
Thank you for the letter dated September 24, 2004. 1 appreciate the need to keep speeds low in our
neighborhoods and your desire to minimize unwanted through traffic.
The Edmonds Police Department has been requested to keep a watchful eye on Sunset Avenue. The
Engineering Division will undertake a five day speed study along Sunset Avenue North over the next
three weeks. Based on the results of the speed study, Engineering will give guidance to the Police
Department with regard to the severity of the problem.
In the past, the City of Edmonds has undertaken several actions to minimize nuisance traffic along Sunset
Avenue. These actions included such activities as the designation of Sunset Avenue as a one-way street
and closing off half of Second Avenue to prevent cruising of vehicles through the neighborhood.
The waterfront is a popular activity center enjoyed year round by residents and guests in our community.
The request to install a sign directing through traffic to Third Avenue at Sunset Avenue North and
Edmonds Street is a concept that the City has looked at carefully. At this point in time, we do not plan to
implement this request for the following reasons:
• There are twelve street signs visible at the proposed intersection; drivers presently are on
information overload with the numerous signage on Sunset Avenue.
• Such signing will have little influence on the driver's behavior.
I believe that reasonable measures have been taken to enhance the waterfront and minimize the effects of

Dear Mr. Nordquib--t,:
Some of the residents alone Sunset Avenue have had consid-
erable discussion concerning the Councils' rejection of the
State Highway Department plan for channelization of Main St.
at Sunset Avenue. After review of minutes of previous Council
meetings and other data, we submit the following :
1. Those persons who would be most likely to benefit
from the prohibition of through traffic were not heard,
namely, the residents along Suhset Avenue together with the
residents along C.aspers St.;( between Sunset and Third)
those persons who just like to sit in -their cars and look at
the view and sort of unwind; those persons who like to their
family clam digging or just walk on the beach; & e
those persons who like to take their family for a bicyc-1p
ride without competing with speeding traffic; those�elderly
persons who just like to takea quiet walk and try to figure
out where the world is going nowadays or maybe they Just
like to sit and watch and listen to the * sea birds; and those
persons who would just like to drive slowly along and look
at the water.
2. This channelization was submitted by recognized traffic
design engineers as a workable solution to the congestion
at this intersection. If this design were rejected it certain-
ly c-ould not have been on an engineering basis. The only other
reason could have been by a majority vote of the Council, as
was reported in the newspaper. We have no argument with
this process because we think that no plan should be forced
upon a town that the people of the town do not agree with.
We do feel,however,, that, -when decisions are made on this
basis then all of the people affected should be heard, much
as was done in the case of the return to two way traffic in
the business section of Main St.
3. In a previous letter we asked that this matter be
thoroughly discussed before this intersection went to final
design. We received no answer to this request. In view of
these facts we request that your committee hear our side of
the story before final action.
