Dear Ms. Zucowski,
As you requested, I am writing to document o*ur request for parking relief at the
front doors of Edmonds Creekside Condominium located at 603 and 609 7h Avenue
North.
Located directly across the street to the East of the 609 building are the Holy Rosary
Catholic Church and School. iThe school has just this past year been enlarged to
accommodate more students and this has added traffic). The Edmonds Open Bible
Church and a proposed new nine -unit condominium are just South of the 603
building. Also, a short block to the West is the Puget Sound Christian College. In
addition, 1 1/2 blocks South is the Edmonds Play field which is very busy with games
and other events such as the Taste of Edmonds. On most weekends throughout the
year it is extremely difficult to rind a parking space near our front doors. During .
church services and other church related activities it becomes virtually impossible to
park.. The extremely fast and heavy traffic on 7th Avenue North and Glenn being a
narrow street makes it dangerous to double park while loading or unloading
pass engers.
We have 15 Apartments in the. 603 Building and 10 in the 609 Building. The
minimum age in both buildings will exceed 60, several are in their 70's and older. , We
are requesting a limited parking zone so our seniors can be dropped off and picked
tip safely in front of their homes.

Skyline Decking Ltd. entered into a contract with
Creekside Condominium HOA on May 2nd2OO2(see
attached copy) to provide Deck Waterproofing and
railing cap flashings. Shortly after commencing with
the work in July it became evident that the railing and
deck rot was too extensive to continue with the original
plan and it would be more beneficial to the value of the
building to consider removing the existing double wall
wood railings and installing a non maintenance
aluminum and glass system. Work was stopped until a
railing system could be priced and simultaneously,
bids were received to repair the LP siding.
Attached is a detail of the existing railing
construction (two copies) , a product evaluation report
including shop drawings on Regal Aluminum Products
Railing system (two copies), a membrane
specification sheet for DecTec D 4800 vinyl decking
(two copies), a before and after view of two elevations
on Creekside Condominium (ten copies each) and a
view of the project directly across the street (ten
copies) that is in the final stages of construction and
has a similar railing system.
Included in our submission are samples of
Hardiplank siding, DecTec D4800 vinyl decking and
Regal Aluminum Railings.
The costs to complete the work are as follows:

Exterior lighting: Carriage -type lights are planned on the east side at the
entry and on each side of the garage doors as well as at the end of the
gazebo wall and above the entry door on the south side. Cut sheets of the.
lights are included in Board packets.
2. Trash: The site plan indicates a trash dumpster with a 5-foot high brick
screen wall at the northeast corner of the building.
3. Miscellaneous: Exterior mechanical equipment attached to the building
must be painied to match. No rooftop or exterior mechanical equipment is
shown on the plans. If visible, it must be screened. If an electrical vault
is planned in a setback, a variance may be required.
D. Landscaping, Fencing, Rockeries
1. LandscaRing - Proposed site landscaping is indicated on the landscape
pTa—n. An automatic landscape irrigation system should be required. as this
is a major project. As noted in the ADB criteria in the Edmonds Community
Development Code, curbs should be required where landscaping ineets paved
areas. Two.picnic tables, a bench and paver steps are planned south of the
building, in the vicinity of the gazebo.
2. Fencin2 - There is a wood fence near the west and along a portion of the
nortF property line. A 30" brick wall is planned just north and south of the
gazebo.
3. Rockeries- A rockery is shown just south of the south entry. Height is not
i ndi—c—a UU.
E. VSions - The east elevation includes the word "Creeksiden above the entry
0 r. It is not clear whether this is intended to be a sign. If it is to be a
sign, information on the size, material, color and height must be provided.

The drainage plan does not indicate a biofiltration swale at the
detention system outfall. It has been designed this way for two
reasons.
First, there is no significant area being drained that has
exposure to typical roadway pollutants. The only surface being
drained into the system a small area of driveway, which will have
very limited traffic volume and no parking. The parking area
under the building, which will not be exposed to rainfall -
generated runoff, is being drained to the sanitary sewer system.
The second reason for not including a swale is that due to the
grades on the site, a swale would involve significant excavation
in close proximity to the stream. The plan as it exists only
requires the installation of an 8 inch outfall pipe. The'
construction impacts of this pipe should be minimal.
