a. Property owners must obtain a permit to install side sewers on
their property. A licensed side sewer contractor must be employed to
construct side sewers in the public right-of-way.
b.. The side sewer contractor assumes full reponsibility for each
installation for one year.
c. Commercial establishment requires a minimum of a six inch (6")
side sewer line.
d. Side sewers may not be installed closer than thirty inches (30")
to any structure.
e. Side sewer lines must be laid at a minimum grade' of 2% (1.150)
and maximum grade of 100% (45P). 0
f. No turn in side s8wer greater than 45 (1/81bend) is 0 allowed
between cleanout. All 90 turns must be constructed of a 45 (1/8
bend) and wye'with.removable cap.
g. No down spouts, footing drains or floor drains can be connected
to side sewer system.
h. Pea gravel is required for bedding when installing sewer lines
through other than granular soil.
i. Cleanouts are required at 30"-60" from each plumbing exit line
and at minimum intervals of 100! along sewer 'line run.
j. Trenches within City right-of-way must be restored to original
conditions. Contractors.shall be responsible for right-of-way failure
due to poor compaction of fill.
k. Side sewer must be left uncovered.,-iintil,inspected and approved
by the City.

The following information is being provided per your request and is done so to the
best of my knowledge of both the building itself and the IBC related sections. The
subject property at 6 10 Main Street is having a minor remodel done per the submitted
plans, and the Owners are upgrading handicap accessibility as part of this project as is
required. In response to your items:
a) The total project cost, at fair market value for labor and materials is $4,905. 10
based on the quote provided by QPS for the current scope of work.
b) 20% of that Cost is $981.02.
c) The building as it currently stands is compliant in the following manner: both
accesses (the front doors facing Main Street and the rear doors facing the parking area)
are both barrier free: level entry from the parking area and low incline ramp from
sidewalk, no raised thresholds, sufficient width of opening (66" clear). The public hall is
level without stairs and of sufficient width (more than 60"). Doors into each business are
minimum 36" wide. The bathrooms were constructed as compliant at the time of the
buildings original construction (1979) and have not been reduced in any manner.
d) The proposed accessible upgrade to be made under. this permit is to remove and
replace the original handicap toilets with new ones that meet current code. QPS will
perform this work for the Owners at a bid price of $1,088.20. This is 22% of the project
cost.
e) As the proposal notes, the handicap accessible upgrade is more than 20% of the total
project budget.
The Owner and Applicant, 6 10 Main St LLC, understands that with each future
improvement of the building, the requirement that at least 20% of the project cost be
applied towards handicap accessible upgrades to the building may be applied. It appears
that while the building is compliant in many aspects, what remains to be done include
(but may not be limited to): creating a handicap accessible parking space in the rear and
adding signage related to accessibility.

The City of Edmonds is currently experiencing a serious storm
water problem. our sewage wastewater treatment system is being
overtaxed by large volumes of storm water from roofs, drains,
driveways, and parking lots. If this water is not eliminated from
the system, the sewage treatment plant will require expansion much
sooner than it otherwise would.
A series of tests were completed, identifying your property
as one of.the infiltration sources. This storm water must be
removed from the sanitary sewer system as soon as possible. The
attached drawings indicate several solutions to this problem, one
of which should be applicable to your property.
The City has established this as a top priority project, and

to hold the City of Edmonds harmless from any injuries, damages, or claims of any
kind or description whatsoever, foreseen or unforeseen, that may be made against
the applicant or the City of Edmonds, or any of its departments or employees,
including or not limited to the defense of any legal proceedings including defense
costs, court costs, and attorney fees by reason of granting this permit.
Upon issuance of this permit, the contractor is responsible for workmanship and
materials for a period of one year following the final inspection and acceptance
of the restoration by the Engineering Division.
Funds held from the Security Deposit (estimated restoration fee) will be held until
the final street patch is completed, at which time a debit or credit will be
processed for issuance to the applicant.
Work is subject to inspection and restoration in accordance with City Code. A

1. Excavation and Grading: Excavation and grading shall conform to the requirements
outlined in Chapter 70 of the Uniform Building Code, latest adopted edition,
Vol. 1. Where extensive grgding and fill are involved in the development, a
grading plan and specifications shall be prepared.
,QUOTATION FROM THE CITY CODE REGARDING IMPROVEMENTS
11.02.025(f) Utilities and Street 122rovements. No building permit shall be
issued for the construction of any building or structure of any kind or
description unless the plans and specifications include the construction for
curbs, gutters, sidewalks, paved streets, necessary water lines, sewer lines, and
storm drainage necessitated by the new construction or improvement, to be built
to applicable City standards, provided, however, if found by the City Engineer
to be impractical to construct at the time of application for said building permit,
construction may be waived by the City Engineer and in lieu thereof a performance
bond filed with said engineer to cover the estimated cost of construction to City
standards for said improvements, provided further,.in areas zoned single family
residential at the time of said application for building permit in which the
applicant has received final approval for a plat or sub , division and has compiled
with requirements therein compliance with this subsection shall be deemed by
compliance with the sub -division or plat requirements.
