Dear Mr. and Mrs. Murphy:
Reference your letter dated May 5, 1981 . . .
The City does not oppose the opening of the -alley behind
your property. But we do not have funds available for this
type of new construction.
If you desire to construct this alley, we will allow you
to hire a licensed contractor; or you could petition for a
Local Improvement District (L.I.D.). If an L.I.D. was estab-
lished, the City would hire the contractor and administer the
contract. Under the L.I.D., the costs would be apportioned
to all benefiting properties. Either method would require
that the alley be constructed to City standards.
The area appears to be wet and to contain organic soils.
Prior to any construction, a soil investigation by a special
consultant and an engineered plan for drainage stabilization
and alley construction would be required.
If you desire to pursue this matter using a contractor
you would hire directly, please have your engineer contact me for
our requirements. If you wish to form an L.I.D. for the construc-
tion,,please come to the Public Works Office at 200 Dayton Street
to obtain the necessary papers and instructions.
