I realize this parking lot has already been restriped without approvals, and that you have received a letter from Ann 131.1111S, Code Enforcement Officer, who required compliance with the City's permitting procedures. View Apartments, 614-6th Ave N, Owners Salmonson Construction The issue is the parking lot, lqyout and striping; several months ago the city received a complaint about the fact that. the parking lot had been newly striped and that the change caused cars to be parked directly in front of exit doors from first floor apartment units. Upon inspection it was determined that this change mi parking lot design was obstructing the clear exit path from several units and the city notified the owners of this concern. A meeting was held between the city and a representative of the owner, the outcome of that meeting was that the owner woul ' d redesign the parking lot plan and seek city review prior to preceding. It now appears that the owner redesigned the parking lot and striped it without city review or approval. The issue of providing a clear unobstructed exit for occupants has still not been completely resolved, in fact the exits from units 1, 2, 3, 5, 6, 7, 19, 20, and 21 are still obstructed when vehicles are parked in front of those units. By far the worst examples are the parking slots in front of units 19, 20, and 21 but the situation is unacceptable in all nine locations. It appears to me that the easiest solution to this problem is to install posts in front of each of the problem stalls to prevent vehicles from parking to close to the stair treads. DEM This lett.er is to inform you that the City has received a fornial complaint regarding paving and restriping of the parking at Sound View Apartments without first obtaining approval froni the Architectural Design Board (ADB). A site inspection was completed on the property which confirmed the violation and revealed that the parki ' ng stalls are not per City regulations, and there is a concern of emergency access to the property. This is in violation of ECDC 20.10.020 and possibly WAC 51.20 regarding handicapped parking requirements. Please be advised that a permit may also be required. The City understands that you may not have been aware of these codes, therefore, please submit an application for ADB approval by 5:00 p.m. October 12, 1994. Failure to comply by the aforementioned date sliall initiate the first stage of the Civil Penalties Ordinance. Enclosed you will find an application and handout regarding the ADB process.
