As that work was being done, they decided to expand the scope of the project to include updates to additional exterior materials to refresh the look of the building. The existing signs will also be relocated and centralized on the west fagade. Property Owner Columbia City Partners 42016 th Ave. S Seattle, WA 98108 Design Review Process Applicant Barking Dog Design 3722 West Armour Place Seattle, WA 98199 As part of the City's review of the building permit referenced above, staff design review was required pursuant to Chapter 20.10 of the Edmonds Community Development Code (ECDC). Design review for a remodel is considered a Type I staff decision subject to the requirements of ECDC 20.01.003. The site is zoned Multiple Residential (RM-1.5) within the Downtown Activity Center and thus is subject to General Design Review in ECDC 20.11. Pursuant to ECDC 20.11.020, staff must enter findings that the proposal is consistent with the design criteria found in the urban design chapter of the City's Comprehensive Plan in addition to the zoning ordinance. Because this is only a recladding on an existing building, review will focus only on that aspect of the building and site's design. Findings & Conclusions A. Comprehensive Plan Design Objectives for Building Fa�acle. The proposal satisfies the intent of the following goals and policies from the Comprehensive Plan: Page 1 of 2 A. 20 — "Variation in Fagade Materials. Employ variation in materials, colors or design elements on building fagades to help define the scale and style of the structure. Variation in fagade materials can help reduce the apparent bulk of larger buildings while allowing variety and individuality of building design." (page 125) As seen on the existing and proposed elevations (Attachments 1 & 2), the fagade materials and signage location will update the appearance throughout the building giving it a more modern look. B. Edmonds Community Development Code ECDC 20.11.030 — General Design Review Criteria Building Design. No one architectural style is required. The building shall be designed to comply with the purposes of this chapter and to avoid conflict with the existing and planned character of the nearby area. All elements a building design shallform an f integrated development, harmonious in scale, line and mass. [ECDC 20.11.030.A] The colors shown on the proposed elevations (Attachment 2) are not excessively bright. The proposed fagade look will be harmonious in scale, line and mass and will enhance the character of the area. The proposal otherwise meets the bulk and use requirements for the RM-1.5 zone. Decision As noted above, staff finds that the proposal is consistent with the comprehensive and zoning ordinance; therefore, the fagade updates in permit BLD20160341 are APPROVED. I have reviewed the application for compliance with the Edmonds Community Development Code.
