of deteriorated sidewalks. A Public hearing will be held

The areas needing repair have been marked in paint on
the sidewalk adjoining your property. Reconstruction and
repair of these sidewalks must be completed on or before
September 1, 1981. In the event improvements are not
completed within the above specified time, the City will
perform and complete the improvements at-. the expense of the
abutting property owner.
This action is in response to many citizen requests
and pedestrian falling accidents which have been increasing
in recent years as a result of sidewalk deterioration and
increased pedestrian traffic.

STAFF FINDINGS
The Staff finds the following:

The subject proposal is consistent with the ' Comprehensive
Plan and other adopted City.policies, if consideration is
given to the view sensitive nature of the, site.
2. Zoning Ordinance
The subject proposal meets the requirements of the
Zoning Ordinance.
3. Criteria
The subject proposal satisfies the criteria and purposes
of Chapter 20.10 of the City of Edmonds Community Develop-
ment Code.
DISCUSSION
The landscape architect for the project, Ms..Becka Hansen of
1916 Pike Place, Seattle, was present. She said they would
like approval for the first phase as they had a model unit there.
.Mr. Parsons asked about the view on the south side of the
property Its. Hansen advised they would like to screen some of
the tall;r buildings. She said there were some existing, mature
willows, cedar and hemlock which had been saved.
Mr. Parsons said his only conce . rn was for the poplar screening
as it could cause some eventual potential blockage. He,
recommended that the applicant look for a substitute for the
Lombardy poplar, (either laciocarpa ortxemdlaerecta) which
max out at about 60 feet. Also, Mr. Parsons suggested five.
-gallon western spires. instead of one allon Ms. Hansen
pointed out'that the smaller size tenas to g*row better. Mr.
Parsons said he could live With that quantity.

The Applicant propose . s to enclose the existing drive -through
to create an office space. The new office will be located
between two existing apartments, and its main entrance will
be on the south side of the subject building. The proposed
office will measure 16' x 46'., or.736 square feet. Siding
materials and colors must match the existing building.
A total of 16 off-street parking Spaces are required
and 16 spaces are provided. Spaces 1 and 2 and 9
and 16, should be designated for use by apartment

tenants. The parking situation generally, is very
tight.
The Applicant also proposes to . install a single -face, non -
illuminated, freestanding sign, about 3 feet back.from Dayton
St. and near the entrance of the proposed'office space. The
sign will say "Kennedy Real Estate" in blue letters. The
background will be made of brown stained wood. It will
measure 91 x 11, or 9 square feet. The height will be V9"
from the ground to the top of the sign.
A comparison of the existing and permitted sign a.rea an d

A. Sign Area
1. Maximum area of freestanding sign permitted by Code
10 square feet.
2. Total area of proposed freestanding sign 9 square feet.

The location, type, size, and spacing of the landscaping
is shown on the landscape plan.
Street trees are proposed on the vlan. The City's
Street Tree Plan requires that the treeslon Dayton

2. Curbs, sidewalks,.and gutters, are required
where the existing.access from Dayton St.
will be closed.

DISCUSSION
The Applicant, fir, John Kennedy, was present. There was
consiaerable discussion concerning parking,.which seemed minimal
and tight. fir. Kennedy of 617 Dayton, did not feel there would
be a problem with cars going into inside stalls.
Mr. Parsons said that with respect to landscaping, rather than
seeing gravel throughout,the whole area between the concrete
walks and the brick, that he would like to see the applicant
continue the viburnum planting which isa mixture of viburnuni
davidii, heather and perhaps one or two rhododendrons on each
of these sides.
The applicantindicated his sign would have a natural cedar
stain (medium brown) backdrop, "Kennedy" would be blue and
"Real Estate" would be white, which the Board was generally
satisfied with..

The Applicant proposes to install a new gate at the northwest
corner of the subject cemetery., The gate will constitute the
main entrance to the cemetery and will open directly on 15th
St. S.W. It will be supported by two masonry columns. The
color of the gate will be black, to match the existing fence
surrounding the cemetery. The gate opening will be 22 feet,
and the maximum height of its central spear will be 6 feet.
