Dear Mr. Brobeck,
The existing storm drainage system that runs across your property is a
public system and is maintained by the City. Since the said drainage
system is public, the builder at 714 - 9th Ave. S. can drain his storm
detention system into the existing catch basin at 618 -,9t:h Ave. S..
Whenever possible, we prefer gravity runoff to a pumped system since
more problems usually occur when a system is pumped.
The function of an on -site detention system is to store and release
runoff water at a controlled rate that is no greater than the site did
prior to construction. This method of controlled release has been in
effect since 1987 with excellent results.
The size of the existing storm system is adequate to handle existing
and any new runoff since all new construction with more than 2,000
square feet of impervious surface requires an on -site detention system.
The builder at 714 - 9th Ave. S. should inform the owner at 618 - 9th
Ave. S. prior to connecting to the existing catch basin since the catch
basin is on his property.
The storm detention system is inspected prior to backfilling and again
at the final inspection to insure compliance. If a drainage problem,
occurs and it is determined to be the fault of the builder, then he is

accountable for damages incurred. After the owner moves in, that
individual assumes the responsibility for insuring the on -site
detention system is maintained.

Dear Mr. Crisman:
It has come to the undersigned's attention that the home
currently being built on 9th Avenue adjacent to and above our
property is considering utili'zing.our drainage system for,remov.al
of ' their surface water,. etc. -We have some c'oncerns if this is
indeed the case, and we have not been consulted or informed,
of this matter. Our concerns include the. following: .
1. Does the builderhave the legal.right to tap into our system,
and if so shouldn't we be notified and.have some sort of signed
agreement.
2'. Who assumes liability if there is any problem from tapping
into our'system for damage that is caused, to our property now
or in subsequent years-.
3. Shouldn't there be a written agreement with the new home owner
as to their financial responsibility and maintenance of the
system if there is any breakdown, etc., as this is not the City-s
responsibility as I understand it.
4. Have there been any engineering studies done as to the effect
of adding another house to our current system. We are all
concerned if this is done th * at the system be adequate to handle
the run-off. If there are any problems we can foresee
damage to our property, possibly even wash out of foundations,
etc. as these homes are on a steep hillside.
5. This not only affects the t hr ' ee undersigned parties, but also
I believe the three houses below us, all of which are on the same
private system that drains into the Edmonds system on 8th Avenue.
