letter dated 3/17/92, you were officially informed by the previous Building Official, Dick
Mumma, that no additional extensions would be granted until Planning and Building
inspectors were scheduled for site inspections to determin the status of a possible second
unit. As of today, the City has not received a response from you.
Please be advised, by May 7, 1993, you are asked to schedule for inspections to determine
the existance of a second unit and the extent of the remaining work. Call 771-0220 to
schedule for an inspection during City business hours. Failure to respond by this date will
force tile Building Division to post tile site with an Order to Correction violation notice,

Dear Mr. Burkhardt:
During a single-family residence remodel under Building Permit #910055, it was found that a
second dwelling unit was installed without first obtaining the required permits and
approvals. As you are aware, this is a violation of the Edmonds Community Development
Code, Sections 16.20.010 and UBC S;xtion 502. On July 13, 1993 you submitted an
application for review by the Architecture Design Board (ADB) requesting approval of the
second dwelling unit at your residence at 621 Bell Street. The ADB application did not meet

the submittal requirements, and was therefore not reviewed by the ADB.
There is apparently z misunderstanding about the two sheds located at the side of the
tback as required in Section 16.30.030 for multi -
property. These structures must meet se
family residences. Enclosed is a copy of this ordinance for your reference. Prior to
submittal to the ADB, these sheds must either be relocated to meet the required setbacks,
be removed, or a variance must be obtained if you choose to locate them in the setback
area.
If you obtain approval from the ADB for the second unit, you will then need to obtain a new
building permit and pay new fees for the remaining work, and obtain a Change of Use from
a single-family residence to a multi-farnily residence. if you do not obtain ADB approval for
the second unit, you must return the residence to a single-f3mily dwelling, including removal
of the second kitchen, facility.
By January 10, 1994, you must take action by doing one of the following:
1 . Submit an application for a variance to allow the two sheds within the
setback area; OR

compliance of the second dwelling unit currently in violation of the code. After our meeting,
it is my understanding that you will be taking the following course of action to bring your
property into compliance with the code:
Remove the shed from your property which is currently locatcd within the
side yard setback.
2. Submit two copies of a plot plan of your site for approval, and pay a $30.00
reinspection fee.
