Dear Mr. Fisher:
Bill, as per our discussion, I examined the Western Red Cedar Tree located at the
Northwest corner of the property, neighbor's side of the fence. My findings are this tree
is overtaken with Ivy and has obvious rot in the main leaders of the crown. I also did a
core sample to find some decay in the center of the main trunk. In conclusion, it is my
opinion that this tree is a threat to people and property and should be removed. It could
be replaced with a more desirable species.

This is in response to your November 18 letter regarding the City's alley
policies.
I have reviewed your letter and discussed the issue with Peter Hahn,
Director of Community Services. The alley policy clarification was a
response to a concern that street width standards -- both in the Edmonds
code and in professional engineering standards -- were not consistently
applied. More specifically, narrow alleys which were originally provided
as secondary access in a low density downtown, were now being used for
primary access for multi -family developments.
Staff did not "inadvertently" make this "change," but presented the Council
with the issues on all sides. The Council unanimously validated the
approach being taken by the City Engineer. While it may be true that past
staff interpretations have not necessarily been consistent, I understand
that you had an alley access denied by Mr. Alberts in the past, and were
therefore familiar with his interpretation of the issue.
I believe that the City should have clear and consistent guidelines,
particularly when standards involving safety are concerned. What is past
is behind us, and the only thing which counts are clearly formulated and
clearly promulgated standards and requirements. I think meetings such as
the one we had on ADB concerns is important in identifying areas where the
Code may not be working as well as it should, and where changes should be
discussed openly and directly with policy bodies.
