EXISTING CONDITIONS
The site is a conventional two story single family house constructed at 631 Elm Street,
Edmonds, WA. The site is well landscaped with the structures on the ease half of the lot.
The house and old garage will remain with the exception of a rear porch which will be
displaced by the development.
WATER QUALITY AND TESC METHODS PROPOSED
Type of water quality measure(s) proposed:
1 DOE Standard erosion control BMPs will be designed at the detailed construction
plan stage such as mulch, seed, hay bales, sediment traps, plastic sheeting,
sediment ponds and TESC entrances to control construction runoff, as required.
2. Mulching and other winter soil management techniques will be specified in the
construction plans.
DEVELOPED SITE CONDITIONS
The proposed project will add 1,300 SF of additional rooftop to the existing house
footprint, six hundred square feet of new parking slab and fifteen hundred sixty square
feet of pervious driveway surface with a short keystone rockery along the north property
line. The total project will construct approximately 3,500 SF of regulated new or replaced
surface. A pervious gravel driveway will be developed to City Low Impact Development
(LID) standards so that no additional drainage management will be required and the
drainage from rooftop surfaces will be directed to a Rain Garden facing A Street. Soils
were examined by the Engineer on August 3, 2012 and identified as Everett serried
gravelly sandy loam at the Rain Garden site to a depth exceeding 32". Percolation tests
were conducted as directed by the Rain Garden Handbook for Western Washington
Homeowners (ref. 1). Soil was confirmed to be a Type A with a computed percolation
rate after three tests of 18.75 IN/HR. Soils are well drained and suitable for this Rain
Garden design methodology.

The proposed addition will replace 185 SF of the existing house porch with the new
building additions. Also 970 SF of unused gravel drive south east of the existing house
will be removed. The new addition will be added to the north wall of the main house to
be amended with a paved parking pad supporting the ground level garage and a pervious
10-wide driveway taking access to the west of the lot. The existing house and walk and
overhangs will remain unregulated except for the overlaps mentioned above. New
surfaces including the addition rooftop, the paved pad and the porous drive are treated as
"Regulated Surfaces." Drainage is addressed with Low Impact Development features
including Porous Pavers (OR EQUAL) on the drive and a Rain Garden per design criteria
fir the regulated impervious surfaces provided by the City of Edmonds. Based on our
quantitative analysis of the drawing provided and adjusted for the AIA roofline:

Edmonds City Code allows the use of pervious paver options on areas of less
than 2,000 SF without testing in "green soil areas". According to Figure 2 of the
Edmonds reference, ENGR-DEVSTM-2010-1 the site is a "green soil area".

Therefore, the soil is well draining.
Imported bio-retention soil shall be used per specification Attachment 2.
Soil mix has a design infiltration rate of 3.0 in/hr with 40% porosity.
For a well draining soil, the rain garden must provide 99% of annual
volume of water held per Table 1, Reference 1. The size of the Rain Garden
in well draining soil must be 10% of the impervious area served:

Actual size to be 232 SF > Required.
Per City of Edmonds:
Per Ref. 1, the depth of soil is 12" and the water depth is 6" minimum

RAIN GARDEN (BIORETENTION) SOIL MIX SPECIFICATIONS
Bioretention Soil shall consist of a well -blended mixture by volume of 3 parts mineral aggregate and 2 parts
compost meeting the requirements below.

Mineral aggregate shall be analyzed by an accredited lab using #200, #100, #60, #40, #20, #10, #4, 3/8 and
1-inch sieves; and meets the following:

Efforts should be made to use aggregate with gradation meeting Coefficient of Uniformity (CU)7 equal to 6
or above; and Coefficient of Curvature (CC)8 of 1 to 3.
As a substitute "Fine Aggregate for Portland Concrete," 90-3.1(2)B, Class 1 (WDOT 2010) can be used.
COMPOST
Compost is defined by the Washington Dept. of Ecology as: the result of the biological degradation of Type I
or III feedstocks, under controlled conditions designed to promote aerobic decomposition, per WAC 173-
350-220, and meet the following physical criteria. The Department of Ecology has a current list of
composting facilities that meet this standard. Go to http://www.ecy.wa.gov/programs/swfa/compost/ and
look for "Current Composting Facilities in Washington." As of December 2010, the following suppliers were
on Ecology's list of approved compost suppliers in Snohomish County:
• Bailand Farms Yardwaste (Bailey) Compost
• Cedar Grove Composting Co.
• Lenz Enterprises Inc
• Misich Farms/Riverside Topsoils
• Pacific Topsoils (PTI)
Some of these suppliers' compost can be found at local home improvement stores in 1 or 1.5 cubic feet bags.
