Paradise Lane LLC proposes to construct a 12 unit condominium on the south side of Paradise Lane just
south of 5 1h pl. S. (north of Edmonds Way, SR-104). The attached sight distance information is a
supplement to the original Traffic Impact Analysis prepared in January 2004, and submitted with the
original rezone application. As outlined in the original analysis the project proposes to create 2 access
points along the south side of Paradise Lane. This memo and the attached exhibit demonstrate that
adequate sight distance along Paradise Lane is available at the proposed locations and is intended to
meet the City of Edmonds environmental review requirements.
A site inspection to examine the field conditions was observed in February 2004. In addition a Sight
Distance Exhibit has been prepared to graphically display the available sight distance. Criteria to
examine access sight distance are provided in AASHTO's "A Policy on Geometric Design of Highway and
Streets, 4th Edition 2001". Specifically, Exhibit 9-55 lists minimum sight distance requirements. Two
types of sight distance can be applied. First is stopping sight distance (SSD), this is the required distance
for an oncoming car to recognize, react and stop in time to avoid a collision. This is a safety standard and
is considered to be the minimum distance that should be provided at an access point. The second type is
intersection sight distance (ISD), this is a capacity standard that prescribes a sight distance that will allow
a vehicle to enter and/or cross a lane of traffic while maintaining the flow (vehicles will not be required to
stop) of traffic on the street system. Along the frontage of the project, Paradise Lane has no posted
speed limit and is assumed to be 25 mph. For a speed limit of 25 mph the required SSD is 155 feet and
280 feet for ISD. Due to the unique situation that Paradise Lane dead ends at the west boundary of the
project there will be no need to maintain an unimpeded flow of traffic along Paradise Lane at the
proposed access locations. Thus, ISD (a capacity flow standard) shall not be required and only the SSD
(a safety standard) of 155 feet shall be met.
East Entrance: Located about 280 feet west of 6th Ave. S. intersection. Once the frontage improvements
along the site have been installed the access point will have about 224 feet (to 5 th pl S.) to the west and
316 feet (beyond 6 1h Ave S) to the east. Thus, adequate SSD will be available at the east entrance.
West Entrance: Located about 35 feet east of 5 th Pl. S. intersection and about 100 feet east of the dead
end cul-de-sac of Paradise Lane. As stated above, the available sight distance will be obtainable once
the improvements are installed. To the east there will be about 160 feet of available sight distance. To
the west an exiting vehicle from the west access point will have full vision of the intersection of 5 1h p 1. S.
and Paradise Lane, and the front end of the cul-de-sac turn around area where a vehicle existing the cul-
de-sac can be seen (traveling at a low speed to maneuver the cul-de-sac). Thus, adequate sight distance
is also available at the west entrance.
To achieve and provide an adequate sight distance it maybe necessary to remove and provide regular
maintenance of the vegetation within the sight distance line of sight.

I am redlining the approved plan for your project to include a right turn only sign for vehicles exiting the site, a larger
driveway entrance with radius and replacement of the sidewalk. While reviewing the present condition of the sidewalk
(photo attached) the following issues were noted:
1) A yield sign is located in the center of the walkway. The yield sign will be relocated by the City Public Works
Department.
2) A tree stump is situated in the walkway. The tree stump will need to be removed in order to reconstruct the walkway
per City standards. I will place a note on the drawing with regards to this.
3) A power pole exists along the north ed-ge of the walkway and its location does not allow for the required 44" clear path.
The power pole and sidewalk location need to be discussed further. We are trying to consider options that would not
require the pole to be relocated. One thought is to construct the new walkway to wrap around the back of the power pole,
providing a minimum of 44" clear path. As you can see in the attached photo however, there is a guy anchor that extends
out toward the north and it appears as though it is located in what would be this 44" clear path area. In order for this option
to work you would need to contact PUD to discuss replacement with a guy anchor that is specifically designed to allow for
pedestrian travel underneath it. I would also need you to submit a larger scale plan of this area that clearly identifies the
right-of-way, the walkway, the power pole and guy anchor. The plan shall be of the proposed solution. If there is not
enough right-of-way to the north of the pole to place the entire walkway outside of private property then you will need to
grant the City an easement for that portion of the walkway that falls within the boundaries of your property.

Methodology:
This report provides calculations for the design of an onsite infiltration trench for the developed
impervious surface of the site. Calculations comply with the City of Edmond's design criteria of the
1998 King County Surface Water Design Manual (KCSWDM). An infiltration rate was determined
through field testing by LSA, Inc. The rates found were very high, but in compliance with KCSWDIVI
the maximum rate of 20 inches per hour was used. The impervious area was calculated from the
site plan provided by the Project Architect, Warren Lafon.
Calculations:

Testing Procedure:
According to the SCS Soil Survey Map #56, the site contains #17 soil, which is Everett
gravelly sandy loam, on 0 to 8 percent slopes. Typically the surface layer, where mixed
to a depth of about 6 inches, is dark brown gravelly sandy loam. The subsoil is dark
brown very gravelly sandy loam about 12 inches thick. The upper part of the
substratum is brown very gravelly loamy sand about 5 inches thick. Permeability of this
Everett soil is rapid; runoff is slow, and the hazard of water erosion is slight. These
characteristics are further verified by the 2001 DOE Stormwater Management Manual
which classifies the Everett soils in the 'A' hydrologic soils group. Type'A'soils have
low runoff potential and high infiltration rates even when thoroughly wetted. Everett
soils consist of chiefly of deep, well -to -excessively drained sands or gravel with a high
rate of water transmission.
The tests were conducted by Jerry O'Connell, the project engineer, on February 15,
2006 on a clear, cold and dry day following an extended period of rainfall in the area.
Two 10.5" diameter test pits were dug to a 2.5'depth. The soil was damp and matched
the dark brown gravelly sandy loam description of the SCS Soil Survey. Both holes
were filled with water from the hose at the residence and the infiltration rates were
recorded. The hole with the slower infiltration rate (#1) was then refilled and the
infiltration was measured again.
Conclusion:
An infiltration rate of 20 inches/hour was used for design. This is the maximum design
rate allowed by KCSWDM 5.4.1 p. 5-55. All but one of the measurements gave much
higher rates than this allowable rate.

this unit. Steep yarding paths, skid trails, and firebreaks
are subject to rilling and gullying unless adequate water
bars are provided or they are protected by plant cover.
Establishing plant cover on steep cut and fill slopes
reduces erosion.
Seedling establishment and windthrow hazard are the
main concerns in the production of timber. If seed trees
are present, natural reforestation of cutover areas by
western hemlock and Pacific silver fir occurs periodically.
Reforestation can be accomprished by planting Douglas -
fir seedlings. When openings are made in the canopy,
invading brushy plants, if not controlled, can delay
reforestation. Rock outcrop limits the even distribution of
reforestation.
Because the rooting depth is restricted by the hardpan
or bedrock, trees are occasionally subject to windthrow.
Western hemlock, a shallow -rooted species, is more
commonly subject to windthrow than are more deeply
rooted trees.
The main limitations for homesites and septic tank
absorption fields are steepness of slope and depth to
bedrock or the hardpan. A seasonal high water table is
perched above the hardpan or bedrock; therefore,
drainage is needed if buildings with basements and crawl
spaces are constructed. Deep cuts in the Olomount soil
can expose bedrock.
T pability subclass Vils.
17—Everett gravelly sandy loam, 0 to 8 percent
slopes. This very deep, somewhat excessively drained
soil is on terraces and outwash plains. It formed in
glacial outwash. Areas are long and narrow and are
oriented in a northwest to southeast direction. They are
10 to 40 acres in size. The native vegetation is mainly
conifers. Elevation is near sea level to 500 feet. The
average annual precipitation is about 40 inches, the
average annual air temperature is about 50 degrees F,
and the average fro§t-free season is 170 to 190 days.
Typically, thla-&&Lace layer, where mixed to a depth of
about 6 inches, is da-r-k—Ur—own gravelly sandy loam. The
subsoil is dark brown very gravelly sandy loam about 12
inches thick. The upper part of the substratum is brown
very gravelly loamy sand about 5 inches thick. The lower
part to a depth of 60 inches or more is dark brown
extremely gravelly sand. In some areas the substratumis
weakly cemented.
Included in this unit are small areas of Alderwood soils
on till plains, Indianola soils on terraces and outwash
plains, and Ragnar soils on outwash plains. Included
areas make up about 15 percent of the total acreage.
Permeability of this Everett soil is rapid. Available
water capacity is low. Effective rooting depth is 60
inches or more. Runoff is slow, and the hazard of water
erosion is slight.
This unit is used mainly as woodland and for urban
development. It is also used for pasture.
Douglas -fir is the main woodland species on this unit.
On the basis of a 1 00-year site curve, the mean site
Soil survey
index is 141. On the basis of a 50-year site curve, the
mean site index is 111. The mean annual increment at
culmination (CMAI) for Douglas -fir at age 65 is 146 cubic
feet per acre. Among the trees of limited extent are
western hemlock, western redcedar, and red alder. The
common forest understory plants are salal, brackenfern,
red huckleberry, common rose, and Oregon -grape.
This unit is well suited to year-round logging. Logging
roads require suitable surfacing for year-round use. Rock
for road construction is readily available on this unit.
Seedling mortality is the main limitation for the
production of timber. Reforestation can be accomplished
by planting Douglas -fir seedlings. High soil temperature
and low soil moisture content during the growing season
cause a high mortality of seedlings. When openings are
made in the canopy, invading brushy plants, if not
controlled, can delay the establishment of seedlings.
If this unit is used for pasture, the main limitations are
low available water capacity and low soil ferfility. Proper
grazing practices, weed control, and fertilizer are needed
for maximum quality of forage. Supplemental irrigation is
also needed. Periodic mowing and spreading of
droppings help to maintain uniform growth and
discourage selective grazing.
This unit is suited to urban development; however, if
the density of housing is moderate to high, community
sewage systems are needed in places to prevent
contamination of water supplies as a result of seepage
from onsite sewage disposal systems.
This map unit is in capability subclass VIs.
18—Evereft gravelly sandy loam, 8 to 15 percent
slopes. This very deep, somewhat excessively drained
soil is on terraces and outwash plains. It formed in

thoroughly wetted, and consisting chiefly of deep, well -to -excessively drained
sands or gravels. These soils have a high rate of water transmission.
(Moderately low runoff,potential). Soils having moderate infiltration rates
when thoroughly wetted, and consisting chiefly of moderately fine to moderately
coarse textures. These soils have a moderate rate of water transmission.
(Moderately high runoff potential). Soils having slow infiltration rates when
thoroughly wetted, and consisting chiefly of soils with a layer that Impedes
downward movement of water, or soils with moderately fine to fine textures.
These soils have a slow rate of water transmission.
(High runoff potential). Soils having very slow infiltration rates when
thoroughly wetted aihd consisting chiefly of clay soils with a high swelling
potential, soils with a permanent high water table, soils with a hardpan or
clay layer at or near the surface, and shallow soils over nearly impervious
material. These,'soils have a very slow rate of water transmission.
