Description of the Subject Property and Surrounding Area The subject property is located on the northwest corner of Elm Street an 7th Avenue South. There is an existing older single family residence located on the site, along with a detached garage that fronts onto 7th Avenue South. The Applicant intends to add the accessory dwelling unit onto the rear of the existing house. It wi.11 be designed to match the existing residence. Surrounding development is entirely single family residential. B. Official Street Map Proposed R/W Existing R/W East - 7th Ave. S. 60' 60' South - Elm Street 60' 601 C. Zoning Ordinance The subject property is zoned RS-6, as are the adjacent properties. Staff Report CU-14-86 Page 2 The requested conditional use permit does not appear to conflict with the purposes of the Zoning Ordinance or the RS-6 zone. D. Comprehensive Plan The subject property is designated as Low Density Residential The proposed conditional use permit does not appear to conflict with the purposes of the Comprehensive Plan. E. Not Detrimental The proposed use should not be significantly detrimental to the public nor to nearby private property or improvements. A declaration of non -significance has been issued on this project. F. Transferability The permit should not be transferable. G. Conformance to Chapter 20.21 1. Existing Residence - The residence in question has been occupied for a period of at least three years as a single family dwelling. 2. Area Used - The proposed accessory dwelling unit will be attached to the rear of the existing residence. 3. Exterior Changes - The accessory dwelling unit will be built onto the rear of the existing home and will be designed to match the existing residence. 4.
