Item numbers correspond to the line numbers of the letter: Item#5 I met with Mr. Henderson and inspected the items outlined in reference (a), specifically, the ridge beam, the second -floor joist blocking and the shear wall nailing patterns. Ridge Beam Recalculation of the collar ties indicates that a 2x4 HF#2 post between the 2x4 above and the Ridge Beam under each rafter is required. Mr. Henderson placed a 2x4 HF#2 post as required. Floor Joists Since there was no rim joist or solid blocking, solid blocking was installed between each floor joist within 1 foot of the end of the joist. Shear Walls Mr. Henderson opened a section of approximately 8'X8' on the north side of the second floor. The nailing pattern was inspected along a seam between OSB panels and found to be satisfactory. At that time, I asked Mr. Henderson to provide me with a copy of the City of Edmonds Letter, a set of plans for the residence to include floor plans and elevations (if not to scale, then with dimensions). I was also given pictures that were taken during the remodeling of the second floor. I received the above information and plans in a timely fashion. I performed a lateral analysis of the residence (See enclosure 1). 1 also performed a partial gravity analysis of the structure to include the roof, upper floor floor joists and header in the main floor bedroom. Based on the above information and analysis, the following will need to be accomplished: Ridge Beam Laminate 2-2x12 HF#2 beams along side the existing 2x12 HF#2 Ridge Beam using 1-16d @ 6"oc (staggered) and use a 2x4 HF#2 post between the 2x4 above and the Ridge Beam under each rafter. Floor Joists Mr. Henderson to pick a section where the size and type of joists and either the rim joist or solid blocking can be inspected. Then just exactly what does, "Owner shall contact City Building Inspector for inspection — CERTAIN WALLS, FLOORING ETC SHALL BE REMOVED TO EXPOSE CERTAIN ASPECTS OF WORK" mean? This is just another attempt of your office to cause unnecessary problems for me. It's an extension of the do -not -respond order that you gave your staff. Again... how many other residents have you given that order to? You and your staff s attitude is, "Hey, this guy has no authority over us and can't hold us accountable for anything we say and do; and no one reading his letters will hold us accountable either. So just threaten him until he knuckles down. We cando and say whatwe wish." To how many other residents have you denied stating that they would have to open up walls when IN FACT YOU HAVE DONE EXACTLY THAT? You are correct. I do not believe that you are trying to work with me. It's more like you are purposely harassing me. You and your staff have repeatedly lied. You stated that if I have a civil and structural engineer inspect my building project and put their official stamp on the paper, then you would consider that acceptable. That was done by Reed and Associates over a year ago. You were informed that the building was opened up and corrections were made; and that if you wish, Reed and Associates would meet you at the sight before it was closed up. You chose not to, even though it remained open for weeks. Now you're saying that you want to go back to where we were two years ago; and you now want me to again open the building up for inspection. The carport has been looked at many times by your office. It is clearly visible and can be easily seen by driving down the alley. Mike Snook looked at it two years ago. I believe that this is another complication brought about by your order to your staff to not respond to me. I believe that, again, your office is colluding against me on this matter; and I am preparing a paper for the ACLU in regards to it.
