Dear Mr. Feine,
I would like to request permission from the city to allow drainage water from run-off to be
pumped through a 3/4 inch pipe to the curb of the street. The water would flow in small volume
down the street gutter to a storm drain.
The history of the house is that of legal age, built approximately in 1945. When built, the
water run-off was allowed to go directly into the city sewer system. In the late 1980's the city
required that I close off all drainage from run-off directly into the city sewer. My alternatives at that
time as specified by the city were(l) Direct the water out onto the lawn, or (2) Direct it to the street
curb and into the storm drain. I chose to run it onto the lawn. After storms, standing water would
pool in a common area on my property and the neighbors. It would perculate into the soil without
being a problem.
In 1992 a house was built on the neighboring lot. Drainage water accumulation has become
more of a problem since the house was built. Water accumulated to several inches deep over a
large area of my yard this past winter. On two occasions the water level threatened to pour over the
6 inch concrete rise and down the steps into my basement. When the neighboring house was,built
the contractor installed a collection system with a catch basin. He was allowed by the city to pump
water to the street gutter through a 3/4 inch pipe just as I have requested. Since my lot is lower than
the lots on either side, I would like to install a similar system. The alternative of collecting water in
a French type basin to perculate would not work due to the high water table during the stormy
season.
I feel I should be permitted to use the system shown on the drawings for two reasons:
1) At the time the house was built, routing the run-off water into the sewer system was the
accepted method. Houses "grand fathered" into this system are at a disadvantage now.
2) Because the builder of the new house next door was allowed to pump water to the curb
the same method should be available to me.
Water from the neighbors collection system has been pumped to the gutter and flows past
my lot without being a problem. The cost of pumping water directly to the storm sewer in the
middle of maple street would be prohibitive. I would seek a plumbers advice and assistance.

Discharge of storm water from outlets in curbs onto the street surface is not permitted in
the City of Edmonds at this time. You may either extend the gravity drainage system and
place a catch basin where you want to connect to your proposed pump discharge line or
run your pump discharge line down the right-of-way to a downstream catch basin. The
use of outlets through curbs is not permitted due to the hazard of water freezing on the
street from such outlets during cold weather.
