EXISTING CONDITIONS
The existing site contains a small single family residence in the front half of the site.
The back yard is primarily grass with a sharp drop off of the north end of the lot to the
alley.
No surface runoff from offsite areas have any appreciable impact on this property.
UNDEVELOPED SITE
The subject property is moderately sloped with a topographical change from 105.5' at
the SE corner of the subject property to 94' at the NW of the subject property. This
elevation change takes place over a distance of 123', a vertical change of 11.5'over a
distance of 123'with an average slope of 9.35%.

Detention Requirements
The added impervious surfaces are 4,676.5 sq ft. The SBUH analysis will be used to
determine detention requirements. The RDFAC analysis was run for a 36" CMP pipe
with a live water depth of 2' (using a wetpipe design). The analysis indicates a pipe
41.7' in length, with a storage capacity of 208 cu ft is required. Actually a 45' section of
36" CMP will be used with associated appurtenances.
Offsite Drainage

Any offsite drainage would have to come, because of topography, from the property to
the east. However after field inspection and discussions with the neighbor and previous
owner of the subject property no significant runoff comes from the neighboring property.
Downstream Analysis
Surface runoff, both existing and developed, enters an existing catch basin at the NW
comer of the subject property. From this catch basin storm drainage flows are piped
40'to a catch basin on the north side of Howell Way. From this catch basin flows are
piped 200' west to a catch basin manhole, and then again another 200' to a catch basin
manhole in 3rd Ave S. From this point flows are piped 125' north to a catch basin
manhole in 3rd Ave S. From this catch basin manhole flows are directed in a piped
outfall to a ravine through which Shellbarger Creek flows to the wetlands adjacent to the
treatment plant, and eventually to Puget Sound. No where along this route is there an
apparent opportunity for overflow, erosion,
Checkinq Detention Capacity
The detention will provided by a 36" CMP pipe. A section of 36" pipe 45' in length will
provide an average of 5.006 cu ft/ft x 45 = 225.27 cu ft of storage. Additional storage
will be provided by a 48" Type 11 catch basin with restrictor with a live storage depth of
2.225'. The Type I-L catch basin adds 5.778 cu ft/ft x 2 ft. The storage of the entire 36"
CMP detention system is 271.068 cu ft, which is in excess of the required 208 cu ft.

Check Riser Overflow Capaci
The flow to check is the 100 year storm, Qioo = 0.24 cfs. From the formula
QWEIR = 9.739DH3/2 ; where Q is in cfs, D is in feet(dia) and H in feet, an 6 inch riser can
discharge 1.722 cfs. Therefore 0.24 cfs is a conservative discharge.
Adding Flows from the Parking in the Rear to Flows Leaving the Detention System
The allowable release rate from the total site is 0.01 cfs for the 2 yr storm, 0.03 cfs for
the 10 yr storm, and 0.06 cfs for the 100 yr storm. These allowable releases must be
achieved after adding the runoff from each of the storms respectively. The only
exception was for the 2 yr storm, 0.02 cfs would be allowable for this storm after
addition of the runoff from the 4 parkings spaces adjacent to the alley.
The allowable release rates from the upper part of the site would be 0.01 cfs, 0.02 cfs,
and 0.04 cfs for the 2 yr, 10 yr, and 100 yr storms respectively. Then by pure addition
the total release rate would be 0.01 + 0.01 = 0.02 cfs, 0.02 + 0.01 0.03 cfs, and 0.04
+ 0.02 = 0.06 cfs for the 2 yr, 10 yr, and 100 yr storms.
Water Quali
Parking at the proposed condominiums is under cover. A oil/water separator will be
used in the covered parking area through which any surface runoff will pass prior to
being directed to the sanitary sewers.
Ci!y Datum
All elevations have been revised to City datum. The datum base is the sewer manhole
located at the intersection of 4th Ave S & Howell Way.

Subject: Parking Stall Width in Garage
The approved building plans require four parking stalls, one of which is ADA accessible, in the
parking garage at 645 Bell Street. These four stalls can be installed per City Code, but the stripe
dividing the stalls would not fall down the center of the garage door. The garage door opening is
a standard 16 feet wide.
Staff decision is to allow the stalls to be striped with the divider down the center of the garage
door. All four stalls will have an eight -foot entrance, and two stalls will have a total painted
width of eight feet.

Traffic Control in the City ri2ht-of-way limited to alley work only.
Ali signs, barr . icades and related equipment and their use must be in accordance with
Part IV, "Traffic Controls for Highway Construction and Maintenance Operations," of
the Manual'on Uniforin Traffic Control Devices, as prepared by the National Joint
Committee on Uniform Traffic Control Devices'and per the City of Edmonds
Developmental Standards. Reasonable accommodations shall be made for distance
requirements in signage for geometrical conflicts.
Coordination with the City Inspector prior to all work. Particular attention should be
made to the following items:
There shall be at all times reasonable pedestrian and vehicular access to and
egress from the properties adjacent to the project, so far as possible. Contact the
affected homeowners/business owners directly to prevent conflicts. The
Public Safety Department (police and fire), 771-0260 and 771-0215,
Edmonds Public Works Department 771-0235, shall be notified 24 hours
prior to construction. Proper provisions shall be made for public convenience,
safety and travel.
Any asphalt concrete pavements, crushed surfacing, gravel base or water
required for maintaining traffic during the life of the project shall be placed by
the contractor immediately. upon request by the engineer and/or inspector.
All unattended excavations shall be properly barricaded so as to prevent
accidents.
Construction along or across the City right-of-way shall be as per the contract
.documents, City of Edmonds Standards, or as directed by the engineer and/or
inspector.

During early design study conversations with. Gordy Hyde on this
project, * I explained the necessity to work with a driveway slope slightly
greater than the 14% maximum. standard within the City's Development
Code. This is primarily due to the degree of grade change at the north end
of the property, the need to park in that area, and theeffort to maintain
this building as a basement plus two stories. Should it only qualify as a three
story building, the additional requirements significantly reduce the design
quality as it applies to access and usable space. I am requesting that you
permit us to increase�our south driveway entrance slope to 16% . I believe
this to be within the limits of safety and additionally maintains a reasonable
grade during adverse weather conditions. It will also not impair. visibility and
safety while. accessing- Bell Street.. Thank you very much for this
