(1) The house was bought as a Sears and Roebuck home in 1906 or 1907. The front porch roof had collapsed over the years and so the roof structul was replaced in the summer of 1993. The porch deck is intact. The back porch roof remained intact and so only the deck had to be replaced. In addition, the back porch was fully, rather than partial, enclosed in 1993 The body of the house remains the 1907 structure with new wiring, plumbin(. and roof. The original sink remains in the kitchen and the "Round Oak Chief" cooking stove is still in service. (2) The three room shed closest to the house, is joined to the house by a sidewalk. It may have been the original homestead. Two of it's three rooms have old -growth fir flooring. Restoration will permit enough salvage to restore one fir floor. The front garage -type doors were pro- bably used for farm machinery or cars much shorter than those of today. History The Farmstead was brought into being by Elihu James Scalf (1866- 1961), His wife Minnie (1877-1963)who arrived in Edmonds with their daughters, Etta (1894-1985) and a babe in arms, Ada (1.900-1940) from Missouri. They resided in North Edmonds for a time until they pruchased unimproved land in South Edmonds. There were no roads into it. A trail had to be made. The land had already been logged at a time when 22 mills doted the waterfront of Edmonds. Self subsistence farming with the sale of butter, milk, cream, and eggs, was carried on by the Scalfs and many other American families up to the beginning of WWII. Mr. Scalf worked on many of the roads that became the streets of Edmonds, for the cash income of the family. b. Evaluation of Significance The Sears and Roebuck house,(1), was common in the Pacific Northwest as it was in many other parts of the U.S. The old three room structure(#2) is typical of those lived in by early settlers as they built their larger farm homes. The Scalf family resided in the house from the first decade of the 20th century until 1985. The pasture, which con- tained the barn, was sold off after the death of the last family member, The barn was torn down then. The house, grounds, and outbuildings were little changed over those years. HALL MAYOR In reviewing your proposed project to restore an existing garage/shed at 645 Fir Street, a site visit was made by the Acting Building Official and myself on October 20, 1993 to verify the condition of the existing building. It was verified that the building is unsafe and constitutes a hazard to safety, health, and public welfare pursuant to Section 203 of the Uniform Building Code (UBC). It was also determined that the building is nonconforming with regards to setbacks, pursuant to Chapter 16.20 of the Edmonds Community Development Code (ECDC). ECDC Section 1 7.40.020(F) -states that if a nonconforming building is damaged or restored in an amount equal to 50% of more of its replacement cost, the structure must conform to current codes if it is reconstructed. The Building Official has determined that the replacement cost for the building would be $6,286.08 ($16.37 x 384 sq.ft.) per Building Standards, April 1992 edition. The contract bid you have submitted for the project is $5,500.00 (87%) which is more than 50% of the total replacement cost. Therefore, restoration of the garage/shed must conform to the current ECDC code requirements unless it has been identified as a Historic Building per Section 1 7.40.020(C). If the building is listed on the National Register of Historic Places, the Washington State Register of Historic Places, or the Washington State Cultural Resource Inventoryi it could be fully restored in its current location. Because the building is unsafe (UBC 203), it is considered a public nuisance and shall be abated by demolition or repair in compliance with ECDC Chapter 17.40. The Building and Planning Departments are concerned with the safety hazards of this building and wish to see this matter resolved quickly. Therefore, you must either obtain permits and demolish the building, or apply to one of the above noted Historical Building agencies. Should you choose the latter, please submit a copy of the application to this department for our records. You must take such action by November 4, 1993. Failure to act by the aforementioned date shall force this office to take the necessary legal action to abate the building. They resided in North Edmonds for a time until they pruchase( unimprovea land in South Edmonds. There were no roads into it. A trai. had to be made. The land had already been logged at a time when 22 taills doted the waterfront of Edmonds. Self subsistence farming with the sale of butter, milk, creame and eggs, . was carried on by the Scalfs and many other American families up to the beginning of WWII. Mr. Scalf worked on many of the roads tha became the streets of Edmonds, for the-ca5h income of the family. b. Evaluation of Significance The Sears and Roebuck house,(1), was common in the Pacific Northwest as it was in many othar parts of the U.S. The old three room structure(#2 i% typical of those lived in by early settlers.as they built their larger farm homes. The Scalf family resided in the house from the first diacado of the 20th century until 1985. The pasture, which con- tained tha barn, was sold off after the death of the last family member The barn was torn down then. The house, grounds, and outbuildings warG little changed over those years.
