Subject: Traffic concerns at 7th and Maple

In response to your letter of August 21, 1996, as well as phone discussions with you and your neighbors, I
have studied the subject intersection. As you may know, we counted traffic at the intersection between August 21
and September 3, 1996. A synopsis of the traffic counts is attached for your information. The count data obtained
validates my presumption that there is not enough traffic volume to warrant installation of four-way stop signs at
that location.
I investigated the accident history and found that there have been six accidents at that location in the last five
years. After analyzing the incidents, I found that they were all attributable to drivers traveling north and south on
7th Ave. and not stopping or not yielding to traffic on Maple St. The Public Works maintenance crews have since
marked crosswalks and stop bars at that intersection, as well as trimming some trees and adding advance warning
signs for the existing stop signs. Additionally I have contacted the property owner at 215 - 7th Ave. S. to have the
laurel hedge trimmed to increase sight distance.
I had speed counts taken for westbound traffic east of the intersection. I have attached a copy of that
information for your use. As you can see, the speeds in that area are higher than the posted 25 mph, but are not in
the range that would be considered "extreme". I have provided the results of that report to the Edmonds Police
Department for their information. I am'also having the speed counts taken again, to verify the accuracy, as well as
to provide the EPD with a full twenty-four hour count. They may be able to use this information to target specific
times of the day to increase their patrol.
I appreciate your interest and concern with this matter and trust that you find this information useful. It is my
recommendation that no further revisions be made to this intersection at this time. If there are any questions, do not

Attached is a letter from the concerned neighbors on Maple Street. To keep you
updated, I would like to inform. you of our intent to speak at the City Council meeting on
September 17, 1996. We have elected a spokesperson and will be meeting as a group
prior to the 17th do discuss concerns. When I was obtaining signatures for the letter,
everyone I spoke with had similar concerns. Several people said they had already spoken
with you on previous occasions but were unable to facilitate any changes. I have asked
Jeff Jones to provide me with some statistics on collisions at the intersection. I look

Dear Mr. Hyde:
W e, the undersigned, are a group of concerned neighbors requesting your assistance. Our concerns are
related to a traffic problem at 7th and Maple Street. Currently there are stop signs on 7th avenue, but no
stop signs on Maple at that intersection. The intersection lies at the bottom of a steep, well -paved road and
we are not exaggerating to say that vehicles traveling 50 mph and over down this street are not uncommon.
Accidents occur regularly at this intersection. Recently on June 12, 1996 there was a collision, then three
days later on June 17, another accident occurred. Just last week there were two collisions, onerequiring
victim extrication and transport to the hospital (7/14). We are certain your records will verify these and
numerous other accidents.
Our concerns are related to the safety of pedestrians and our children. There are ten sma.11 children within a

three house radius from the intersection. There is great worry amongst us that should a child wander into
<3 the street with vehicles traveling at these speeds a fatality may and most likely would occur.
We would like to request a stop sign to be placed on Maple Street. Also we would like to point out the fact
that both Alder Street and Walnut Street (directly to the South of our intersection) have stop signs placed
in a fashion similar to the one we are requesting. Also, since drivers are required to stop on these streets at
cQ the bottom of a steep hill, Maple Street has become a thoroughfare to downtown Edmonds.

Critical Areas Checklist
The Critical Areas Chec�list contained on
this form is to be filled out by any person
preparing a Development Permit
Application for the City of Edmonds prior
to his/her submittal of a development permit
to the City.
The purpose of the Checklist is to enable
City staff to determine whether any potential
Critical Areas are or may be present on the
subject property. The information needed to
complete the Checklist should be easily
available from* observations of the site or
data available at City Hall (Critical Areas
inventories, maps, or soil surveys).

PERMIT COUNTER
An applicant, or his/her representative, must
fill out the checklist, sign and date it, and
submit it to the City. The City will review -
the checklist, make a precursory site visit,
and make a determination of the subsequent
steps necessary to complete a development
permit application.

With a signed copy of thi's form, the
applicant should also submit a vicinity map
of the parcel with enough detail that City
staff can find and identify the subject
parcel(s). In addition, the applicant is
encouraged to include any other pertinent
information or studies in conjunction with
this Checklist to assist staff in completing
their preliminary assessment of the site.
