DEVELOPMENT IDENTIFICATION Gibson Traffic Consultants (GTC) has been retained to analyze the traffic impacts of the proposed tenant improvement of 650 Edmonds Way from a single-family residence to specialty retail/support space for the adjacent Five Restaurant Bistro. GTC is a professional traffic engineering consulting firm registered and licensed in the State of Washington. This study has been organized in the manner of the SEPA Traffic Impact Requirements for the City of Edmonds for developments generating less than 25 PM peak -hour trips. The proposed 650 Edmonds Way tenant improvement will consist of converting the existing 1,040 square -foot (SF) single-family residence to specialty retail/support space. Although the site has access to 226 1h Street SW; the site address is: 650 Edmonds Way Edmonds, WA 98020 The proposed tenant improvement is anticipated to be operational by the middle/end of 2012. The property currently is served by the existing access onto 226 th Street SW. No change in access is proposed. TRIP GENERATION Trip generation rates were obtained from the Institute of Transportation Engineers (ITE) Trip Generation, 8 th Edition (2008). The average trip generation rates for ITE Land Use Code (LUC) 814, specialty retail, and ITE LUC 210, single-family residential, have been used for the trip generation calculations. The specialty retail land use is being utilized for the office/support space for Five Restaurant Bistro since the space will be an extension of the existing restaurant, which is part of an existing strip. 'mall. The specialty retail land use is typically used for strip mall type developments to allow' for flexibility so that a traffic analysis is not required with every change in use or tenant improvement. The specialty retail land use was utilized for the tenant improvement of the Five Restaurant Bistro, restaurant is an acceptable use under the ITE Land Use Code 814; therefore, the specialty retail use should also be applicable for this change in use. The City of Edmonds. Road Impact Fee Table shows that 55% of the trips geinerated� by developments utilizing ITE Land Use Code 814 are new trips, equivalent to a pass -by reduction of 45%. This pass -by reduction has been applied to the daily, AM peak -hour and PM peak -hour trip generation calculations. The conversion from a single-family residence to 1,040 SF of specialty retail tenant improvement is anticipated to generate 15.8 net new ADT, with -0.33 net new AM peak -hour trips (0.07 inbound/-0.40 outbound) and 0.54 net new PM peak -hour trips (0.04 inbound/0.50 outbound). The trip generation is summarized in Table 1. TRAFFIC IMPACT FEES Traffic impact mitigation payments to the City of Edmonds are based on Edmonds Road Impact Fee Rate Study Table 4, Impact Fee Rates. The impact fee rate table that was adopted in 2004 is to be used for determining the credit for a previous use permitted prior to September 2004. This would apply to the single-family residence for the existing credit. The new impact fee rate table adopted in 2009 will be used for the specialty retail. The traffic mitigation fee calculation for the 650 Edmonds Way tenant improvement is summarized in Table 2.
