McComas, Fire Marshal Z�' C Subject: Anderson Center, stair handrail detail and stair modification Exit Modification: • The installation of the additional door at the bottom of the south stair will provide the desired security for the day care center. • The door swing is not situated for exit from the basement to the first level. • Hardware on this door must not require any special knowledge or a key. • Existing fire sprinkler coverage is acceptable without modification. • Because this modification creates a new problem; the potential of a locked door at the bottom of the stair, it seems logical to require a barrier at the top of the stair, leading to the new door. This is the same location of the existing gate but is now in conflict with the modifications to the handrail. Box 6325 a Bellevue, Washington 98007 e (206) 881-7900 REPORT OF SOILS INVESTIGATION PROPOSED EDMONDS/SNO-ISLE REGIONAL LIBRARY EDMONDS, WASHINGTON INTRODUCTION The results of our soils investigation for the planned Regional Library in Edmonds, Washington are presented in this report. The site is located between Main and Dayton Streets and east of Durbin Street adjacent to the Anderson Cul- tural and Leisure Center. The east end of the site abuts this building. The project to be constructed on two levels consists of a centralized building and adjacent parking areas. The lower or. "library" level of the build- ing will consist of the main library with its associated offices, lounges, rest - rooms, and display area. The upper or "plaza" level will consist of a large meeting room, mechanical room and kitchen in addition to. a public plaza. Covered parking would be provided at the east end of the library building. Additional library level parking would be located along the west end of the project site. I Locations of the library building and parking areas are shown on the Site Plan, Plate 1. We understand that maximum total design column loads for the new construction will range up to about 750 to 800 kips. Column spacing will be on the order of 34 feet. Wall loads are expected to be about six kips per lineal foot. The planned elevation for the plaza is 147 feet. The library level floor elevation will be 130 feet. SCOPE The purpose of our work is to explore and evaluate soil and ground water conditions as a basis for developing recommendations for those design elements' affected by subsurface conditions. Our scope of work includes the following geotechnical engineering services: 1. Exploration and evaluation of fill and natural soils underlying the site. GeoEnglneers, Inc. City of Edmonds January 30, 1981 Page Two 2. Definition of pertinent engineering characteristics of the foundation support soils. 3. Design bearing value recommendations for continuous and spread footings. 4. Estimation of the magnitude and rate of settlement for foundations de- signed and installed as recommended. 5. Evaluation of the potential impact to the adjacent existing building from below grade and construction along the east side of the planned library structure. 6. Recommendations for cut slope or retention structures, as appropriate. 7. Recommendations for design lateral pressures and drainage facilities for the permanent retaining walls. 8. Evaluation of existing fills which may remain after site grading and recommendations for upgrading or replacing these fills as appropriate. 9. Recommendations for floor slab and pavement support. - A field investigation program consisting of six borings drilled to depths ranging between 911 to 2911 feet below the ground surface was accomplished on December 24, 1980. The general locations of the explorations are shown on Plate 1. Details of the field explorations and laboratory testing of soil samples are presented in the Appendix. Elevations used in this report refer to City of Edmonds datum, Mean Lower Low Water (MLLW) equals Elevation 0.0. SITE CONDITIONS SURFACE CONDITIONS The area proposed for the structures is presently occupied by a playfield and tennis courts situated on two grade levels. It is likely that prior to the present development, the natural ground surface sloped downward toward the west at a relatively uniform slope as do the adjacent Dayton and Main Streets. In grading to the present ground levels, some cutting and filling of ---the native soils probably occurred. GeoEnglneers, Inc. City of Edmonds January 30, 1981 Page Three SUBSURFACE SOIL CONDITIONS Native soils underlying the planned development consist of glacial alluvial deposits which accumulated during and before the last episode of glaciation which affected this region. These deposits have been preconsolidated by the weight of several thousand feet of glacial ice. Generally, the site is underlain by a rela- tively uniform deposit of medium dense to dense fine to medium sand. In Borings I and 2, a layer of dense sandy gravel of 4 and 10 feet in thickness, respectively, was encountered within the sand deposit. All of the borings except Boring 6 re- veal fill soils of varying consistency which range from 1 to 8 feet in depth below the asphalt surfacing. The presence of fill at these locations corroborates our expectations of a prior cut and fill operation to establish existing site grades. The native undisturbed subsurface soils exhibit relatively low compressibility and high permeability and will provide satisfactory support for properly construc- ted shallow foundations. The moisture content of the soils are generally damp to moist. Ground water was not encountered in any of the six borings. Although we would not expect ground water to present difficulties within the depths of excavation at any time, seasonal variations of the ground water level are possible. Further information on the field phase of this investigation, including graphic presentations of the boring logs, is presented in the Appendix to this re- port. SITE PREPARATION, GRADING AND FILLING We understand that the lowest finished floor will range between about Eleva- tion 130 and 135 feet. Therefore, the eastern one-half of the site should gener- ally be cut into native undisturbed soil. In the western portion, there may be areas where fill is present below the subgrade elevation. If the depth of residual fill exceeds about one foot below grade, we recommend that it be excavated and re - compacted in lifts as structural fill. All asphalt, concrete, debris and organic soils should be* removed from the site. The exposed subgrade, including existing fill less than one foot thick, GeoEnglneers, Inc. City of Edmonds January 30, 1981 Page Four should then be rolled such that the upper 12 inches of soil are compacted to at least 95 percent of the maximum, dry density as determined by AASHTO Compaction Test Procedure T-180. Any new fill required within the building area, beneath paved surfaces and slabs -on -grade, and backfill for subgrade walls should be placed as structural fill. The suitability of various soils for use as compacted structural fill de- pe'nds on the gradation and moisture content of the soil when it is placed. Soils containing greater than about five percent fines content (that portion of the soil passing a U.S. Standard No. 200 sieve) become increasingly sensitive to changes in the moisture content during compaction. Therefore, the compactibility of the soil becomes more difficult unless the moisture content is maintained at or near the optimum moisture content. In general, the on -site -soils -disclosed in our borings contain less than five percent fines based on a visual assessment. When these soils are placed and compacted as structural fill the moisture content should be maintained within two percent of optimum. Moisture content determinations on representative samples indicate the soils may require some moistening prior to compacting. Structural fill should be placed in loose lifts not exceeding eight inches in total thickness and compacted at a moisture content within plus or minus two per- cent of optimum. Lumps of soil and rocks larger than six inches in diameter or deleterious debris such as organic soils, roots, wood, asphalt, and concrete chunks should be excluded from structural fill. Individual lifts should be compacted using appropriate compaction equipment, making sufficient passes to achieve the degrees of compaction recommended in sub- sequent paragraphs. The on -site granular soils may be most efficiently compacted by a large self-propelled, smooth drum vibratory roller. The use of smaller towed or hand equipment may require increasing the number of passes over an area, reduc- ing the loose lift thicknesses or a combination of both, GeoEngineers, Inc. City of Edmonds January 30, 1981 Page Five Structural fill should extend at least five feet beyond the limits of the structure and/or all traffic ways, then down and out to the existing surface. For fills, a final slope of 2:1 (hor izontal to vertical) should yield a stable backslope and allow proper compaction. We recommend that GeoEngineers, Inc. be present during structural fill placement to observe the work and perform representative in -place density tests to verify compliance to the compaction specifications. We recommend that the sides of temporary excavations be sloped not steeper than 11�:l (horizontal to vertical). CONCLUSIONS AND RECOMMENDATIONS FOUNDATIONS The native in situ soils will provide satisfactory bearing support for the proposed structures. In our opinion,,rMt. % -_69-S o-!7ZT. ig� �V� ;p' and a depth of embedment of at least 1.5 feet below the lowest adjacent finished.grade. These footings should be set at least 12 inches into undisturbed native soil. For foundations designed and constructed as recom- mended, ai s n o per square foot may be used. This value applies to the sum of all dead and long-term live loads, exclusive of the weight of the footing and any backfill above the footing. This bearing value may be increased by one-third for wind or seismic loads. We estimate the magni- tude of settlement will not exceed one -quarter of an inch and would occur rapidly as loads are applied. The allowable soil bearing pressure for spread footings at column locations varies with the width and embedment depth of the footing. We estimate that settlements under maximum expected column loads will not exceed 3/4 of an inch. Differential settlements may approach this magnitude between adjacent columns or between a column and a wall footing where there is a major difference in total loads. These settlements will occur rapidly as loads are applied. In some areas it may benecessary to overexcavate below planned footing subgrade levels in order to attain adequate embedment into undisturbed native soil. In these areas, the footings may be extended to the bearing surface or the excavation can be backfilled with a lean concrete mix to the design footing level. If adjacent footings are located at different elevations, the difference between their base elevations should be no greater than the clear distance be- tween them. Because of the relatively high soil bearing values provided, we do not recommend supporting any footings on structural.backfill. In preparing the footing subgrades, care should be taken to avoid loosening or disturbing the subgrade soils. Loosened soils should be removed from the excavation. The prepared footing subgrades should be observed by a representa- tive of our firm to determine the character of the soil and to verify that condi- tions are consistent with the soils anticipated from our borings. FLOOR SUPPORT The planned floors may be supported as slabs -on -grade. The in situ native clean fine to medium sand should provide an adequate capillary break. However, we recommend a moisture barrier be provided between the soil and slab -on -grade. The exposed subgrade soils should be rolled so that the upper 12 inches are com- pacted to at least 95 percent of the maximum dry density (AASHTO T-180). Any soft or loose zones detected during the prerolling that cannot be compacted should be removed and replaced with clean granular soil. GeoEngineers, Inc. City of Edmonds January 30, 1981 Page Seven PARKING AND PAVED AREAS The designated parking areas should be stripped of loose surficial and organic soils. The exposed soils should -be -rolled such that the upper 12 inches 96 are compacted to at least 9X percent of the maximum dry density (AASHTO T-180). Any structural fill required to achieve parking subgrade should also be compacted as specified. We recommend a pavement section consisting of a 4- to 6-inch thick crushed a rock base coarse compacted to 95 percent of maximum dry density with a 2-inch thick asphaltic wearing surface covering the base coarse. In heavy traffic areas, we recommend increasing the asphaltic thickness by one inch. LATERAL EARTH PRESSURES ON SUBGRADE WALLS Lateral soil pressures on subgrade or foundation walls backfilled on one side only will depend on the degree of compaction and amount of lateral movement permitted at the top of the wall during backfilling operations. If walls are free to yield at the top, soil pressures will be less than if the movement is limited by the stiffness of the wall or by bracing afforded by interior walls or upper floor slabs which are constructed prior to.backfilling. Using a recommended back - fill compaction of 95 percent of maximum dry density (AASHTO T-180) and using clean sand or sand and gravel, we recommend an equivalent fluid weight of�� (pounds per cubic foot) and V 11� 91. These equivalent fluid weights are based on an assumption of a level backfill and allow for no buildup of hydrostatic pressure behind the wall. Any effective surcharges, such as floor loads, should also be included. For uniformly di.stri-' buted loads applied on the fill surface behind the wall, a corresponding uniformly distributed lateral soil pressure equal to 30 percent of the surcharge should be added to the lateral soil pressures. In order to prevent a buildup of lateral soil pressures in excess of the above design pressures, overdompaction of the backfill should be avoided. We recommend accomplishing this by placing backfill located within 18 inches of the wall in loose lifts not exceeding eight inches and compacting with a hand -operated or small self-propelled vibrating plate. GeoEngineers, Inc. City of Edmonds January 30, 1981 Page Eight In'order to avoid a buildup of hydrostatic pressures behind the wall, we recommend installing foundation drains consisting of smooth -walled slotted plas- tic or PVC pipe installed at least 111 feet below finished floor grade. The drain lines should be completely embedded in clean sand and gravel or pea gravel. Roof drains should not be connected to foundation drains. Back fill adjacent to the basement walls should consist of clean granular soil. The on -site fine to medium sands and sandy gravels may be used for ibis pu rpose. EXCAVATION FOR THE EAST PARKING STRUCTURE WALL We understand that the east parking structure wall will be located approxi- mately nine feet west of the existing school building. The planned'depth for the wall footing base is nine feet below the existing school building floor slab grade. We have been advised that the west wall footing of the existing building is founded five feet below the floor slab. Based on this information, we con- .clude that it will be possible to excavate for the parking structure wall footing without undermining the existing building footing. However, extreme care must be taken not to extend the excavation beyond a 1:1 (horizontal to vertical) plane extended from the base of the existing building wall footing downward toward the library site. Additionally, as previously mentioned, the overall excavation slope should not be cut steeper than 1�:l (horizontal to vertical). An excavation of this configuration will result in removal of soil from the face of the stem wall between the existing footing and the school building wall. This will not be detrimental so long as the stem wall is a continuous structure. If there should be gaps in the stem wall, loss of support of the school building floor slab could be experienced. We recommend that a more precise determination of the configuration and elevation of this wall footing be made in the initial stages of site excavation. If this determination reveals conditions different than indicated above, we should be retained to review the requirements for this excavation. GeoEnglneers, Inc. City of Edmonds January 30, 1981 Page Nine DRAINAGE CONSIDERATIONS Our borings did not reveal the presence of ground water. Although seasonal ground water fluctuations are possible, we do not anticipate ground water levels within the depths of the planned excavations. Additionally, the nature of the native subgrade soils is such that drainage of subsurface water by infiltration should be fairly rapid. Surface water runoff may be adequately handled by a well -designed storm water system with catch basins in the lower elevation areas. We recommend that the exterior ground surface adjacent to the structures be sloped away from the building to prevent ponding of water. USE OF THIS REPORT AND WARRANTY We have prepared this report for the City of Edmonds and their architects and engineers for use in design of a portion of this project. The data and report should be provided to prospective contractors for their bidding or estimating purposes; but our report, conclusions and interpretations should not be construed as a warranty of the subsurface conditions. If there are changes in the loads, grades, location, configuration, or type of construction for the planned development, the conclusions and recommendations presented may not be applicable. If design changes are made, we request that we be given the opportunity to review our conclusions and recommendations and to pro- vide a written modification or verification. When the design has been finalized, we recommend that the final design and specifications be reviewed by our firm to see that our recommendations have been interpreted and implemented as intended.
