Dear Ms. McCoy: Our firm represents the City of Edmonds regarding the performance bond given by your company to Prime Construction Company in connection with a public works project in the City of Edmonds -for construction of the Edmonds library. Since the building was occupied by the City in September of 1982 there has been a continuous problem with leaks and efflorescence. Since that time the architect, Mr. Cliff Jackson and Mike Summers of Prime Construction have attempted to resolve the problem. Each blames the other for the problem, and the City con- tinues to suffer from a building which is not acceptable because of the above -mentioned defects. As the bonding compnay for Prime Construction, you will be involved in any future litigation concerning this matter. Therefore, I would earnestly recommend that you use whatever influence you have to help resolve the problem. If not, the City will have no choice but to seek appropriate remedies from those responsible, includ- ing your company. N Paula M. Show the centers of mass and rigidity at roof and plaza level in seismic calculations. Calculation sheets L3, L3A, L12, and L13 are not clear. What are the required eccentricities for torsion? 2. Show calculations for floor and roof diaphragms. What is the tension stress at the floor edge in the diaphragm? 3. The base shear equation, UBC EQ. 12.7 (triangular distribution of base shear), may be applicable only for more than two story buildings. Check seismic shear at the plaza level by an assumption that the force at the floor is proportional only to the mass of that level. 4. Calculation sheet F-1 should show service and factored dead and live loads. Show allowable soil bearing pressure for each footing. 5. Footing reinforcing should provide a minimum amount of steel equal to the temperature and shrinkage reinforcement required by the ACI 7.12. 6. The minimum footing thickness should be 1011 according to ACI 15-7. Revise footing thickness as required. 0 0 0 Mr. Hal Reeves June 15, 1981 Page 2 7. Submit column design calcuations. The following cases shall be considered for the column design: a. Column eccentric moment due to off -set center lines of column and beam. b. Moment due to beam torsion caused by eccentric floor loading. C. Check ACI 8.9.2 for arrangement of LL. 8. Show complete calculation for columns at grid lines F1 and G1 and for beam B17 at lines F and G. Show section through beam B17. If you have any questions concerning our comments, please contact us. You instructed me to use Appendix C, Minimum Plumbing Facilities, listed in the Uniform,Plumbing Code, and to use a clarification,of public building as to the type of building occupancy. At this time it is anticipated the library will be approximately 20,000 square feet. The library staff anticipates an average maximum number of 150 people at one time; this woul.d include 75 people in the library and 75 people in the auditorium. Using the occupancy classification of public building, the following minimum plumbing fixtures would be required. Water Closets 6 fixtures per 111-150 people.
