We have examined the 19 remaining sewer connections * referred to this
department, and have the following recommendations. to Mal<-e:
1) 213 Elm Street (T)imick)
The existing residence is too loi�,T to reach the s'ewer in' Elm Street,
and it would be difficult to construct a sewer to Second Avem"Ie.: It is'
-recommended that a waiver be granied'subject to proper functioning of the
septic system, pending the development of property adjoining'Second
Avenue, wherein a combined sewer arrangement wotild alloi,,, this residence
to make connection.
2) 931 Nain Street (Nelson)
Mis property can connect to the sanitanr sewer, however, the soil
conditions adj.acent to the.sci%ror lateral at Hiin Street indicate potential

Iliere exists a problem related to utility casements and the estate.

that a waiver be grantedsubject.to completion of the utility casement,
proper functioning of the septic system, and no further development of the
property until sewer hookups are provided.

walk improvements. It is recommended that a waiver be granted.unti.1 the

The present. restroom. - is more than 200 ft. from the sewer arid. is below
the sewer elevation. It is recommended that a * waiver he granteJ subject to
proper functioning of the septic system. Also, any -changes to the pli.unb-
ing which would expand the use (or should other regulations outside' tile
City -apply) , a pump. should be installed and connection made to the trunk
sewer running through7the Parh playfield.

SUBJECT: Impending Notice to Connect to Sanitary Sewers
Dear Resident:
With the completion of the newly constructed sanitary
sewers in the vicinity of your residence, the City will be re-
quiring you to make connection to the appropriate sanitary sewer
system adjacent to your property in the near future. By ordin-
ance, residents adjacent to a sewer main are required to connect
within 60 days of the official notice. Notices will be sent to
all properties in this area when the final assessment roll hear-
ing has been completed on Local Impr . ovement District 191. This
should take place within approximately 30 days.
Since your property was not located within the Local
Improvement District, you will be charged a sewer connection
charge in lieu of a L.I.D. assessment. This letter, the . refore,
is to advise you of the impending notice and to allow you
additional time to complete.your sewer hook-up.
You may, at any time after this date, connect to
sewers by paying the charges indicated at the bottom of this
letter to the Public Works Department, 200 Dayton Street, Edmonds.
If you have any questions on this matter, please do not hesitate

to force the issue. At Mr. Bennett's request, we verbally
granted a 30 to 60-day extension. After 30 days had expired,

said a little more �imq was required. Therefore, I will

4. Lynda Zarelli Trejo - 19.411 80th Avenue West - On 4/29/76, Ms.
Trejo submitted.a letter to the Mayor requesting an extension
to the end of May. On 5/5/76, a certified letter was sent
granting an extension to 5/31/76; On 6/3/76, connection had not
been completed; therefore, water service was terminated. After

the home owners called the office, we granted an extension t6
6/11/76 since the ditch was dug and they were purchasing the
pipe that day.

Therefore, we referred his legal description to Engineering
on 4/14/76. On 4/27 we received the new connection fee in

Way is required. A certified letter was sent 4/30 informing
Mr. Small of the connection fee andrequired he contact our
office by S/6/76. Mr. Small then directed a letter to the Mayor
on 5/7 requesting an extension. By Ron Whaley's directive, we
sent a certified letter on 5/19 granting a 90-day extension
until 8/lS/76.

6/7, the correct connection fee is $813.80. The Cooper's are
aware of this charge since it is stated in their agreement with
the Lowery's.
2. Virginia Evans C-77i!5 Was in the process of
selling property to a builder who was to construct a 19-unit
.apartment and had an extension to 6/l/76. Ms. Evans called
5/26 and explained the sale of the property had fallen through.
However, she plans to build on the property. She called again on

6/4 asking for an extension and was told to direct a letter
to the Mayor. According to Judie, Ms. Evans' letter was
received 6/7 and will be forwarded to us shortly.

has had several contacts with Mr. Dimmick re this connection.
On 5/18 Leif called me stating a waiver may be granted if

will recheck with Leif 6/18/76 re the status of connection.

our initial letter of 2/13/76. However, Engineering believes
a LID might be initiated in this area. Therefore, we are
awaiting a decision or reply from Engineering. We will recheck
6/30/76.

records., the Sewer Department has -now completed 1,504 dye tests. Of
these 1,504, seven properties, previously indicated D.T.O.S., were found

July.

property, yet they still question why. They also question why they

system.

and contacting the Ayres and Upthegroves personally. We would also
appreciate receiving copies of any correspondence sent to them so that
we may keep our,files updated.

The matter of your sewer connection at 6502 - 170th Place S.W.
has been investigated by the City of Edmonds Engineering Department
and a conclusion has been formulated.
Your house is within 200 feet of the sewer main and is not below
the sewer main elevation. Therefore, the City of Edmonds will still
require connection of your property to the 'sanitary sewer system.
You are hereby instructed to make the necessary sewer connection
within sixty (60) days from the date of this letter. If the connection
is not completed within this time, water service to the subject property
will be terminated as outlined in City Code 11.16.240.
Requirements for obtaining a Side -Sewer Permit are a plot -plan
drawing of the proposed connection, the legal description for the prop-
erty, and payment of the $1,404.50 connection fee. Side -Sewer Permits
may be obtained at the City of Edmonds Public Works Department, 200
Dayton Street, Edmonds, between the hours of 8:00 a.m. and 5:00 p.m.,
Monday through Friday. Since the connection of your property to the
sewer requires entering the roadway, an Invasion of Right -of -Way Permit
must be obtained from the City of Lynnwood, 19100 - 44th Avenue West.

SUBJECT: Impending Notice to Connect to Sanitary Sewers
Dear Resident:
1. With the completion of the newly constructed sanitary
sewers in the vicinity of your residence, the City will be re-
quiring you to make connection to the appropriate sanitary sewer
system adjacent to your property in the near future. By ordin-
ance, residents adjacent to a sewer main are required to connect
within 60 days of the official notice. Notices will be sent to
all properties in this area when the final assessment roll hear-
ing has been completed on Local Improvement District 191. This
should take place within approximately 30-days..
Since your property was not located within the. Local
Improvement District, you will be charged a sewer connection
charge*in lieu of a L.I.D. assessment. This letter, therefore,
is to advise you of the impending notice and to allow you
additional time to complete your sewer hook-up.
You may, at any time after this date, connect to
sewers by paying the charges indicated at the bottom of this
letter to the Public Works Department, 200 Dayton Street, Edmonds.
If you have any questions on this matter, please do not hesitate
to contact us.
