The regular meeting of the Architectural Design Board was called to order at
7:45 p.m. by Chairman Warren LaFon in the Plaza Meeting Room of the Edmonds
Library.

Chairman LaFon opened the meeting by explaining the purposes for and procedures
and guidelines used by the Architectural Design Board.

Chairman LaFon requested the Roll Call by the Recording Secretary. This was
done with attendance as stated above noted.

CORRESPONDENCE
Correspondence had been received from Service Marine to be added to the Agenda.
It is in the same building as Agenda Item ADB-41-83 and Mr. Lewis requested it
be added to the Agenda immediately following Agenda Item ADB-39-83. MR. PEDER-
SON MOVED, SECONDED BY MR. PARSONS THIS ITEM BE ADDED TO THE AGENDA IMMEDIATELY

ADB-76-82 M/M ROKKE - Review of alternate site layouts for fourplex at
T5-F7-- -5th Avenue S. (RM-1.5)
This applicant is returning with alternate plan layouts as re-
quested by the Board.
Mr. Lewis exhibited the designs Mr. and Mrs. Rokke had pre-
sented. Exhibit A proposes to access off Seamont Lane to
the underground parking and exit onto 5th Avenue. This would
require improvement of Seamont Lane up to their East property
line. It would be necessary to overlay that but there would
be no dedication necessary and the building originally designed
would fit within the setbacks described.
Another alternative, similar to that which would have been
proposed in April, would be to establish ingress and.egress
via 5th Avenue; there would be no obstruction to Seamont Lane
and no improvements on Seamont Lane required.
The applicants are seeking guidelines from the Architectural
Design Board relative to design of the building.
The third Alternate, C, proposes widening Seamont Lane, ele-
vating it to the standard 24 feet for ingress and egress from
that point with no access via 5th Avenue. This alternate would
require some changes in the proposed plan, namely, a dedication
would be necessary, the building size would be reduced from four
to three units and this would place the building approximately
5-6 feet into their front yard setback.
concerns have been expressed by residents along Seamont Lane
with relation to blocking Seamont Lane during construction, as
well as access off that Lane. Please refer to letter of March
30, 1983 to the Architectural Design Board from Mr. and Mrs.
Gordon Harnall.
A meeting was scheduled by the residents for the purpose of
resolving their concerns.
Mr. Walt Sellers, Attorney representing Mr. and Mrs. Rokke,
stated that of the three proposals, Alternatives A and B
would be preferable to the applicant, rather than Alternative
C. He pointed out that Alternative B seemed to offer a sol-
ution to the residents' concerns by eliminating traffic from
Seamont Lane entirely for this particular project; also no dis-
ruption due to improvement of the Lane required by both Alter-
natives A and C.
Jesse Long, Seamont Lane,.stated that Alternative C would more
completely resolve the concerns of the residents.
Mr. Hintz asked how many parking stalls would be involved in
this project; there would be eight parking stalls.
Mr. Parsons requested information regarding the height of the
structure; Mr. Lewis replied that the height of the building
would remain the same in all three Alternatives.
Mr. Parsons commented that Alternative B appeared to be the
most feasible of all presented.
Kenneth Gilmore, 556 Seamont Lane, expressed concern regarding
changing the elevation of Seamont Lane.
Susan Butler, 554 Se'amont Lane, posed the question whether
residents had right of ingress and egress on Seamont Lane.
The Board replied that all residents have an easement of
access to the Lane.

a. Property owners must obtain a permit to install side sewers on
their property. A licensed side sewer contractor must be employed to
construct side sewers in the public' right-of-way.
X1 b. The side sewer contractor assumes full reponsibility for each
installation for one year..
c. Commercial establishment requires a minimum of a six inch (6")

side sewer line.
d. Side sewers may not be installed closer than thirty inches (30")
to any structure.

e. Side sewer lines must be laid at a minimum grade of 2% (1.15
and maximum grade of 100% (450). 0
f. No turn in side s8wer greater than 4-5 (1/8!bend) is 0 allowed
between cleanout. All 90 turns must be constructed of a 45 (1/8
bend) and wye with removable cap.
g. No down spouts, footing drains or floor drains can be connected
to side sewer system.
h. Pea gravel is required for bedding when installing sewer linei
through other than granular soil.
i. Cleanouts are required at 30"-60" from each plumbing exit line
and at minimum intervals of 1001 along sewer 'line run.
j. Trenches within City right-of-way must be restored to original
conditions. Contractors shall be responsible -for ri . ght-of-way failure
due to poor compaction of fill.
k. Side sewer must be left uncovered until inspected and approved
by the City.
