I understand that you have been communicating with Pam Lemcke in our City of Edmonds -
Engineering Division and Jesse Perrault in the City of Lynnwood Public Works Department
regarding connecting your property at 6502 170'h Place SW and your neighbor's property at 65 10
170'h Place SW to the sanitary sewer system. The purpose of this letter is to advise you as to the
options available for you and your neighbor to connect your properties to the sewer system.
There is a City of Lynnwood sanitary sewer main located in the Olympic View Drive (OVD)
right-of-way adjacent to your property. The City of Edmonds has a sanitary sewer manhole
located in the cul-de-sac at the southwest end of 170'h Place SW, from which a City of Edmonds
sewer line goes across the private property at 6518 1700'Place SW and connects/discharges to the
City of Lynnwood sanitary sewer main in OVD, adjacent to 6518 170 1h Place SW, We also have
a City of Edmonds sanitary sewer main at the northeast end of 170'h Place SW that runs from
OVD to approximately the southeast comer of the 6431 170fl, Place SW. These sewer mains are
shown schematically in the enclosed drawing.
I also understand that you have been informed by the City of Lynnwood of their policy not to
allow private properties within the City of Edmonds to connect directly to a Lynnwood sewer
main if there is a reasonable alternative available to connect to a City of Edmonds sewer main.
The following are the options we see for you and your neighbor to connect your properties to the
sanitary sewer system. All of.these options will result in a connection to a City of Edmonds
sewer main.
OPtion I - This option involves the installation of a private 6 inch diameter sewer line along the
southeast edge of your property and the properties at 65 10 and 6518 170'h Place SW to connect
your property and your neighbor's property to the City of Edmonds sewer line that crosses 6518
1700'Place SW. The connection to the Edmonds main would be located on private property,
outside the Lynnwood OVD right-of-way. You and your neighbor would be required to contract
for and pay for this work yourselves. This option would require you to obtain an casement from
your neighbor at 6510 1700'Place SW and both you and your neighbor to obtain an easement
from the owner of 6518 170'h Place SW. However, we would expect this option to be
considerably less costly for you than the other options available, and it can be done independently
of the City of Lynnwood OVD improvement project.

O,Dtion 2. The second option would be for you and your neighbor to connect your properties to
the same City of Edmonds sewer line that crosses 6518 170'h Place SW, but to do so via a City of
Edmonds owned sewer collector and laterals installed in the OVD right-of-way. The connection
to the Edmonds main would be located in the Lynnwood OVD right-of-way. You would still have
to pay for this option, either up front or through a sewer special connection fee. We would want
this work to be done before or in conjunction with the OVD improvement project to avoid cutting
into the new sidewalk, road, etc. after they are constructed. We expect that this option would be
considerably more expensive than Option I because it would require a larger (8 inch diameter)
line and installation of a new manhole, and, if installed in conjunction with the OVD
improvement project, involve more expensive prevailing wages that are required for public
contracts.
Qption 3. The third option is for you to extend the City of Edmond& sewer main in 170'h Place
SW and connect your properties to this extended sewer line. Subject to verification of elevations
of the existing sewer main, we believe this would also require you and your neighbor to install
sewer grinder pump assemblies and pump your sewage to the extended sewer main. This option
is also expect ' ed to be considerably more expensive than Option 1. Im addition, a grinder pump
assembly involves ongoing maintenance and reliability issues to consider.
All of the above options Will require payment of City of Edmonds sewer connection fees and
require Edmonds and/or Lynnwood permits.
We would encourage you to seriously consider Option 1, because we expect it will be
significantly less costly for you than the other options and because it can be implemented
independently of the City of Lynnwood OVD improvement project. However, if you choose to
pursue Option 2, which involves installation of a sewer line in the OVD right-of-way, please
advise us and the City of Lynnwood right away, as the work will need to be coordinated with the
Lynnwood,OVD improvement project.

SW for information.

The matter of your sewer connection at 6510 - 170th Place S.W.
has been investigated by the City of Edmonds Engineering Department
and a conclusion has been formulated.
Your house is within 200 feet of the sewer main and is not below
the sewer main elevation. Therefore, the City of Edmonds will still
require connection of your property to the sanitary sewer system.
You are hereby instructed to make the necessary sewer connection
within sixty (60) days from the date of this letter. If the connection
is not completed within this time, water service to the subject property
will be terminated as outlined in City Code 11.16.240.
Requirements for obtaining a Side -Sewer Permit are a plot -plan
drawing of the proposed connection, the legal description for the prop-
erty, and payment of the $S71.64 connection fee. Side -Sewer Permits
may be obtained at the City of Edmonds Public Works Department, 200
Dayton Street, Edmonds, between the hours of 8:00 a.m. and 5:00 p.m.,
Monday through Friday. Since the connection of your property to the
sewer requires entering the roadway, an Invasion of Right -of -Way Permit
must be obtained from the City of Lynnwood, 19100 - 44th Avenue West.

SUBJECT: Impendin& Notice to Connect to Sanitary Sewers
Dear Resident:
With the completion of the newly constructed sanitary
sewers in the vicinity of your residence, the City will be re-
quiring you to make connection to the appropriate sanitary sewer
system adjacent to your property in the near future. By ordin-
ance, residents adjacent to a sewer main are required to connect
within 60 days of the official notice. Notices will be sent to
all properties in this area when the final assessment roll hear-
ing has been completed on Local Impr . ovement District 191. This
should take place within approximately 30 days.
Since your property was not located within the Local
Improvement District, you will be charged a sewer connection
charge in lieu of a L.I.D. assessment. This letter, therefore,
is to advise you of the impending notice and to allow you
additional time to complete.your sewer hook-up.
You may, at any time after this date, connect to
sewers by paying the charges indicated at the bottom of this
letter to the Public Works Department, 200 Dayton Street, Edmonds.

Latecomer agreements shall be agreements executed pursuant to'the
laws of the State of Washington as codified under RCW Chapter
35.91, where the City may contract with owners of real estate for
the construction of water and sewer facilities serving the
property, which property is located within the City or within 10
miles from the corporate limits and where the City may provide a
fair pro rata share of reimbursement to the owners from persons
who subsequently share in the use of such facilities after they
are dedicated to the City.
18.10.010 SEWER CONNECTIONS
A. When Required. The owner of any building within 200 feet of
any trunk or lateral sewer must connect to the sewer within
60 days of acquiring the property and must pay to the City a.
connection fee as set forth in Chapter 15.00. All connection
fees shall be paid to the City before conne , cting to the
sewer.
B. Future Connection. The owners of any house or home not
within 200 feet of any trunk or lateral sewer within the City
must connect to the sewer within 60 days of the completion of
any future trunk or lateral sewer upon which the homeowner
may then abut or be within 200 feet, as required by the
regulations set forth in this chapter. Any owneror owners
who become subject to these regulations and charges as a
result of a latecomer agreement shall be required to connect
for a period of two years after the acceptance date by the
City Council of the sewer subject to such agreement.
C. Restriction of Water Service. If a property owner or owners
within an area served by sewerage systems of the City,
including those property owners on streets and alleys within
200 feet along which sanitary sewers have been constructed,
have not connected their private sanitary drain and sewers
with the City system, the City may restrict water service to
the property to the minimum necessary to insure health and
safety of the inhabitants, or where a health hazard exists or
is threatened the Cit[--y may shut off" the City water supply to
the premises. ,
D. Connection. The City Council may order connection to the

address for the owner, a copy of the notice shall be mailed
to that street address.
B. Charge. If the condition has not been corrected within the
period specified by the Public Works Director, not less than
60 days from the date of mailing of the notice, there shall
be added to the utility bill prescribed by the Edmonds City
Code for that premises, an additional charge of 6ne dollar
for each month of violation after the expiration of the
specified period. The additional charge shall continue and
be collected until such time as the owner of the premises
corrects the condition.
18.10.040 DEFECTIVE PRIVATE DRAIN PIPES
A. Notice. If any private drain pipe connected with the trunk
and lateral sewer becomes obstructed, broken or out of order,
the Public Works Director may notify in writing the owner,
agent or occupant of such premises, and order the repair of
the pipe within a specified period.
B. Correction. If the p.�ipeis not corrected within the
specified period, the failure to correct shall be a
misdemeanor subject to penalty as provided in this code. In
addition, but not by way of limitation, the Public Works
Director may cause the drain pipe to be removed, recon-
structed, replaced or altered, as he deems best, at the
expense of the owner, agent or occupant of such premises.
The cost of correction shall be a lien upon the premises.
The assessment shall be collected and the lien enforced by
legal action.
18-10.050 DRAINING OF SWIMMING POOLS
A. No Building Permit to Issue. No building or construction
permit shall issue —for the construction, of. any facility used
in or as a part of any swimming pool, hot tub, jacuzzi,
bathing facility, stock watering trough, holding tank, or any
other facility designed and intended for the storage of water
in quantities in excess of fifty (50) gallons where such
facility is designed and intended to drain into -the City
sewerage system through any City owned grinder pump.
B. Prohibition. It shall be unlawful for any individual to
drain any swimming pool, hot tub, jacuzzi, stock water
trough, or any other facility designed or intended to hold
more than fifty (5o) gallons of water through any City owned
ar,inder pump or to do so without the permit required in
�_ection � of this section.
C. Permit Required. No person shall drain any of the facilities

We have e'xam*lned the 19 remaining sewer connections referred to this
department, and have the following-. recommendations to
1) 213 Elm -Street (Dimmick).
Me existing residence is too low to reach the sewer in T.Im Street,
and it would�be difficLilt to constn.ict a sewer to Second Avenue. It is'
recommended that a'uraiver be. granted. subject to proper fimctioning of the
septic system, pending the development of property adjoining Second
Avenue, wherein a combined sewer arrangement would all-ov! this residence
to make connection.
2) 931 Main Street (Nelson) .
71iis property can connect to the sanitanr sewer, however, the soil.
conditions adjacent to the sewer lateral at Miin Street indicate�potential
problems with, the sewer hoohlip. A i,:aiver is rocormended subject to the
proper functioning of the, septic* system, ',-aid subject to'connecting to

to the north or south to gain sewer se . rvice without removing street'or
walk improvements. It is recommended that a waiver he granted until the
City can provide a sewer connection point.

This property is not served with a sci�,er lateral. in .76th Avenue.

10) City Park (Mird mid Pine)
The present res.troom is more than 200, ft. from the sewer and- is below
the sewer ' elevation. It is recommended that a waiver 'he, grante(I subject to
proper ' functioning of the septic* system. Also, any chnnges to the pltunb-
ingy which would expand the use (or should other regulations outside the
City apply) , a pump should be installed and connection made to the trunk
sewer running -through the Parl� playfield.
11) lOS21 226th Street S.W. (,Jarvis)
. 'Mis property is located.in the vicinity of Olympic View 11ater Dist.
sewers. However, the property does. not directly ah�Tt the sewer or have
access to the connection point. It is recommended that this property
participate in an L.I.D. with the surrounding neiplibors for' completion of

been completed; therefore, water service was terminated. After

the home owners called the office, we granted an extension t6
6/11/76 since the ditch was dug and they were purchasing the
pipe that day.
S. Doug Small Mr. Small subdivided
his property in June, 1975, the connection fee changed.
Therefore, we referred his legal description to Engineering
on 4/14/76. On 4/27 we received the new connection fee in
the amount of $435, and pumping to the main line in Bowdoin
Way is required. A certified letter was sent 4/30 informing
Mr. Small of the connection fee andrequired he contact our
office by 5/6/76. Mr. Small then directed a letter to the Mayor
on 5/7 requesting an extension. By Ron Whaley's directive, we
sent a certified letter on 5/19 granting a 90-day extension
until 8/15/76.

Was in the process of
selling property to a builder who was to construct a 19-unit
.apartment and had an extension to 6/l/76. Ms. Evans called
5/26 and explained the sale of the property had fallen through.
However, she plans to build on the property. She called again on

6/4 asking for an extension and was told to direct a letter
to the Mayor. According to Judie, Ms. Evans' letter was

records, the Sewer Department has now completed 1,SO4 dye tests. Of
these 1,SO4, seven properties, previously indicated D.T.O.S., were found
to be NOT on sewers while the remaining 1.,496 were found to be ON sewer.
We shall submit another progress report to you around the first of
July.

SUBJECT: Impending Notice to Connect to Sanitary Sewers
Dear Resident:
With the completion of the newly constructed sanitary
sewers in the vicinity of your residence, the City will be re-
quiring you to make connection to the appropriate sanitary sewer
system adjacent to your property in the near future. By ordin-
ance, residents adjacent to a sewer main are required to connect
within 60 days of the official notice. Notices will be sent to
all properties in this area when the final assessment roll hear-
ing has been completed on Local Improvement District 191.: This
should take place within approximately 30 days.
Since your property was not located within the Local
Improvement District, you will be charged'a sewer connection
charge in lieu of a,L.I.D. assessment. This.letter, therefore,
is to advise you.of the impending notice and to,allow you
additional time to complete.your sewer hook-up.
You may, at any time after this date, connect to
sewers by paying the charges indicated at the bottom of this
letter to the Public Works Department, 200 Dayton Street, Edmonds.
If you have any questions on this matter, please do not hesitate
