Associate Planner Nancy Luster, was in receipt of a letter containing the
color which was selected by the committee upon the advice of Mr. Kinderfather
for the L. A. Mann sign. The members of the Board who were present agreed that
this color was acceptable. MR. MATTSON MOVED TO ACCEPT THE COLOR "TRY TEST 5097Deep
FOR 83-78. MR. SELVIDGE SECONDED THE MOTION. MOTION CARRIED.
Ms. Luster presented another item of correspondence regarding Shoreline Savings
Bank's proposed weather vane. An application for a 26" height variance had been
received. Mr. Kinderfather stated that he felt the appendage would be an attrac-
tive addition and that he could see no reason to deny'this request. MR. GREG
SELVIDGE MOVED TO ACCEPT THE CONCEPT OF THE WEATHER VANE FOR SHORELINE SAVINGS
BANK'S BUILDING, SUBJECT TO FINAL DRAWINGS AND APPROVAL OF A HEIGHT VARIANCE.
THE MOTION WAS SECONDED BY MR. KINDERFATHER. MOTION CARRIED.
Chairman Wight read a letter to be sent to the Board of Adjustment regarding the
Ian Miller construction. This letter contained a request to use crushed gray
limestone rather than blacktop in the driveway area. Mr. Kinderfather stated
that the engineer's memo had alluded to the fact that it is a nice idea, but
there are technical limitations involved. Ms. Luster stated that the Engineering

ADB-76-78 . LOUISE ZENNAN - Preliminary review of 5-unit condominium at
19515 80th Ave. W. (RML)
Ms. Luster stated that the applicant, Mrs. Zennan, had resubmitted
a site plan for her proposed construction and that she also had
some new elevations for the Board's consideration. Ms. Luster
pointed out that on the revised plans, parking spaces 6, 7 and 8
are shown as using rock. She advised the applicant that if she
chose to use rock, she would have to obtain a variance. Mrs. Zennan
stated that she would rather use blacktop.
A discussion ensued as to alternate plans which would be in the
best interest of the site development. Ms. Luster stated that
there was a problem with the site layout inasmuch as there was
too much asphalt used around the building and that there was some
question on the landscaping as well as the elevations. Mrs. Zennan

submitted samples of materials which are to be used on the.ex-
terior of the building. Mr.Kinderfather stated that his major
concern regarded the site development. He said that the site
itself should dictate the architectural development. He would
like to see the parking consolidated so that the amount ' of
asphalt could be limited and allowance made for more yard area.
Mr. Kinderfather made some suggestions which he felt would en-
hance the site development. Ms. Luster pointed out the fact
that there would not be enough screening on 80th Avenue West
where the parking area is now planned. She stated that by re-
locating the parking area, the problem of having a view of.the
cars from the street would be eliminated.
Mrs. Zennan presented some photographs depicting the type of
structure she had in mind. Mr. Kinderfather stated that he did
not think the proposed architecture would have the same feeling
as those in the photographs. Mrs. Zennan submitted 'the revised
plans from the meeting of August 1, 1978. Mr. Selvidge request-
ed that the minutes of that meeting pertaining to this construc-
tion be read. A question was raised as to the screening of the.
trash area. Mrs. Zennan stated that she planned to enclose the
trash area with wood. She further stated that the enclosure
could be opened for removal of trash and that she had already
received approval from the garbage company. Mr. Mattson asked
how Mrs. Zennan planned the access from the units to the back
yard. She stated that there would be glass sliding doors to
permit access to the back yard. However, Ms. Luster stated
that the plans showed windows (only) in the rear elevations.
Mr. Kinderfather pointed out that the essential view from,the
building would be of the existing house. Mr. Wight stated that
he felt the parking spaces which are required and the driveway
presented too much paved area. Mr. Mattson stated that there
is 20' of grass rear yard which there is no access to except
to go through the parking area. He further pointed out the
extensive asphalt in the front of the building. Mr. Selvidge
stated that he could not visualize the plan as submitted and
that he would have to go with the advice of the architect and
builder. Mr. Kinderfather expressed his feelings once again
stating that he does not feel this is the right plan for this
site. He suggested that t ' he members of the Board plan a visit
to the site in order to better determine whether the proposed
plan is one which would be acceptable. He stated that he did
not want to compromise on a plan which is poor where the best
development of the site is concerned. Mr. Selvidge stated
that he felt the Board had a.responsibility to see to it that
land which is being developed in Edmonds is put to the best use
and that all construction taking place on this land is in keeping
with the overall appeal of the City, particularly inasmuch as
land is becoming so scarce in Edmonds.
It was the decision of the Board members present to have new
plans drawn up and resubmitted to the Board. These plans are
to include revisions in the parking facilities as well as land-
scaping plans. Chairman Wight asked for a motion on the revised
site plan contingent on the resubmittal of the landscaping. Ms.
Block stated that a variance would be needed for the proposed
revisions of the driveway. Mr. Selvidge asked for a more detail-
ed set of plans showing landscaping. Ms. Luster stated that the
plan for landscaping would have to include the types of plantings,
the sizes of same, and the like.
It was the decision of the Board members to delay the approval
of this construction until the finalized preliminary site plan
adjusting the parking and site development as per the proposed
changes presented by Mr. Kinderfather and the final landscaping
plan were submitted.
There was no further business to come before the Board and the
meeting adjourned at 1:20 p.m.
