After receiving the letter, the City conducted a site inspection from the street and took photographs to get a better understanding of what work was being performed in the front yard of your residence. From your letter and our photographs staff has met and made the following deten-ninations: • The porch overhang work is considered repair work and does not require a pennit • The landing guardrail was constructed for safety purposes and is not a required guard per the building code and does not require a permit • The landing has been reconstructed but has not expanded in size or shape and does not require a permit • The existing retaining wall has been dismantled and reconstructed to a higher height than what was existing, and requires a pen -nit (handout enclosed). It also appears that the grade in this area was raised most likely to have a more level front yard and as Meg. Gruwell, Senior Planner explained to you; the height of retaining walls in setback areas cannot exceed 3 feet above original grade —please contact her directly to resolve this issue. Also, portions of the wall encroach into undeveloped City right-of-way and requires an Encroachment permit (see below inforination on Encroachment Permits). • The height of the retaining wall moving south to north at some point exceeds 30 inches from grade and requires a complying guard to protect the fall (IBC 1012 enclosed). A permit would be required to construct the guard. • The front yard grass has been replaced by brick pavers that constitute use as a patio. Patios are regulated by ECDC 16.20.40C (enclosed) and portions may need to be removed --contact Mrs. Gruwell, for more information. Also, the pavers create additional impervious surface that must be calculated for compliance to ECDC 18.30 for storm water detention requirements, please contact Jeanie McConnell, Engineering Technician for more information. At 8:00 p.m., June 14, 1975, 1 was called out to check a plugged sewer main on Walnut Street, between 6th Avenue South and 7th Avenue South. The resident informed me that he had noticed a problem since 10:30 a.m. the same day. On Friday, June 13th, the Sewer Department crew rodded the sewer main on 7th Avenue South, between Walnut and Cedar. This section of main is in one of our critical areas for cleaning, due to the root problem. The probable cause of the plug was roots from cleaning the sewer main on 7th Avenue South, which flows into the sewer main on Walnut between 7th and 6th Avenue. This section of sewer main on Walnut was last cleaned in September, 1974; and to my knowledge, has never been plugged since it was replaced in 1970. The customer's terminology "worked and rerouted" is incorrect. He misunderstood my explanation that we had just rodded the sewer main on 7th Avenue South from Walnut to Cedar.
