A packet of information is enclosed for yourreview. Your neighborhood will be scheduled for volume and speed counts within approximately three to four months (due to the number of requests that we receive at the, City and the safety priorities.) In the meantime, please write down your observations. An example of this information would be the needs for handicapped, pedestrians, bicycles and school bus stop locations versus the number of vehicles and speeds. In addition, information on, times of day and what types of conflicts are* occurring within your neighborhood would be helpful. Once the counts have been completed and ev ' aluated for your neighborhood, you will be scheduled for a neighborhood meeting to discuss your issues with the public safety team in order to educate the City on your issues and for the City to inform residents'of possible measures Then we can work together to find the best possible solutions. We set. up a schedule of events to find, solutions, gain a 75% approval of the -impacted residents and try to find funding options if your neighborhood meets the minimum criteria for traffic calming. The minimum requirements to be met and.evaluated are: 1. Pedestrian needs. 2. Vehicular volume greater that 400 vehicles per day. 3. Median speeds between 30 and 40 MPH in a 25 MPH posted area. 4. The number of vehicles traveling above 36 MPH and the number of these occurrences. 5. Roadway geometric, lighting and sight issues. 6. Needs for the handicapped and senior citizens. 7. Accident history. Incorporated August 11, 1890, Sister City - Hekinan, Japan William Kasper October 11, 2000 Page 2 8. Pavement widths and classifications. 9. Participation approvals from the majority of the neighborhood. 10. Some form of financial participation. (Volunteer activities substitute for actual dollars.) 11. Other neighborhood impacts from changes to your street. While working through the schedule of events, your neighborhood will become educated on the goverm-nental process that will allow you to receive selected improvements. If you have immediate safety concerns please, contact the Police Department, and if you haveany further questions, I can be reached at 425.771.0220. E March 1. 1972 Mr, & Mrs. William J, Kasper 657 9th Avenue North Edmonds, Washington 98020 Subjects LJ.D. 187 UndorAround Wiring - Ninth #2E!B!M N,, Dear Mr. & Mrs* Kasper: Last fall the completion of the Ninth Avenue Street project was delayed until the poles for the old ov*rh44W system could be romwed. This delay has caused w4th inconv*niou* and complaints obout the street condition as well as creating potential safety haxards to the motoring public. In order to set completion of street work at the earliest possible time* letters were sent on November ll$ 197lg to property awners within the mtbject L.I.De notifying of the City's intent to have the overhwW system removed within a rossomble period of time. The 90-day connection period established pursuant to state law ended on February 10, 1972. Woo therefore, will be roquosting the utility compani" shortly to remove the overhead system* 11opefully all houses will be connected so that service will not be discontirAted, We regret my difficulties that may result by terminating services not convacteds but the concern for others must take pr*codww* after having allowed & ro&sonable time for hook-up.
