Dear Ms. Pinder, Robbins, and Company is proposing to underpin of a portion of the house foundation on the northeastern side of the house.. The subject, residence is located at the top of a steep slope that is identified as a landslide hazard area by the City of Edmonds. The' City has requested a geotechnical hazards analysis to ensure that the scope of work will comply with the critical areas ordinance. For this analysis, we reviewed the area geologic map, the area soil survey map and the above referenced underpinning plan, Sheet S 1, and conducted a site visit on October 9, 2013. Geology Review According to the area geologic map' the soils in the project area consist of Glacial till (Qvt) underlain by Advance outwash (Qva). These soils were deposited during the Fraser glaciation period that ended some 12,000 years ago. Glacial till is mapped on the highland area above the slope and soils on the upper portion of the slope are mapped as Advance outwash. Glacial till Minard J. Advance outwash consists of glacially consol idated pebbly sand deposited by streams issuing from the advancing ice sheet. The geologic map does not identify the site or.the slope as a landslide area. Soil.Survey Review According to the Soil Survey of Snohomish County2, the soils are mapped as Alderwood-Everett gravelly sandy loams, 25 to 70 percent slopes. The Alderwood-E verett gravelly sandy loam unit is described as being on till plains, terraces, and outwash plains. It also includes colluvial -soils, slump areas, and escarpments.. Based on the geology, the soil is classified as Everett soil, which formed in glacial outwash sand and gravel -and is very deep, has a high permeability, ana has a moderate water erosion potential. Site Conditions The steep slope is located on the northeast side of the house. The slope has an estimated gradient of around 40. percent. The slope is vegetated with trees, except below the house which is vegetated with blackberry vines. The blackbe rry area may have been previously cleared. The top of the slope is located about 12 feet from the north comer of the house and the top of the. slope extends further from the house to the southeast. A relative level concrete patio area is located between the house and top of slope. A wood fence is located along the top of the slope. A 4 foot long 1/2-inch steel rod,was used to probe the soils next to the house and along the top of the slope. Loose soil is present along the top of the slope. Dense soil was encouxitered at a depth of 3.5 to 4 feet at the north comer of the house. Underpinning Scope Underpinnig the house will require hand excavation next to the house foundation to install the pin. piles. The work will be performed on the level ground within the steep slope buffer. 2 1983, "Soil Survey of Snohomish County Area Washington," U.S. Department of Agriculture, Soil Conservation Service. Upon completion of the pin pile installation the excavation will be backfilled with the stockpiled.soil. During wet weather we recommend that stockpiled soil be covered with plastic for erosion protection. Conclusions No scarps, tension cracks, or other signs of slope instability were observed above the top, of the slope or on. the upper portion of the slope below the house during our reconnaissance. The slope generally appears to be stable. Based on the geology, the site conditions observed and the limited scope of the proposed underpinning work, it is our professional opinion that the proposed scope of the underpinning work will not harm the critical area or adjacent property. In Accordance with ECDC 23.80.070.A.2. it is our professional opinion that: A. The proposed underpinning work will not increase surface water discharge or sedimentation to adjacent properties beyond the conditions prior to the start of work; B. The proposed work will not decrease slope stability on adjacent properties; and, C. Such alterations will not adversely impact the steep slope critical area or other critical areas. LUMTATIONS 'This report has been prepared for the specific application to the subject project. The findings and recommendation& stated herein are based on the literature reviewed, our field. observations, and our experi.ence.-and judgement. The recommendations are our professional opinion derived in a manner con I sistent with the level of care and skill ordinarily exercised by other members of the profession currently practicing under similar conditions in this area and within the budget constraint.
